我國(guo)金(jin)融業(ye)發展日(ri)新(xin)月異,對金(jin)融監(jian)管(guan)(guan)(guan)的期望和要求也越(yue)來越(yue)高(gao)。及時(shi)(shi)消除金(jin)融市場中的風險點,不(bu)僅(jin)是形勢所(suo)需也是勢在必行(xing)(xing)。3月19日(ri),易綱接任中國(guo)人民銀(yin)行(xing)(xing)行(xing)(xing)長、黨(dang)(dang)委(wei)副書(shu)記(ji)(ji);3月21日(ri),中國(guo)銀(yin)行(xing)(xing)保險監(jian)督管(guan)(guan)(guan)理委(wei)員會(hui)組建(jian),郭樹清擔(dan)任黨(dang)(dang)委(wei)書(shu)記(ji)(ji)、主席,同(tong)時(shi)(shi)擔(dan)任央行(xing)(xing)黨(dang)(dang)委(wei)書(shu)記(ji)(ji)、副行(xing)(xing)長;加上中國(guo)證監(jian)會(hui),我國(guo)金(jin)融統(tong)籌監(jian)管(guan)(guan)(guan)進入“一行(xing)(xing)兩會(hui)”新(xin)格局。在監(jian)管(guan)(guan)(guan)新(xin)格局下,仍有許多難題待解。
第一,加(jia)速構(gou)建(jian)現代金(jin)融監(jian)管(guan)(guan)框(kuang)架。需要不斷(duan)增強監(jian)管(guan)(guan)機(ji)構(gou)間的(de)(de)協調,實現金(jin)融風(feng)險監(jian)管(guan)(guan)的(de)(de)全覆蓋。特(te)別是(shi)需不斷(duan)加(jia)強國(guo)務院金(jin)融穩定(ding)發展(zhan)委員會(hui)(hui)的(de)(de)統籌(chou)協調作(zuo)用,增進中(zhong)國(guo)人民銀(yin)行(xing)和中(zhong)國(guo)銀(yin)行(xing)保(bao)險監(jian)督管(guan)(guan)理(li)委員會(hui)(hui)之間的(de)(de)溝(gou)通銜接,促進金(jin)融穩定(ding)健康(kang)發展(zhan)。
第二(er),統(tong)籌(chou)(chou)完(wan)善地方金(jin)融(rong)監(jian)管(guan)體(ti)系刻不容緩。比(bi)如(ru)(ru),當(dang)下(xia)(xia)地區金(jin)融(rong)“三亂”問題仍(reng)然存在,一(yi)些機(ji)構在沒有(you)取得(de)金(jin)融(rong)牌照情況下(xia)(xia)非法從事金(jin)融(rong)業務(wu)的(de)(de)現象時(shi)有(you)發生,其(qi)中便(bian)有(you)中央和地方監(jian)管(guan)職責劃(hua)分不明晰的(de)(de)原因。同時(shi),中央與地方仍(reng)未建(jian)立統(tong)籌(chou)(chou)協(xie)調的(de)(de)工作機(ji)制,傳導機(ji)制的(de)(de)不暢通也會(hui)影響監(jian)管(guan)效果和效率。另外,國務(wu)院金(jin)融(rong)穩(wen)定發展委員會(hui)如(ru)(ru)何統(tong)籌(chou)(chou)推動(dong)地方金(jin)融(rong)監(jian)管(guan)部門(men)間跨區域監(jian)管(guan)協(xie)作也是困難之(zhi)一(yi)。
第(di)三(san),補(bu)齊監(jian)(jian)管(guan)(guan)(guan)短板的步伐(fa)仍需(xu)提速,謹(jin)防“牛欄里關貓(mao)”。從(cong)監(jian)(jian)管(guan)(guan)(guan)體制方面看,目前仍然(ran)存在交叉(cha)監(jian)(jian)管(guan)(guan)(guan)和(he)監(jian)(jian)管(guan)(guan)(guan)空白等問題。同時,金(jin)融監(jian)(jian)管(guan)(guan)(guan)規則也有部分缺陷,“關于加強非金(jin)融企業投(tou)資金(jin)融機構監(jian)(jian)管(guan)(guan)(guan)的指(zhi)導(dao)意見”“關于規范金(jin)融機構資產管(guan)(guan)(guan)理業務的指(zhi)導(dao)意見”等需(xu)加快出臺和(he)落實。
第四(si),需把(ba)握監管(guan)尺度(du),在(zai)創(chuang)新和(he)發展間(jian)取得平衡。近年來,金融市場各方明(ming)顯感受到(dao)監管(guan)在(zai)不(bu)斷強化。但在(zai)新的金融業(ye)態下(xia),如何(he)隨(sui)時動態識別金融創(chuang)新帶來的風(feng)險(xian)(xian)點,將給監管(guan)者帶來不(bu)小的考(kao)驗(yan)。當發現(xian)風(feng)險(xian)(xian)后,如何(he)減少監管(guan)空白和(he)漏洞,更(geng)是(shi)應該思(si)考(kao)的問(wen)(wen)題(ti)。比如,對當下(xia)影子銀行、互聯網金融、表外(wai)業(ye)務(wu)等金融創(chuang)新,怎樣進行及時有效的監管(guan)?如何(he)做(zuo)到(dao)鼓勵創(chuang)新,又能管(guan)住風(feng)險(xian)(xian),亦是(shi)未來監管(guan)部門(men)應著重(zhong)考(kao)慮的問(wen)(wen)題(ti)。
第五,監(jian)管(guan)人才(cai)的(de)重要(yao)性(xing)不容(rong)忽視,需加快培育(yu)監(jian)管(guan)人才(cai)。無論是對(dui)于中(zhong)央還是地(di)方(fang)來說,監(jian)管(guan)人才(cai)都(dou)是必不可(ke)少(shao)的(de)軟件之(zhi)一(yi)。尤其是在地(di)方(fang),此前監(jian)管(guan)力量較(jiao)為薄弱。從專業(ye)性(xing)角度看,部分(fen)地(di)方(fang)金融監(jian)管(guan)機構(gou)的(de)人員缺(que)乏(fa)專業(ye)能力,監(jian)管(guan)隊伍亟需擴充(chong)和優化,以使金融監(jian)管(guan)政策(ce)在執(zhi)行中(zhong)更具可(ke)操作性(xing)。(彭揚)
