一、嚴格(ge)落實(shi)《可再(zai)生(sheng)能源法》要求(qiu),切實(shi)保(bao)障(zhang)可再(zai)生(sheng)能源產(chan)業健(jian)康(kang)發展
(一)嚴格執行(xing)可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)制(zhi)度(du)(du)(du)(du)。對符(fu)合(he)國(guo)(guo)家(jia)(jia)(jia)可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)開發(fa)(fa)(fa)(fa)利用規(gui)(gui)(gui)劃(hua)以及在國(guo)(guo)務(wu)院(yuan)能(neng)源(yuan)(yuan)(yuan)主管(guan)部(bu)門(men)(men)下達(da)的(de)年(nian)(nian)度(du)(du)(du)(du)建設規(gui)(gui)(gui)模內,經省級(ji)能(neng)源(yuan)(yuan)(yuan)管(guan)理(li)(li)部(bu)門(men)(men)列(lie)入(ru)年(nian)(nian)度(du)(du)(du)(du)實(shi)施方案(an),且(qie)符(fu)合(he)國(guo)(guo)家(jia)(jia)(jia)可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)及產業(ye)(ye)投資(zi)環境監(jian)(jian)測預警(jing)機(ji)制(zhi)、市場環境監(jian)(jian)測評價(jia)(jia)機(ji)制(zhi)有(you)關政(zheng)策的(de)風(feng)(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、生物質發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)等可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)項(xiang)(xiang)目(mu),電(dian)(dian)(dian)網(wang)(wang)(wang)企業(ye)(ye)要(yao)及時(shi)受(shou)(shou)理(li)(li)項(xiang)(xiang)目(mu)并(bing)(bing)(bing)網(wang)(wang)(wang)申請,明(ming)確提供并(bing)(bing)(bing)網(wang)(wang)(wang)接入(ru)方案(an)的(de)時(shi)限(xian),對符(fu)合(he)并(bing)(bing)(bing)網(wang)(wang)(wang)安(an)全技術(shu)標準的(de)項(xiang)(xiang)目(mu),不得自行(xing)暫(zan)停(ting)(ting)、停(ting)(ting)止受(shou)(shou)理(li)(li)項(xiang)(xiang)目(mu)并(bing)(bing)(bing)網(wang)(wang)(wang)申請或拒絕已辦理(li)(li)并(bing)(bing)(bing)網(wang)(wang)(wang)手(shou)續的(de)項(xiang)(xiang)目(mu)并(bing)(bing)(bing)網(wang)(wang)(wang)運行(xing)。電(dian)(dian)(dian)網(wang)(wang)(wang)企業(ye)(ye)應與符(fu)合(he)規(gui)(gui)(gui)劃(hua)以及年(nian)(nian)度(du)(du)(du)(du)建設規(gui)(gui)(gui)模(年(nian)(nian)度(du)(du)(du)(du)實(shi)施方案(an))且(qie)規(gui)(gui)(gui)范辦理(li)(li)并(bing)(bing)(bing)網(wang)(wang)(wang)手(shou)續的(de)項(xiang)(xiang)目(mu)單(dan)位簽訂無歧視(shi)性條(tiao)款的(de)符(fu)合(he)國(guo)(guo)家(jia)(jia)(jia)法規(gui)(gui)(gui)的(de)并(bing)(bing)(bing)網(wang)(wang)(wang)協議,承諾按國(guo)(guo)家(jia)(jia)(jia)核(he)(he)定的(de)區(qu)域最(zui)(zui)低(di)(di)保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)小時(shi)數落實(shi)保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)政(zheng)策(國(guo)(guo)家(jia)(jia)(jia)未(wei)核(he)(he)定最(zui)(zui)低(di)(di)保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)小時(shi)數的(de)區(qu)域,風(feng)(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)均按棄電(dian)(dian)(dian)率不超過(guo)(guo)5%執行(xing)),因技術(shu)條(tiao)件限(xian)制(zhi)暫(zan)時(shi)難以做(zuo)到的(de),最(zui)(zui)遲應于2020年(nian)(nian)達(da)到保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)要(yao)求。對于未(wei)落實(shi)保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)要(yao)求的(de)地區(qu),國(guo)(guo)務(wu)院(yuan)能(neng)源(yuan)(yuan)(yuan)主管(guan)部(bu)門(men)(men)將采(cai)取暫(zan)停(ting)(ting)安(an)排當地年(nian)(nian)度(du)(du)(du)(du)風(feng)(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)建設規(gui)(gui)(gui)模等措施控制(zhi)項(xiang)(xiang)目(mu)開發(fa)(fa)(fa)(fa)建設節奏,有(you)關省級(ji)能(neng)源(yuan)(yuan)(yuan)管(guan)理(li)(li)部(bu)門(men)(men)不得將國(guo)(guo)務(wu)院(yuan)能(neng)源(yuan)(yuan)(yuan)主管(guan)部(bu)門(men)(men)下達(da)的(de)風(feng)(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)建設規(gui)(gui)(gui)模向(xiang)此類地區(qu)配置。水力發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)根據國(guo)(guo)家(jia)(jia)(jia)確定的(de)上網(wang)(wang)(wang)標桿電(dian)(dian)(dian)價(jia)(jia)(或核(he)(he)定的(de)電(dian)(dian)(dian)站上網(wang)(wang)(wang)電(dian)(dian)(dian)價(jia)(jia))和(he)設計平均利用小時(shi)數,通過(guo)(guo)落實(shi)長(chang)期(qi)購(gou)(gou)售電(dian)(dian)(dian)協議、優(you)(you)先安(an)排年(nian)(nian)度(du)(du)(du)(du)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)計劃(hua)和(he)參與現貨市場交易等多種形式,落實(shi)優(you)(you)先發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)制(zhi)度(du)(du)(du)(du)和(he)保(bao)(bao)(bao)障(zhang)(zhang)性收(shou)購(gou)(gou)。
(二)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye)負責投(tou)(tou)資(zi)(zi)建設(she)接(jie)網(wang)(wang)(wang)工程(cheng)。各類接(jie)入(ru)輸(shu)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)的(de)(de)(de)(de)(de)可(ke)再生(sheng)能(neng)源(yuan)發(fa)電(dian)(dian)(dian)(dian)項目(mu)的(de)(de)(de)(de)(de)接(jie)網(wang)(wang)(wang)及輸(shu)配(pei)電(dian)(dian)(dian)(dian)工程(cheng),全部由(you)所在(zai)地電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye)投(tou)(tou)資(zi)(zi)建設(she),保障(zhang)配(pei)套(tao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)工程(cheng)與項目(mu)同(tong)時投(tou)(tou)入(ru)運行。之前相關接(jie)網(wang)(wang)(wang)等輸(shu)配(pei)電(dian)(dian)(dian)(dian)工程(cheng)由(you)可(ke)再生(sheng)能(neng)源(yuan)發(fa)電(dian)(dian)(dian)(dian)項目(mu)單位建設(she)的(de)(de)(de)(de)(de),電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye)按協議或經第三方(fang)評(ping)估確認的(de)(de)(de)(de)(de)投(tou)(tou)資(zi)(zi)額在(zai)2018年底(di)前完成(cheng)回購。電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye)投(tou)(tou)資(zi)(zi)建設(she)可(ke)再生(sheng)能(neng)源(yuan)發(fa)電(dian)(dian)(dian)(dian)項目(mu)的(de)(de)(de)(de)(de)接(jie)網(wang)(wang)(wang)及輸(shu)配(pei)電(dian)(dian)(dian)(dian)工程(cheng)的(de)(de)(de)(de)(de)合理費用,在(zai)扣除(chu)可(ke)再生(sheng)能(neng)源(yuan)電(dian)(dian)(dian)(dian)價附(fu)加補助資(zi)(zi)金后,計入(ru)所在(zai)省級電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)輸(shu)配(pei)電(dian)(dian)(dian)(dian)價核定(ding)成(cheng)本范圍。接(jie)入(ru)配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)的(de)(de)(de)(de)(de)分布式可(ke)再生(sheng)能(neng)源(yuan)發(fa)電(dian)(dian)(dian)(dian)項目(mu),接(jie)網(wang)(wang)(wang)工程(cheng)及配(pei)套(tao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)改造工程(cheng)由(you)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye)(含社會投(tou)(tou)資(zi)(zi)增量配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye),以下同(tong))投(tou)(tou)資(zi)(zi)建設(she)。所有(you)可(ke)再生(sheng)能(neng)源(yuan)發(fa)電(dian)(dian)(dian)(dian)項目(mu)的(de)(de)(de)(de)(de)電(dian)(dian)(dian)(dian)能(neng)計量裝(zhuang)置(zhi)和向(xiang)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye)傳送信息的(de)(de)(de)(de)(de)通(tong)訊設(she)施均(jun)由(you)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)(qi)業(ye)出資(zi)(zi)安裝(zhuang)。
(三)電(dian)(dian)(dian)力市場(chang)化(hua)交(jiao)易(yi)應維護(hu)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)企(qi)(qi)業合(he)法權益。各電(dian)(dian)(dian)網(wang)企(qi)(qi)業和電(dian)(dian)(dian)力交(jiao)易(yi)機構應遵循《可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)法》和電(dian)(dian)(dian)力改革關于(yu)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)優(you)先(xian)發(fa)電(dian)(dian)(dian)相關規(gui)(gui)定(ding)(ding),按照《可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)全額(e)保(bao)障性(xing)收(shou)購管理辦法》(發(fa)改能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)〔2016〕625號),對(dui)國務院能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)主管部門會同(tong)(tong)經(jing)濟運行(xing)(xing)主管部門核定(ding)(ding)的區域(yu)最(zui)(zui)低保(bao)障性(xing)收(shou)購小時數(shu)內的電(dian)(dian)(dian)量(liang)(國家(jia)未(wei)核定(ding)(ding)最(zui)(zui)低保(bao)障性(xing)收(shou)購小時數(shu)的區域(yu),風電(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)均按棄電(dian)(dian)(dian)率不超過5%執(zhi)行(xing)(xing)),按國家(jia)價格(ge)主管部門核定(ding)(ding)或(huo)經(jing)招標、優(you)選等競爭(zheng)性(xing)方(fang)式(shi)確定(ding)(ding)的上網(wang)電(dian)(dian)(dian)價落(luo)實(shi)保(bao)障性(xing)收(shou)購。鼓勵(li)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)企(qi)(qi)業超過最(zui)(zui)低保(bao)障性(xing)收(shou)購小時數(shu)的電(dian)(dian)(dian)量(liang)參與(yu)市場(chang)化(hua)交(jiao)易(yi)。電(dian)(dian)(dian)網(wang)企(qi)(qi)業應與(yu)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)企(qi)(qi)業簽訂優(you)先(xian)發(fa)電(dian)(dian)(dian)合(he)同(tong)(tong),優(you)先(xian)發(fa)電(dian)(dian)(dian)合(he)同(tong)(tong)可(ke)(ke)(ke)(ke)以(yi)轉讓并(bing)(bing)按可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)企(qi)(qi)業所獲(huo)經(jing)濟利(li)益不低于(yu)按國家(jia)價格(ge)主管部門核定(ding)(ding)或(huo)經(jing)招標、優(you)選等競爭(zheng)性(xing)方(fang)式(shi)確定(ding)(ding)的上網(wang)電(dian)(dian)(dian)價執(zhi)行(xing)(xing)優(you)先(xian)發(fa)電(dian)(dian)(dian)合(he)同(tong)(tong)的原(yuan)則獲(huo)得相應補償。實(shi)施可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)(dian)(dian)力配額(e)制,對(dui)各省級(ji)行(xing)(xing)政(zheng)區域(yu)規(gui)(gui)定(ding)(ding)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)占電(dian)(dian)(dian)力消費比重配額(e)指標并(bing)(bing)進行(xing)(xing)考(kao)核,提高可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)利(li)用水平。
二、優化投(tou)資環境,降低可再生能源開發成本
(四)減少土(tu)(tu)(tu)地(di)成本(ben)及(ji)不合(he)理收費。各地(di)區能源(yuan)管理部門應(ying)編制好可(ke)(ke)再生(sheng)(sheng)能源(yuan)開(kai)發利用規劃(hua),并與相(xiang)關(guan)土(tu)(tu)(tu)地(di)利用、農(nong)牧林業、生(sheng)(sheng)態環保等規劃(hua)銜接,優先利用未(wei)利用土(tu)(tu)(tu)地(di),鼓勵按復(fu)合(he)型方(fang)式(shi)用地(di),降(jiang)低可(ke)(ke)再生(sheng)(sheng)能源(yuan)項(xiang)目(mu)(mu)土(tu)(tu)(tu)地(di)等場址相(xiang)關(guan)成本(ben)。地(di)方(fang)能源(yuan)管理部門在(zai)進行可(ke)(ke)再生(sheng)(sheng)能源(yuan)項(xiang)目(mu)(mu)布局時(shi),應(ying)充分(fen)考慮土(tu)(tu)(tu)地(di)類(lei)型及(ji)適用政策等因素,避免(mian)在(zai)適用城(cheng)鎮土(tu)(tu)(tu)地(di)使用稅(shui)和耕地(di)占(zhan)用稅(shui)增(zeng)(zeng)加(jia)土(tu)(tu)(tu)地(di)成本(ben)偏多的(de)范圍(wei)內規劃(hua)布局集(ji)中式(shi)風電、光(guang)伏電站項(xiang)目(mu)(mu)。村(cun)集(ji)體可(ke)(ke)以土(tu)(tu)(tu)地(di)折價入股等方(fang)式(shi)參與項(xiang)目(mu)(mu)投資(zi),降(jiang)低土(tu)(tu)(tu)地(di)成本(ben),并將所得(de)收益(yi)用于支持村(cun)集(ji)體公益(yi)事業和增(zeng)(zeng)加(jia)農(nong)民(min)收入。
(五)通(tong)過綠(lv)(lv)色(se)(se)金(jin)融(rong)(rong)(rong)降低企(qi)業(ye)(ye)融(rong)(rong)(rong)資(zi)成(cheng)本。鼓(gu)勵金(jin)融(rong)(rong)(rong)機(ji)構(gou)(gou)將(jiang)可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)開(kai)發(fa)利(li)用(yong)(yong)納入綠(lv)(lv)色(se)(se)金(jin)融(rong)(rong)(rong)體(ti)系(xi),加大(da)對可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)項目(mu)投(tou)(tou)資(zi)企(qi)業(ye)(ye)的(de)信貸(dai)投(tou)(tou)放,建(jian)立符合可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)項目(mu)的(de)信用(yong)(yong)評級和(he)風險管控體(ti)系(xi),對信用(yong)(yong)良好的(de)投(tou)(tou)資(zi)企(qi)業(ye)(ye),在國家規定的(de)基準利(li)率基礎(chu)上適度(du)下(xia)浮,適當延長貸(dai)款(kuan)期限并(bing)給予還貸(dai)靈活(huo)性(xing)。支持(chi)和(he)鼓(gu)勵可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)企(qi)業(ye)(ye)發(fa)行綠(lv)(lv)色(se)(se)債(zhai)(zhai)券和(he)非金(jin)融(rong)(rong)(rong)企(qi)業(ye)(ye)綠(lv)(lv)色(se)(se)債(zhai)(zhai)務(wu)融(rong)(rong)(rong)資(zi)工具(ju)。鼓(gu)勵地(di)方(fang)通(tong)過專業(ye)(ye)化(hua)綠(lv)(lv)色(se)(se)擔保機(ji)制(zhi)等(deng)手段撬動(dong)更多社會資(zi)本投(tou)(tou)資(zi)于(yu)可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)等(deng)綠(lv)(lv)色(se)(se)產業(ye)(ye)領(ling)域(yu)。鼓(gu)勵可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)投(tou)(tou)資(zi)企(qi)業(ye)(ye)與金(jin)融(rong)(rong)(rong)機(ji)構(gou)(gou)合作開(kai)展可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)投(tou)(tou)資(zi)項目(mu)資(zi)產證(zheng)券化(hua)。完善可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)投(tou)(tou)資(zi)項目(mu)質量監測和(he)風險評價體(ti)系(xi)。
(六)制止糾正亂(luan)收(shou)(shou)費(fei)等增加企業(ye)負擔行(xing)為(wei)。各級(ji)地(di)(di)方政府有(you)關(guan)(guan)部(bu)門(men)(men)不(bu)(bu)(bu)得(de)(de)(de)向(xiang)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)投資(zi)(zi)企業(ye)收(shou)(shou)取(qu)(qu)任(ren)何(he)形式的資(zi)(zi)源(yuan)出讓費(fei)等費(fei)用,不(bu)(bu)(bu)得(de)(de)(de)將應由地(di)(di)方政府承擔投資(zi)(zi)責任(ren)的社會公益(yi)事業(ye)相關(guan)(guan)投資(zi)(zi)轉(zhuan)嫁給可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)投資(zi)(zi)企業(ye)或向(xiang)其(qi)分攤費(fei)用,不(bu)(bu)(bu)得(de)(de)(de)強行(xing)要求可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)企業(ye)在(zai)獲取(qu)(qu)項(xiang)目配(pei)置資(zi)(zi)格的同時對當地(di)(di)其(qi)他產業(ye)項(xiang)目進行(xing)投資(zi)(zi),不(bu)(bu)(bu)得(de)(de)(de)將風(feng)電(dian)、光伏發電(dian)指(zhi)標與任(ren)何(he)無直(zhi)接關(guan)(guan)系的項(xiang)目捆綁(bang)安排,不(bu)(bu)(bu)得(de)(de)(de)強行(xing)從(cong)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)項(xiang)目提(ti)取(qu)(qu)收(shou)(shou)益(yi)用于其(qi)他用途。已(yi)向(xiang)風(feng)電(dian)、太陽(yang)能(neng)(neng)發電(dian)、生(sheng)(sheng)物質能(neng)(neng)等可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)項(xiang)目違規收(shou)(shou)取(qu)(qu)資(zi)(zi)源(yuan)出讓費(fei)(或有(you)償配(pei)置項(xiang)目,以(yi)下(xia)同)的地(di)(di)區,應按(an)照“誰(shui)收(shou)(shou)取(qu)(qu),誰(shui)退還”的原則,在(zai)本(ben)通知發布一年內(nei)完成清退。對繼續(xu)強行(xing)收(shou)(shou)取(qu)(qu)資(zi)(zi)源(yuan)出讓費(fei)的地(di)(di)區,國家不(bu)(bu)(bu)在(zai)該(gai)地(di)(di)區布局各類(lei)(lei)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)示范工程(cheng),有(you)關(guan)(guan)省級(ji)能(neng)(neng)源(yuan)管理部(bu)門(men)(men)不(bu)(bu)(bu)得(de)(de)(de)將國務院能(neng)(neng)源(yuan)主管部(bu)門(men)(men)下(xia)達的風(feng)電(dian)、光伏發電(dian)建設規模向(xiang)此類(lei)(lei)地(di)(di)區配(pei)置。
三、完善政(zheng)府放管(guan)服等公共服務,激發市場活力
(七)創新可(ke)再生能源(yuan)(yuan)項目(mu)(mu)(mu)(mu)(mu)開發機制(zhi),切(qie)實(shi)做好(hao)可(ke)再生能源(yuan)(yuan)政(zheng)府服(fu)務(wu)。鼓勵(li)地方(fang)能源(yuan)(yuan)管(guan)理部(bu)(bu)(bu)門(men)(men)組織(zhi)可(ke)再生能源(yuan)(yuan)項目(mu)(mu)(mu)(mu)(mu)前期工作,在落實(shi)項目(mu)(mu)(mu)(mu)(mu)建設(she)外部(bu)(bu)(bu)條件后,采(cai)取(qu)招標(biao)方(fang)式選擇項目(mu)(mu)(mu)(mu)(mu)投(tou)資主體。地方(fang)負(fu)(fu)責前期工作且采(cai)取(qu)招標(biao)方(fang)式組織(zhi)的(de)(de)項目(mu)(mu)(mu)(mu)(mu)建設(she)過(guo)程中,由地方(fang)能源(yuan)(yuan)管(guan)理部(bu)(bu)(bu)門(men)(men)會同有關(guan)(guan)部(bu)(bu)(bu)門(men)(men)負(fu)(fu)責落實(shi)各種審批(pi)手續。鼓勵(li)按照“誰(shui)審批(pi),誰(shui)負(fu)(fu)責”的(de)(de)原(yuan)則,建立(li)能源(yuan)(yuan)管(guan)理部(bu)(bu)(bu)門(men)(men)牽(qian)頭,相關(guan)(guan)部(bu)(bu)(bu)門(men)(men)協同配合的(de)(de)項目(mu)(mu)(mu)(mu)(mu)核準、備(bei)案等“一(yi)站式”服(fu)務(wu)。
(八)加強(qiang)政(zheng)(zheng)策落實(shi)和監(jian)管。國家建(jian)立可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)開發利(li)用法(fa)(fa)規(gui)(gui)(gui)政(zheng)(zheng)策執行(xing)監(jian)測評(ping)價機(ji)制(zhi),將相關法(fa)(fa)規(gui)(gui)(gui)政(zheng)(zheng)策執行(xing)和優(you)化政(zheng)(zheng)府服(fu)務列入可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)項(xiang)(xiang)目(mu)(mu)(mu)投資預警機(ji)制(zhi)的(de)監(jian)測評(ping)價范(fan)圍。國務院能(neng)(neng)(neng)(neng)源(yuan)(yuan)主管部門派出(chu)機(ji)構(gou)(gou)要(yao)加強(qiang)對(dui)可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)項(xiang)(xiang)目(mu)(mu)(mu)年度建(jian)設規(gui)(gui)(gui)模、項(xiang)(xiang)目(mu)(mu)(mu)優(you)選(xuan)、項(xiang)(xiang)目(mu)(mu)(mu)接網(wang)情況、優(you)先上(shang)網(wang)及保障(zhang)性(xing)收(shou)購情況的(de)監(jian)管,加強(qiang)對(dui)各地(di)區(qu)落實(shi)可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)產業政(zheng)(zheng)策情況的(de)監(jian)督。各省級能(neng)(neng)(neng)(neng)源(yuan)(yuan)管理部門應將可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)開發利(li)用規(gui)(gui)(gui)劃、項(xiang)(xiang)目(mu)(mu)(mu)配(pei)(pei)置辦法(fa)(fa)等進行(xing)公(gong)示(shi)。電(dian)網(wang)企業應按(an)月向所在(zai)(zai)地(di)區(qu)的(de)能(neng)(neng)(neng)(neng)源(yuan)(yuan)監(jian)管機(ji)構(gou)(gou)報送可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發電(dian)項(xiang)(xiang)目(mu)(mu)(mu)接網(wang)、優(you)先上(shang)網(wang)、保障(zhang)性(xing)收(shou)購相關信息(xi)。各省級能(neng)(neng)(neng)(neng)源(yuan)(yuan)管理部門在(zai)(zai)編制(zhi)項(xiang)(xiang)目(mu)(mu)(mu)建(jian)設年度實(shi)施方(fang)案或組織(zhi)(zhi)項(xiang)(xiang)目(mu)(mu)(mu)配(pei)(pei)置時,應要(yao)求(qiu)市(縣)級有關部門對(dui)項(xiang)(xiang)目(mu)(mu)(mu)涉及土地(di)類型、稅費等作(zuo)出(chu)說明(ming)或承諾。對(dui)監(jian)測評(ping)價不合格的(de)地(di)方(fang),停止在(zai)(zai)該地(di)區(qu)安排國家組織(zhi)(zhi)開展的(de)示(shi)范(fan)工程或支持的(de)新的(de)可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)開發利(li)用項(xiang)(xiang)目(mu)(mu)(mu)。
(九)減少可(ke)再生能源項目物流成本。鼓(gu)勵(li)各(ge)地區(qu)(qu)公路(lu)管理機構要強化風機超大部件運(yun)輸管理服務能力建設,提升大件運(yun)輸行政(zheng)許可(ke)服務水(shui)平。鼓(gu)勵(li)各(ge)地區(qu)(qu)對秸(jie)稈儲存給予政(zheng)策支(zhi)持。
四、完善行(xing)業(ye)管理,減少投資和(he)經營負擔
(十)規范技(ji)(ji)術(shu)標準(zhun)及其應(ying)用(yong)(yong)(yong)。電(dian)網(wang)(wang)企業(ye)(ye)應(ying)按照有(you)關標準(zhun)對(dui)可再生能(neng)(neng)源發(fa)(fa)電(dian)項(xiang)目并(bing)網(wang)(wang)運行(xing)進行(xing)審查,確保電(dian)網(wang)(wang)安(an)全(quan)高效運行(xing)。電(dian)網(wang)(wang)企業(ye)(ye)應(ying)根據電(dian)網(wang)(wang)安(an)全(quan)以及網(wang)(wang)絡與信息安(an)全(quan)需要(yao)合(he)(he)理選擇技(ji)(ji)術(shu)標準(zhun),避(bi)免(mian)可再生能(neng)(neng)源項(xiang)目不必要(yao)的(de)(de)(de)設(she)備配置(zhi)。區分(fen)接(jie)(jie)入電(dian)壓等級、規格設(she)定(ding)適(shi)宜的(de)(de)(de)技(ji)(ji)術(shu)條件,對(dui)分(fen)布式發(fa)(fa)電(dian)功率因數等考核(he)要(yao)考慮自(zi)發(fa)(fa)自(zi)用(yong)(yong)(yong)利用(yong)(yong)(yong)方式影響,在分(fen)布式電(dian)源滿足接(jie)(jie)網(wang)(wang)安(an)全(quan)技(ji)(ji)術(shu)及質量標準(zhun)的(de)(de)(de)前提下(xia),能(neng)(neng)夠在電(dian)網(wang)(wang)系統采取措施改善電(dian)能(neng)(neng)質量,不向分(fen)布式發(fa)(fa)電(dian)用(yong)(yong)(yong)戶提出不合(he)(he)理的(de)(de)(de)技(ji)(ji)術(shu)要(yao)求或進行(xing)不合(he)(he)理的(de)(de)(de)考核(he)收費。對(dui)風電(dian)、光伏發(fa)(fa)電(dian)等項(xiang)目功率預(yu)報考核(he)要(yao)公平合(he)(he)理。
(十一(yi))轉變風(feng)(feng)(feng)(feng)(feng)電(dian)設(she)備質(zhi)量(liang)(liang)風(feng)(feng)(feng)(feng)(feng)險控制(zhi)方(fang)式(shi)。鼓勵(li)發揮保(bao)險的風(feng)(feng)(feng)(feng)(feng)險轉移作用,促(cu)進風(feng)(feng)(feng)(feng)(feng)電(dian)設(she)備質(zhi)量(liang)(liang)保(bao)險發展,創新風(feng)(feng)(feng)(feng)(feng)電(dian)設(she)備質(zhi)量(liang)(liang)保(bao)險服務模(mo)式(shi),豐(feng)富質(zhi)量(liang)(liang)保(bao)險產品,加(jia)強風(feng)(feng)(feng)(feng)(feng)電(dian)設(she)備質(zhi)量(liang)(liang)監(jian)測評價和(he)信(xin)用體系建設(she),鼓勵(li)以風(feng)(feng)(feng)(feng)(feng)電(dian)設(she)備質(zhi)量(liang)(liang)保(bao)險替代風(feng)(feng)(feng)(feng)(feng)電(dian)設(she)備質(zhi)量(liang)(liang)保(bao)證金。
(十二)規范(fan)各(ge)(ge)類檢(jian)查(cha)(cha)(cha)和收費。電(dian)(dian)網(wang)企(qi)業對可再生能源發(fa)電(dian)(dian)項目(mu)(mu)進行(xing)并(bing)網(wang)及(ji)運(yun)行(xing)安全檢(jian)查(cha)(cha)(cha)不收取費用(yong),并(bing)網(wang)檢(jian)測技術機構對項目(mu)(mu)采(cai)用(yong)已(yi)檢(jian)測過的(de)(de)產(chan)品(pin)不重復檢(jian)測,僅(jin)當檢(jian)查(cha)(cha)(cha)或運(yun)行(xing)中發(fa)現項目(mu)(mu)所用(yong)涉網(wang)設備不符合(he)并(bing)網(wang)標準,且項目(mu)(mu)單(dan)位完(wan)成技術整改后(hou),才進行(xing)復查(cha)(cha)(cha)檢(jian)測并(bing)按國(guo)家核定標準收費。各(ge)(ge)類檢(jian)查(cha)(cha)(cha)均不得(de)將應(ying)由本單(dan)位負擔的(de)(de)公務費用(yong)向(xiang)可再生能源項目(mu)(mu)單(dan)位轉嫁(jia)。減少各(ge)(ge)種檢(jian)查(cha)(cha)(cha)工作(zuo)的(de)(de)隨意性和對項目(mu)(mu)生產(chan)經營的(de)(de)干擾。
