意(yi)見(jian)提(ti)出圍繞重點領域(yu),促進城市(shi)(shi)基(ji)礎設(she)(she)(she)施水平全面提(ti)升。包括加強城市(shi)(shi)道路(lu)交(jiao)通基(ji)礎設(she)(she)(she)施建設(she)(she)(she)、加大城市(shi)(shi)管網(wang)建設(she)(she)(she)和(he)改造力(li)度、加快污(wu)水和(he)垃圾處理設(she)(she)(she)施建設(she)(she)(she)、加強生態(tai)園林(lin)建設(she)(she)(she)等。
A股(gu)(gu)市場方面(mian),達(da)剛路機、寶利瀝青等公路基建(jian)概念股(gu)(gu),青龍(long)管業、巨(ju)龍(long)管業等管網(wang)概念股(gu)(gu)等有望(wang)受益。

國務院關于加強城市基礎設施建設的意見

各(ge)省、自(zi)治區、直轄市人民政府,國務院(yuan)各(ge)部委、各(ge)直屬機構(gou):
城(cheng)(cheng)市(shi)基(ji)礎(chu)設(she)施(shi)是城(cheng)(cheng)市(shi)正常運(yun)行(xing)和(he)健(jian)康發展(zhan)的物質基(ji)礎(chu),對于(yu)改善人居環境、增強城(cheng)(cheng)市(shi)綜合承載能(neng)力、提(ti)高(gao)城(cheng)(cheng)市(shi)運(yun)行(xing)效率、穩步推進新(xin)型城(cheng)(cheng)鎮化、確保2020年全面建成小康社(she)會具有重要作用。當前,我(wo)國城(cheng)(cheng)市(shi)基(ji)礎(chu)設(she)施(shi)仍存在總量不(bu)足、標準不(bu)高(gao)、運(yun)行(xing)管理粗放(fang)等問題。加強城(cheng)(cheng)市(shi)基(ji)礎(chu)設(she)施(shi)建設(she),有利于(yu)推動經(jing)濟結構調(diao)整和(he)發展(zhan)方式(shi)轉變,拉(la)動投資和(he)消費增長,擴大就(jiu)業,促進節(jie)能(neng)減排。為(wei)加強和(he)改進城(cheng)(cheng)市(shi)基(ji)礎(chu)設(she)施(shi)建設(she),現提(ti)出以(yi)下意見:
一、總體要求
(一)指導(dao)思(si)(si)想。以鄧小平理論、“三個代表”重(zhong)要(yao)思(si)(si)想、科(ke)(ke)學發(fa)展觀為指導(dao),圍繞推進新型城(cheng)鎮化的重(zhong)大戰略部(bu)署,立足于穩(wen)增長(chang)、調結構、促改革(ge)、惠民生,科(ke)(ke)學研究、統籌規劃(hua),提(ti)升城(cheng)市(shi)基(ji)礎設(she)施(shi)建設(she)和管理水平,提(ti)高(gao)城(cheng)鎮化質(zhi)量(liang);深化投融資(zi)體制改革(ge),充分發(fa)揮市(shi)場配置資(zi)源的基(ji)礎性作用;著力抓好既利(li)當前、又利(li)長(chang)遠的重(zhong)點基(ji)礎設(she)施(shi)項目建設(she),提(ti)高(gao)城(cheng)市(shi)綜(zong)合承載能(neng)力;保障(zhang)城(cheng)市(shi)運行安全,改善城(cheng)市(shi)人居(ju)生態(tai)環境,推動城(cheng)市(shi)節(jie)能(neng)減(jian)排,促進經濟社會持續健康發(fa)展。
(二)基本原則。
規劃引領。堅(jian)持先規劃、后建(jian)設(she),切實加強規劃的(de)科學性(xing)、權威(wei)性(xing)和嚴(yan)肅性(xing)。發揮規劃的(de)控制(zhi)和引領作用(yong),嚴(yan)格依據城市總(zong)體規劃和土地(di)利(li)用(yong)總(zong)體規劃,充分(fen)考慮資源環(huan)境(jing)影(ying)響和文物保(bao)護的(de)要求,有序推進城市基(ji)礎設(she)施建(jian)設(she)工作。
民(min)生優(you)先。堅持先地下、后地上(shang),優(you)先加(jia)強供(gong)水(shui)、供(gong)氣(qi)、供(gong)熱、電力、通信、公(gong)(gong)共交通、物流(liu)配(pei)送、防災避險(xian)等(deng)與民(min)生密切(qie)相關的基礎設施(shi)建設,加(jia)強老舊基礎設施(shi)改造。保障城市(shi)基礎設施(shi)和(he)公(gong)(gong)共服(fu)務設施(shi)供(gong)給,提(ti)高設施(shi)水(shui)平(ping)和(he)服(fu)務質量,滿足居(ju)民(min)基本(ben)生活需求。
安(an)全為重(zhong)。提高城市(shi)管網(wang)、排水防澇、消(xiao)(xiao)防、交通(tong)、污水和垃(la)圾(ji)處理等基礎設(she)施的建設(she)質(zhi)量(liang)、運營標準和管理水平,消(xiao)(xiao)除安(an)全隱患(huan),增強城市(shi)防災(zai)減(jian)災(zai)能力,保障城市(shi)運行安(an)全。
機(ji)制創新。在(zai)保障政府投入(ru)的基(ji)礎上(shang),充分發(fa)揮市場(chang)機(ji)制作用(yong),進一步完(wan)善(shan)城(cheng)市公用(yong)事業服務(wu)價(jia)格形成、調整和補償(chang)機(ji)制。加大金融機(ji)構支持力(li)度,鼓勵社會資金參與城(cheng)市基(ji)礎設(she)施建設(she)。
綠(lv)色優(you)質(zhi)。全面(mian)落實集約、智能、綠(lv)色、低(di)碳等生態(tai)文明理念,提(ti)高城市基礎設施建(jian)設工(gong)業化水平,優(you)化節能建(jian)筑(zhu)、綠(lv)色建(jian)筑(zhu)發(fa)展環(huan)境,建(jian)立相關標準體系和規(gui)范,促(cu)進節能減排和污染防(fang)治,提(ti)升城市生態(tai)環(huan)境質(zhi)量。
二、圍(wei)繞重點領域(yu),促(cu)進城市基礎設施水平全面(mian)提(ti)升(sheng)
當前,要圍(wei)繞改善民生、保障城市安(an)全、投資拉動效應明顯的重點領域,加快城市基礎設施轉型升級,全面提升城市基礎設施水平。
(一(yi))加強城市道路交通基礎設(she)(she)施建設(she)(she)。
公共(gong)交(jiao)通(tong)基礎設(she)施(shi)建(jian)設(she)。鼓勵有條件的城(cheng)市(shi)按照“量力而行(xing)、有序發展”的原(yuan)則,推(tui)進地鐵、輕軌等城(cheng)市(shi)軌道交(jiao)通(tong)系統(tong)建(jian)設(she),發揮地鐵等作為公共(gong)交(jiao)通(tong)的骨干作用,帶動(dong)城(cheng)市(shi)公共(gong)交(jiao)通(tong)和相關產業(ye)發展。到2015年,全國(guo)軌道交(jiao)通(tong)新(xin)增運(yun)營里(li)(li)程1000公里(li)(li)。積極發展大容量地面公共(gong)交(jiao)通(tong),加快調度中心、停(ting)(ting)(ting)車場(chang)、保養場(chang)、首末站以及停(ting)(ting)(ting)靠站的建(jian)設(she);推(tui)進換(huan)乘樞紐及充電樁、充電站、公共(gong)停(ting)(ting)(ting)車場(chang)等配套服務設(she)施(shi)建(jian)設(she),將其(qi)納入城(cheng)市(shi)舊城(cheng)改造(zao)和新(xin)城(cheng)建(jian)設(she)規(gui)劃(hua)同步實施(shi)。
城(cheng)(cheng)市(shi)(shi)(shi)道(dao)路(lu)、橋(qiao)(qiao)(qiao)梁(liang)建(jian)(jian)設改造(zao)(zao)。加(jia)(jia)快(kuai)完善城(cheng)(cheng)市(shi)(shi)(shi)道(dao)路(lu)網絡系統(tong)(tong)(tong),提升道(dao)路(lu)網絡密度,提高城(cheng)(cheng)市(shi)(shi)(shi)道(dao)路(lu)網絡連(lian)通性(xing)和可達性(xing)。加(jia)(jia)強城(cheng)(cheng)市(shi)(shi)(shi)橋(qiao)(qiao)(qiao)梁(liang)安(an)全(quan)檢(jian)測和加(jia)(jia)固改造(zao)(zao),限期整(zheng)改安(an)全(quan)隱(yin)患。加(jia)(jia)快(kuai)推進(jin)城(cheng)(cheng)市(shi)(shi)(shi)橋(qiao)(qiao)(qiao)梁(liang)信(xin)息(xi)系統(tong)(tong)(tong)建(jian)(jian)設,嚴格落實橋(qiao)(qiao)(qiao)梁(liang)安(an)全(quan)管理制度,保(bao)障城(cheng)(cheng)市(shi)(shi)(shi)路(lu)橋(qiao)(qiao)(qiao)的運行安(an)全(quan)。各城(cheng)(cheng)市(shi)(shi)(shi)應盡快(kuai)完成(cheng)(cheng)城(cheng)(cheng)市(shi)(shi)(shi)橋(qiao)(qiao)(qiao)梁(liang)的安(an)全(quan)檢(jian)測并(bing)及(ji)時公布檢(jian)測結(jie)果,到2015年,力爭(zheng)完成(cheng)(cheng)對全(quan)國城(cheng)(cheng)市(shi)(shi)(shi)危橋(qiao)(qiao)(qiao)加(jia)(jia)固改造(zao)(zao),地級以上城(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)成(cheng)(cheng)橋(qiao)(qiao)(qiao)梁(liang)信(xin)息(xi)管理系統(tong)(tong)(tong)。
城(cheng)(cheng)(cheng)市(shi)(shi)(shi)步行(xing)(xing)和自行(xing)(xing)車交(jiao)通(tong)系統建(jian)設。城(cheng)(cheng)(cheng)市(shi)(shi)(shi)交(jiao)通(tong)要樹(shu)立行(xing)(xing)人(ren)優先的理念,改善居民出(chu)(chu)行(xing)(xing)環(huan)境,保障出(chu)(chu)行(xing)(xing)安全,倡導綠色出(chu)(chu)行(xing)(xing)。設市(shi)(shi)(shi)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)應建(jian)設城(cheng)(cheng)(cheng)市(shi)(shi)(shi)步行(xing)(xing)、自行(xing)(xing)車“綠道”,加強行(xing)(xing)人(ren)過街(jie)設施、自行(xing)(xing)車停車設施、道路林蔭(yin)綠化、照明等(deng)設施建(jian)設,切實轉變過度依(yi)賴小汽車出(chu)(chu)行(xing)(xing)的交(jiao)通(tong)發展模式。
(二)加(jia)大城市管網建(jian)設和改造力度(du)。
市(shi)政地(di)下管(guan)(guan)(guan)(guan)(guan)網建(jian)設改造。加強城(cheng)市(shi)供(gong)水、污水、雨水、燃(ran)(ran)(ran)(ran)氣(qi)、供(gong)熱、通信等各類地(di)下管(guan)(guan)(guan)(guan)(guan)網的(de)(de)建(jian)設、改造和檢(jian)查,優先改造材質落后、漏(lou)損嚴重、影(ying)響安全(quan)的(de)(de)老(lao)(lao)舊管(guan)(guan)(guan)(guan)(guan)網,確(que)保管(guan)(guan)(guan)(guan)(guan)網漏(lou)損率控制在國(guo)家標準以內。到2015年(nian),完成全(quan)國(guo)城(cheng)鎮燃(ran)(ran)(ran)(ran)氣(qi)8萬(wan)(wan)公(gong)里、北方采(cai)暖(nuan)地(di)區(qu)城(cheng)鎮集中供(gong)熱9.28萬(wan)(wan)公(gong)里老(lao)(lao)舊管(guan)(guan)(guan)(guan)(guan)網改造任務,管(guan)(guan)(guan)(guan)(guan)網事故率顯(xian)著降低(di);實現城(cheng)市(shi)燃(ran)(ran)(ran)(ran)氣(qi)普及(ji)率94%、縣城(cheng)及(ji)小(xiao)城(cheng)鎮燃(ran)(ran)(ran)(ran)氣(qi)普及(ji)率65%的(de)(de)目標。開(kai)展(zhan)城(cheng)市(shi)地(di)下綜(zong)合(he)(he)管(guan)(guan)(guan)(guan)(guan)廊(lang)(lang)試點,用3年(nian)左右時間,在全(quan)國(guo)36個大中城(cheng)市(shi)全(quan)面啟(qi)動地(di)下綜(zong)合(he)(he)管(guan)(guan)(guan)(guan)(guan)廊(lang)(lang)試點工程;中小(xiao)城(cheng)市(shi)因地(di)制宜建(jian)設一批綜(zong)合(he)(he)管(guan)(guan)(guan)(guan)(guan)廊(lang)(lang)項目。新建(jian)道路(lu)、城(cheng)市(shi)新區(qu)和各類園區(qu)地(di)下管(guan)(guan)(guan)(guan)(guan)網應按照綜(zong)合(he)(he)管(guan)(guan)(guan)(guan)(guan)廊(lang)(lang)模式進行開(kai)發(fa)建(jian)設。
城市(shi)(shi)供(gong)(gong)水(shui)(shui)、排水(shui)(shui)防(fang)(fang)(fang)澇和(he)防(fang)(fang)(fang)洪(hong)(hong)設(she)(she)(she)施建(jian)設(she)(she)(she)。加快城鎮供(gong)(gong)水(shui)(shui)設(she)(she)(she)施改造(zao)與建(jian)設(she)(she)(she),積(ji)(ji)極(ji)推(tui)進城鄉統籌區域供(gong)(gong)水(shui)(shui),力(li)爭到2015年實現(xian)全(quan)國(guo)城市(shi)(shi)公(gong)共供(gong)(gong)水(shui)(shui)普及率(lv)95%和(he)水(shui)(shui)質達(da)標雙目標;加強(qiang)飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)建(jian)設(she)(she)(she)與保(bao)護(hu),合理利用(yong)水(shui)(shui)資源(yuan),限(xian)期關閉城市(shi)(shi)公(gong)共供(gong)(gong)水(shui)(shui)管網覆蓋范(fan)圍內(nei)的自備水(shui)(shui)井(jing),切實保(bao)障城市(shi)(shi)供(gong)(gong)水(shui)(shui)安全(quan)。在全(quan)面(mian)普查、摸清現(xian)狀基礎上,編制城市(shi)(shi)排水(shui)(shui)防(fang)(fang)(fang)澇設(she)(she)(she)施規劃(hua)。加快雨(yu)(yu)污分流管網改造(zao)與排水(shui)(shui)防(fang)(fang)(fang)澇設(she)(she)(she)施建(jian)設(she)(she)(she),解決(jue)城市(shi)(shi)積(ji)(ji)水(shui)(shui)內(nei)澇問(wen)題。積(ji)(ji)極(ji)推(tui)行低影響開發建(jian)設(she)(she)(she)模式(shi),將建(jian)筑、小區雨(yu)(yu)水(shui)(shui)收(shou)集(ji)利用(yong)、可滲(shen)透面(mian)積(ji)(ji)、藍(lan)(lan)線劃(hua)定(ding)(ding)與保(bao)護(hu)等(deng)(deng)要求作為城市(shi)(shi)規劃(hua)許可和(he)項(xiang)目建(jian)設(she)(she)(she)的前置條(tiao)件,因(yin)(yin)地制宜配套建(jian)設(she)(she)(she)雨(yu)(yu)水(shui)(shui)滯滲(shen)、收(shou)集(ji)利用(yong)等(deng)(deng)削峰調蓄設(she)(she)(she)施。加強(qiang)城市(shi)(shi)河湖(hu)水(shui)(shui)系保(bao)護(hu)和(he)管理,強(qiang)化城市(shi)(shi)藍(lan)(lan)線保(bao)護(hu),堅決(jue)制止因(yin)(yin)城市(shi)(shi)建(jian)設(she)(she)(she)非法侵(qin)占河湖(hu)水(shui)(shui)系的行為,維護(hu)其(qi)生(sheng)態(tai)、排水(shui)(shui)防(fang)(fang)(fang)澇和(he)防(fang)(fang)(fang)洪(hong)(hong)功能(neng)。完善(shan)城市(shi)(shi)防(fang)(fang)(fang)洪(hong)(hong)設(she)(she)(she)施,健(jian)全(quan)預報(bao)預警、指揮調度、應急搶(qiang)險等(deng)(deng)措施,到2015年,重要防(fang)(fang)(fang)洪(hong)(hong)城市(shi)(shi)達(da)到國(guo)家規定(ding)(ding)的防(fang)(fang)(fang)洪(hong)(hong)標準(zhun)。全(quan)面(mian)提高城市(shi)(shi)排水(shui)(shui)防(fang)(fang)(fang)澇、防(fang)(fang)(fang)洪(hong)(hong)減(jian)災能(neng)力(li),用(yong)10年左右(you)時間建(jian)成較完善(shan)的城市(shi)(shi)排水(shui)(shui)防(fang)(fang)(fang)澇、防(fang)(fang)(fang)洪(hong)(hong)工程體(ti)系。
城(cheng)市(shi)(shi)電網(wang)建設(she)。將配電網(wang)發(fa)展納(na)入城(cheng)鄉整(zheng)體(ti)規劃,進(jin)一(yi)(yi)步加強城(cheng)市(shi)(shi)配電網(wang)建設(she),實現(xian)各(ge)電壓等級協調(diao)發(fa)展。到2015年,全(quan)國中心(xin)城(cheng)市(shi)(shi)基本(ben)形成500(或330)千伏環(huan)網(wang)網(wang)架,大(da)部分城(cheng)市(shi)(shi)建成220(或110)千伏環(huan)網(wang)網(wang)架。推進(jin)城(cheng)市(shi)(shi)電網(wang)智(zhi)能化,以滿足新能源電力、分布式發(fa)電系統并網(wang)需(xu)(xu)求,優化需(xu)(xu)求側管(guan)理,逐步實現(xian)電力系統與用戶(hu)雙向互動。以提高電力系統利用率、安全(quan)可靠水平(ping)和電能質量為(wei)目標,進(jin)一(yi)(yi)步加強城(cheng)市(shi)(shi)智(zhi)能配電網(wang)關鍵技術研(yan)究與試點(dian)示(shi)范。
(三)加快污水和垃圾處理(li)設施建設。
城市(shi)(shi)(shi)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)(chu)理設(she)(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)(she)。以設(she)(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)(she)和(he)(he)(he)運行保障為主線,加(jia)快形成“廠網(wang)并舉、泥(ni)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)并重、再生(sheng)利用”的(de)建(jian)(jian)設(she)(she)(she)(she)格局(ju)。優先升級改造落后(hou)設(she)(she)(she)(she)施(shi),確保城市(shi)(shi)(shi)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)(chu)理廠出水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)達到(dao)國(guo)(guo)家新的(de)環保排放要求或地表水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)Ⅳ類(lei)標準。到(dao)2015年,36個重點城市(shi)(shi)(shi)城區實(shi)現污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)“全收集(ji)、全處(chu)(chu)(chu)理”,全國(guo)(guo)所(suo)有設(she)(she)(she)(she)市(shi)(shi)(shi)城市(shi)(shi)(shi)實(shi)現污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)集(ji)中(zhong)處(chu)(chu)(chu)理,城市(shi)(shi)(shi)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)(chu)理率(lv)(lv)達到(dao)85%,建(jian)(jian)設(she)(she)(she)(she)完成污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)管(guan)網(wang)7.3萬(wan)公(gong)里。按照“無(wu)(wu)害化(hua)、資源(yuan)化(hua)”要求,加(jia)強污(wu)泥(ni)處(chu)(chu)(chu)理處(chu)(chu)(chu)置(zhi)(zhi)設(she)(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)(she),城市(shi)(shi)(shi)污(wu)泥(ni)無(wu)(wu)害化(hua)處(chu)(chu)(chu)置(zhi)(zhi)率(lv)(lv)達到(dao)70%左右;加(jia)快推(tui)進(jin)節水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)城市(shi)(shi)(shi)建(jian)(jian)設(she)(she)(she)(she),在水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)資源(yuan)緊缺和(he)(he)(he)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)環境(jing)質量(liang)差(cha)的(de)地區,加(jia)快推(tui)動建(jian)(jian)筑中(zhong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)和(he)(he)(he)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)再生(sheng)利用設(she)(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)(she)。到(dao)2015年,城鎮污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)(chu)理設(she)(she)(she)(she)施(shi)再生(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)利用率(lv)(lv)達到(dao)20%以上;保障城市(shi)(shi)(shi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)安全、修復城市(shi)(shi)(shi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)生(sheng)態,消除劣(lie)Ⅴ類(lei)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)體(ti),改善城市(shi)(shi)(shi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)環境(jing)。
城(cheng)市生(sheng)(sheng)活(huo)(huo)垃圾(ji)處(chu)(chu)(chu)理(li)(li)設(she)施建(jian)設(she)。以大中(zhong)城(cheng)市為(wei)重點,建(jian)設(she)生(sheng)(sheng)活(huo)(huo)垃圾(ji)分類(lei)示范城(cheng)市(區(qu))和生(sheng)(sheng)活(huo)(huo)垃圾(ji)存量治理(li)(li)示范項目。加大處(chu)(chu)(chu)理(li)(li)設(she)施建(jian)設(she)力度,提(ti)升生(sheng)(sheng)活(huo)(huo)垃圾(ji)處(chu)(chu)(chu)理(li)(li)能力。提(ti)高城(cheng)市生(sheng)(sheng)活(huo)(huo)垃圾(ji)處(chu)(chu)(chu)理(li)(li)減量化(hua)、資(zi)源(yuan)化(hua)和無(wu)害化(hua)水平。到(dao)(dao)(dao)2015年,36個重點城(cheng)市生(sheng)(sheng)活(huo)(huo)垃圾(ji)全部(bu)實現無(wu)害化(hua)處(chu)(chu)(chu)理(li)(li),設(she)市城(cheng)市生(sheng)(sheng)活(huo)(huo)垃圾(ji)無(wu)害化(hua)處(chu)(chu)(chu)理(li)(li)率達到(dao)(dao)(dao)90%左右;到(dao)(dao)(dao)2017年,設(she)市城(cheng)市生(sheng)(sheng)活(huo)(huo)垃圾(ji)得到(dao)(dao)(dao)有效(xiao)處(chu)(chu)(chu)理(li)(li),確保(bao)垃圾(ji)處(chu)(chu)(chu)理(li)(li)設(she)施規范運行,防止二次污染,擺脫“垃圾(ji)圍城(cheng)”困境。
(四)加強生態(tai)園(yuan)林建設。
城市公(gong)(gong)園(yuan)建設(she)。結合城鄉環境(jing)整治、城中村改造、棄(qi)置地生態修復等(deng),加(jia)大(da)社區公(gong)(gong)園(yuan)、街頭游園(yuan)、郊野公(gong)(gong)園(yuan)、綠(lv)(lv)道綠(lv)(lv)廊等(deng)規劃建設(she)力(li)度,完善生態園(yuan)林指(zhi)標體系,推(tui)動生態園(yuan)林城市建設(she)。到2015年,確保(bao)老城區人均公(gong)(gong)園(yuan)綠(lv)(lv)地面積不低于5平方米、公(gong)(gong)園(yuan)綠(lv)(lv)地服(fu)務(wu)半徑覆(fu)蓋率不低于60%。加(jia)強運營管(guan)理,強化(hua)公(gong)(gong)園(yuan)公(gong)(gong)共(gong)服(fu)務(wu)屬(shu)性(xing),嚴(yan)格綠(lv)(lv)線管(guan)制(zhi)。
提(ti)升(sheng)(sheng)城(cheng)市綠地功能。到2015年,設(she)市城(cheng)市至少建成一個具(ju)有一定規模,水(shui)(shui)、氣、電等設(she)施(shi)齊備,功能完(wan)善的防災避險公園。結合城(cheng)市污水(shui)(shui)管網、排水(shui)(shui)防澇設(she)施(shi)改造建設(she),通(tong)過透水(shui)(shui)性鋪(pu)裝,選用耐水(shui)(shui)濕(shi)、吸附凈(jing)化能力強的植(zhi)物等,建設(she)下(xia)沉式綠地及(ji)城(cheng)市濕(shi)地公園,提(ti)升(sheng)(sheng)城(cheng)市綠地匯聚(ju)雨水(shui)(shui)、蓄洪排澇、補(bu)充地下(xia)水(shui)(shui)、凈(jing)化生態等功能。
三(san)、科學編制(zhi)規劃,發揮調控引領(ling)作(zuo)用
(一)科學(xue)編(bian)制城(cheng)市總(zong)(zong)體(ti)規劃(hua)(hua)(hua)。牢固樹立(li)規劃(hua)(hua)(hua)先(xian)行理(li)念,遵循城(cheng)鎮化和城(cheng)鄉發(fa)(fa)展(zhan)客(ke)觀(guan)規律,以資(zi)源(yuan)環境承載力為(wei)基(ji)礎,科學(xue)編(bian)制城(cheng)市總(zong)(zong)體(ti)規劃(hua)(hua)(hua),做好與土(tu)地(di)(di)利(li)(li)用(yong)(yong)總(zong)(zong)體(ti)規劃(hua)(hua)(hua)的銜接(jie),統(tong)籌(chou)安排城(cheng)市基(ji)礎設(she)(she)施建設(she)(she)。突出民生(sheng)為(wei)本,節約集(ji)約利(li)(li)用(yong)(yong)土(tu)地(di)(di),嚴格(ge)禁止不切實際的“政(zheng)績工(gong)程(cheng)(cheng)”、“形象工(gong)程(cheng)(cheng)”和滋生(sheng)腐敗的“豆(dou)腐渣工(gong)程(cheng)(cheng)”。強化城(cheng)市總(zong)(zong)體(ti)規劃(hua)(hua)(hua)對空間(jian)布局的統(tong)籌(chou)協調(diao)。嚴格(ge)按(an)照規劃(hua)(hua)(hua)進(jin)行建設(she)(she),防止各類開(kai)發(fa)(fa)活動(dong)無(wu)序蔓延。開(kai)展(zhan)地(di)(di)下(xia)(xia)空間(jian)資(zi)源(yuan)調(diao)查與評估,制定城(cheng)市地(di)(di)下(xia)(xia)空間(jian)開(kai)發(fa)(fa)利(li)(li)用(yong)(yong)規劃(hua)(hua)(hua),統(tong)籌(chou)地(di)(di)下(xia)(xia)各類設(she)(she)施、管線布局,實現(xian)合(he)理(li)開(kai)發(fa)(fa)利(li)(li)用(yong)(yong)。
(二(er))完善和落(luo)實(shi)城市基(ji)礎(chu)(chu)設施建(jian)設專項規劃。城市基(ji)礎(chu)(chu)設施建(jian)設要著(zhu)力提高科學(xue)性(xing)和前瞻性(xing),避免(mian)盲目和無序建(jian)設。盡快編制(zhi)完成城市綜合交通、電力、排(pai)水(shui)防澇(lao)和北(bei)方(fang)采(cai)暖地(di)區集(ji)中供熱老舊管網改造規劃。抓緊落(luo)實(shi)已明確(que)的(de)污水(shui)處(chu)理(li)及(ji)再(zai)生利用、生活垃圾(ji)處(chu)理(li)設施建(jian)設、城鎮供水(shui)、城鎮燃(ran)氣等“十(shi)二(er)五”規劃。所有(you)建(jian)設行(xing)為應嚴格(ge)執行(xing)建(jian)筑節能(neng)標準(zhun),落(luo)實(shi)《綠色建(jian)筑行(xing)動方(fang)案》。
(三)加強公共服(fu)務(wu)配套(tao)基礎(chu)設(she)(she)(she)(she)施規劃統籌。城市(shi)基礎(chu)設(she)(she)(she)(she)施規劃建設(she)(she)(she)(she)過程(cheng)中,要(yao)統籌考(kao)慮城鄉醫療、教育、治安、文化、體育、社(she)區服(fu)務(wu)等(deng)公共服(fu)務(wu)設(she)(she)(she)(she)施建設(she)(she)(she)(she)。合理布局和建設(she)(she)(she)(she)專業性(xing)農產(chan)品批發市(shi)場(chang)(chang)(chang)、物流配送場(chang)(chang)(chang)站等(deng),完善城市(shi)公共廁所建設(she)(she)(she)(she)和管理,加強公共消防設(she)(she)(she)(she)施、人(ren)防設(she)(she)(she)(she)施以及防災避(bi)險場(chang)(chang)(chang)所等(deng)設(she)(she)(she)(she)施建設(she)(she)(she)(she)。
四、抓(zhua)好項(xiang)目落實,加快基礎(chu)設施建設進度
(一)加(jia)快在(zai)(zai)(zai)建(jian)(jian)(jian)(jian)項(xiang)(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)。各(ge)地(di)(di)要(yao)(yao)統(tong)籌(chou)組(zu)織協(xie)調在(zai)(zai)(zai)建(jian)(jian)(jian)(jian)基礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)項(xiang)(xiang)目(mu)(mu),加(jia)快施(shi)(shi)(shi)工(gong)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)進(jin)度。通過建(jian)(jian)(jian)(jian)立城市(shi)基礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)項(xiang)(xiang)目(mu)(mu)信(xin)息系統(tong),全面掌握在(zai)(zai)(zai)建(jian)(jian)(jian)(jian)項(xiang)(xiang)目(mu)(mu)進(jin)展(zhan)情況。對城市(shi)道路和公共(gong)交(jiao)通設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)、市(shi)政地(di)(di)下管(guan)網建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)、城市(shi)供水(shui)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)和改(gai)造、城市(shi)污水(shui)處理設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)和改(gai)造、城市(shi)生活垃(la)圾處理設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)、消(xiao)防設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)等(deng)在(zai)(zai)(zai)建(jian)(jian)(jian)(jian)項(xiang)(xiang)目(mu)(mu),要(yao)(yao)確保工(gong)程建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)在(zai)(zai)(zai)規定工(gong)期內完成。各(ge)地(di)(di)要(yao)(yao)列出在(zai)(zai)(zai)建(jian)(jian)(jian)(jian)項(xiang)(xiang)目(mu)(mu)的(de)竣工(gong)時(shi)間表,倒排工(gong)期,分(fen)項(xiang)(xiang)、分(fen)段落實;要(yao)(yao)采取(qu)有效措施(shi)(shi)(shi),確保建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)資(zi)金(jin)、材料、人(ren)工(gong)、裝備設(she)(she)(she)(she)(she)施(shi)(shi)(shi)等(deng)及時(shi)或提前到位;要(yao)(yao)優化工(gong)程組(zu)織設(she)(she)(she)(she)(she)計,充(chong)分(fen)利用新(xin)理念(nian)、新(xin)技(ji)術、新(xin)工(gong)藝,推進(jin)在(zai)(zai)(zai)建(jian)(jian)(jian)(jian)項(xiang)(xiang)目(mu)(mu)實施(shi)(shi)(shi)。
(二(er))積極推進新項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)開工(gong)(gong)。根據城(cheng)市基(ji)(ji)(ji)礎設(she)施(shi)建(jian)設(she)專(zhuan)項(xiang)(xiang)(xiang)(xiang)規劃(hua)落實具(ju)體項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),科學論(lun)證,加快(kuai)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)立項(xiang)(xiang)(xiang)(xiang)、規劃(hua)、環(huan)保、用(yong)地等(deng)前期(qi)工(gong)(gong)作。進一(yi)步優(you)化簡化城(cheng)市基(ji)(ji)(ji)礎設(she)施(shi)建(jian)設(she)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)審(shen)批流(liu)程,減少和取(qu)消不必要(yao)(yao)的行政干預,逐步轉向備案、核(he)準(zhun)與(yu)審(shen)批相(xiang)結合的專(zhuan)業化管(guan)理模(mo)式。要(yao)(yao)強(qiang)化部(bu)門(men)間的分工(gong)(gong)合作,做好環(huan)境、技(ji)術、安全等(deng)領(ling)域審(shen)查論(lun)證,對重大基(ji)(ji)(ji)礎設(she)施(shi)建(jian)設(she)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)探索建(jian)立審(shen)批“綠色通道(dao)”,提高效率。在完善(shan)規劃(hua)的基(ji)(ji)(ji)礎上,對經審(shen)核(he)具(ju)備開工(gong)(gong)條件的項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),要(yao)(yao)抓緊落實招投標、施(shi)工(gong)(gong)圖設(she)計(ji)審(shen)查、確定施(shi)工(gong)(gong)及監理單位(wei)等(deng)配套(tao)工(gong)(gong)作,盡快(kuai)開工(gong)(gong)建(jian)設(she)。
(三)做好后(hou)續項(xiang)目(mu)(mu)儲備。按照(zhao)城(cheng)市(shi)總體規(gui)(gui)劃(hua)(hua)和基礎設施專項(xiang)規(gui)(gui)劃(hua)(hua)要(yao)求,超前(qian)(qian)謀劃(hua)(hua)城(cheng)市(shi)基礎設施建設項(xiang)目(mu)(mu)。各級發展改革、住房城(cheng)鄉建設、規(gui)(gui)劃(hua)(hua)和國土資(zi)源等(deng)部門要(yao)解放思想(xiang),轉變職(zhi)能和工作作風,通過統(tong)籌(chou)研究(jiu)、做好用地規(gui)(gui)劃(hua)(hua)安排、提(ti)前(qian)(qian)下撥項(xiang)目(mu)(mu)前(qian)(qian)期可(ke)研經費(fei)、加快項(xiang)目(mu)(mu)可(ke)行性研究(jiu)等(deng)措施,實現儲備項(xiang)目(mu)(mu)與年(nian)(nian)度建設計劃(hua)(hua)有效(xiao)對接(jie)。對2016年(nian)(nian)、2017年(nian)(nian)擬安排建設的項(xiang)目(mu)(mu),要(yao)抓緊做好前(qian)(qian)期準備工作,建立健全統(tong)一(yi)、完善的城(cheng)市(shi)基礎設施項(xiang)目(mu)(mu)儲備庫。
五、確保政(zheng)府投入,推(tui)進基礎設施建設投融資體制(zhi)和(he)運(yun)營機制(zhi)改革
(一)確(que)保(bao)政(zheng)府投(tou)入。各級政(zheng)府要把加(jia)強和(he)改善(shan)城(cheng)市基(ji)礎(chu)設(she)(she)施(shi)建(jian)(jian)設(she)(she)作為(wei)重(zhong)點(dian)工作,大力推進。中(zhong)央財(cai)政(zheng)通過(guo)中(zhong)央預(yu)算內投(tou)資以及城(cheng)鎮污(wu)水管網專項等現有渠道支持(chi)城(cheng)市基(ji)礎(chu)設(she)(she)施(shi)建(jian)(jian)設(she)(she),地(di)方政(zheng)府要確(que)保(bao)對城(cheng)市基(ji)礎(chu)設(she)(she)施(shi)建(jian)(jian)設(she)(she)的(de)資金投(tou)入力度(du)。各級政(zheng)府要充分考慮和(he)優先保(bao)障(zhang)城(cheng)市基(ji)礎(chu)設(she)(she)施(shi)建(jian)(jian)設(she)(she)用(yong)(yong)地(di)需求(qiu)。對于符合(he)《劃(hua)(hua)撥(bo)用(yong)(yong)地(di)目錄》的(de)項目,應(ying)當以劃(hua)(hua)撥(bo)方式供(gong)應(ying)建(jian)(jian)設(she)(she)用(yong)(yong)地(di)。基(ji)礎(chu)設(she)(she)施(shi)建(jian)(jian)設(she)(she)用(yong)(yong)地(di)要納入土地(di)利用(yong)(yong)年(nian)度(du)計劃(hua)(hua)和(he)建(jian)(jian)設(she)(she)用(yong)(yong)地(di)供(gong)應(ying)計劃(hua)(hua),確(que)保(bao)建(jian)(jian)設(she)(she)用(yong)(yong)地(di)供(gong)應(ying)。
(二)推進(jin)投(tou)(tou)融(rong)資(zi)體(ti)制(zhi)(zhi)(zhi)(zhi)和(he)運營(ying)機(ji)(ji)制(zhi)(zhi)(zhi)(zhi)改(gai)革(ge)。建(jian)(jian)立(li)政(zheng)(zheng)(zheng)(zheng)府(fu)與市(shi)(shi)場合(he)理(li)分(fen)工的(de)(de)城(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)施(shi)投(tou)(tou)融(rong)資(zi)體(ti)制(zhi)(zhi)(zhi)(zhi)。政(zheng)(zheng)(zheng)(zheng)府(fu)應集(ji)中(zhong)財(cai)力(li)建(jian)(jian)設(she)非經(jing)營(ying)性(xing)基(ji)(ji)礎(chu)設(she)施(shi)項目(mu),要通過特許(xu)經(jing)營(ying)、投(tou)(tou)資(zi)補助、政(zheng)(zheng)(zheng)(zheng)府(fu)購買服(fu)務等(deng)多種形式(shi),吸(xi)引(yin)包括(kuo)民間資(zi)本(ben)在內的(de)(de)社(she)會資(zi)金,參與投(tou)(tou)資(zi)、建(jian)(jian)設(she)和(he)運營(ying)有合(he)理(li)回報或一定投(tou)(tou)資(zi)回收能力(li)的(de)(de)可(ke)經(jing)營(ying)性(xing)城(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)施(shi)項目(mu),在市(shi)(shi)場準入和(he)扶持(chi)政(zheng)(zheng)(zheng)(zheng)策方面對各類(lei)投(tou)(tou)資(zi)主(zhu)體(ti)同等(deng)對待。創新基(ji)(ji)礎(chu)設(she)施(shi)投(tou)(tou)資(zi)項目(mu)的(de)(de)運營(ying)管理(li)方式(shi),實(shi)行(xing)投(tou)(tou)資(zi)、建(jian)(jian)設(she)、運營(ying)和(he)監(jian)管分(fen)開(kai),形成(cheng)權責明確、制(zhi)(zhi)(zhi)(zhi)約有效、管理(li)專業(ye)的(de)(de)市(shi)(shi)場化管理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)和(he)運行(xing)機(ji)(ji)制(zhi)(zhi)(zhi)(zhi)。改(gai)革(ge)現行(xing)城(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)施(shi)建(jian)(jian)設(she)事業(ye)單位管理(li)模(mo)式(shi),向(xiang)獨(du)立(li)核算、自主(zhu)經(jing)營(ying)的(de)(de)企業(ye)化管理(li)模(mo)式(shi)轉變。進(jin)一步(bu)完(wan)善城(cheng)(cheng)市(shi)(shi)公用(yong)事業(ye)服(fu)務價格形成(cheng)、調整和(he)補償機(ji)(ji)制(zhi)(zhi)(zhi)(zhi)。積(ji)極創新金融(rong)產(chan)品和(he)業(ye)務,建(jian)(jian)立(li)完(wan)善多層次(ci)、多元化的(de)(de)城(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)施(shi)投(tou)(tou)融(rong)資(zi)體(ti)系。研究出(chu)臺(tai)配套財(cai)政(zheng)(zheng)(zheng)(zheng)扶持(chi)政(zheng)(zheng)(zheng)(zheng)策,落實(shi)稅收優(you)惠政(zheng)(zheng)(zheng)(zheng)策,支持(chi)城(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)施(shi)投(tou)(tou)融(rong)資(zi)體(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)革(ge)。
六(liu)、科(ke)學(xue)管(guan)理(li),明確責任(ren),加(jia)強(qiang)協調配合
(一)提(ti)(ti)升基(ji)礎(chu)設(she)(she)施(shi)規(gui)(gui)(gui)劃建(jian)(jian)(jian)設(she)(she)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)水平。城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)規(gui)(gui)(gui)劃建(jian)(jian)(jian)設(she)(she)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)要保持城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)基(ji)礎(chu)設(she)(she)施(shi)的(de)整體(ti)性(xing)、系(xi)統性(xing),避免條塊分割(ge)、多頭管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)。要建(jian)(jian)(jian)立(li)完善城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)基(ji)礎(chu)設(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)法(fa)律法(fa)規(gui)(gui)(gui)、標準規(gui)(gui)(gui)范和(he)(he)質量(liang)評價體(ti)系(xi)。建(jian)(jian)(jian)立(li)健全以城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)道(dao)路(lu)為核心、地上(shang)和(he)(he)地下統籌協調的(de)基(ji)礎(chu)設(she)(she)施(shi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)體(ti)制(zhi)機制(zhi)。重點加強(qiang)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)網(wang)綜合(he)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li),盡快出臺相關法(fa)規(gui)(gui)(gui),統一規(gui)(gui)(gui)劃、建(jian)(jian)(jian)設(she)(she)、管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li),規(gui)(gui)(gui)范城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)道(dao)路(lu)開挖和(he)(he)地下管(guan)(guan)(guan)(guan)(guan)(guan)(guan)線建(jian)(jian)(jian)設(she)(she)行為,杜絕“拉鏈馬路(lu)”、窨井傷人現象。在(zai)普查(cha)的(de)基(ji)礎(chu)上(shang),整合(he)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)網(wang)信(xin)息(xi)資源,消(xiao)除市(shi)政地下管(guan)(guan)(guan)(guan)(guan)(guan)(guan)網(wang)安全隱患(huan)。建(jian)(jian)(jian)立(li)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)基(ji)礎(chu)設(she)(she)施(shi)電(dian)子檔案,實現設(she)(she)市(shi)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)數(shu)字城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)平臺全覆(fu)蓋。提(ti)(ti)升城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)標準化、信(xin)息(xi)化、精細化水平,提(ti)(ti)升數(shu)字城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)系(xi)統,推進城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)向服務群眾(zhong)生活轉變,促進城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)防災(zai)減(jian)災(zai)綜合(he)能(neng)力和(he)(he)節能(neng)減(jian)排功能(neng)提(ti)(ti)升。
(二)落實(shi)(shi)地(di)方政府(fu)責任。省級人(ren)(ren)民(min)政府(fu)要把城市(shi)基礎(chu)設(she)(she)施(shi)(shi)建設(she)(she)納(na)入重(zhong)(zhong)要議事(shi)(shi)日程(cheng),加(jia)大(da)監督、指導和協(xie)調力度,結合已有規(gui)劃和各地(di)實(shi)(shi)際,出(chu)臺具(ju)(ju)體(ti)(ti)政策措施(shi)(shi)并(bing)抓好(hao)落實(shi)(shi)。城市(shi)人(ren)(ren)民(min)政府(fu)是基礎(chu)設(she)(she)施(shi)(shi)建設(she)(she)的(de)責任主體(ti)(ti),要切(qie)實(shi)(shi)履行(xing)職(zhi)責,抓好(hao)項目(mu)(mu)落實(shi)(shi),科學確定項目(mu)(mu)規(gui)模和投(tou)資需求,公布城市(shi)基礎(chu)設(she)(she)施(shi)(shi)建設(she)(she)具(ju)(ju)體(ti)(ti)項目(mu)(mu)和進展情況,接(jie)受(shou)社(she)會監督,做好(hao)城市(shi)基礎(chu)設(she)(she)施(shi)(shi)建設(she)(she)各項具(ju)(ju)體(ti)(ti)工作。對(dui)涉及(ji)民(min)生(sheng)和城市(shi)安全的(de)城市(shi)管網、供水、節水、排水防(fang)澇、防(fang)洪、污水垃(la)圾處理、消(xiao)防(fang)及(ji)道(dao)路交通等重(zhong)(zhong)點項目(mu)(mu)納(na)入城市(shi)人(ren)(ren)民(min)政府(fu)考(kao)核體(ti)(ti)系,對(dui)工作成績突出(chu)的(de)城市(shi)予以表彰獎勵;對(dui)質量評(ping)價(jia)不合格、發生(sheng)重(zhong)(zhong)大(da)事(shi)(shi)故的(de)政府(fu)負責人(ren)(ren)進行(xing)約談,限期(qi)整改,依法追(zhui)究相關(guan)責任。
(三)加(jia)(jia)強部(bu)(bu)(bu)門協調配合(he)。住房(fang)城鄉(xiang)建(jian)(jian)(jian)設部(bu)(bu)(bu)會同有(you)(you)(you)關(guan)(guan)部(bu)(bu)(bu)門加(jia)(jia)強對城市基礎(chu)設施(shi)建(jian)(jian)(jian)設的監督指(zhi)導(dao);發(fa)展改革(ge)(ge)委、財(cai)政(zheng)(zheng)(zheng)部(bu)(bu)(bu)、住房(fang)城鄉(xiang)建(jian)(jian)(jian)設部(bu)(bu)(bu)會同有(you)(you)(you)關(guan)(guan)部(bu)(bu)(bu)門研究(jiu)制(zhi)定城市基礎(chu)設施(shi)建(jian)(jian)(jian)設投融資(zi)、財(cai)政(zheng)(zheng)(zheng)等(deng)支持政(zheng)(zheng)(zheng)策;人民銀行(xing)、銀監會會同有(you)(you)(you)關(guan)(guan)部(bu)(bu)(bu)門研究(jiu)金融支持城市基礎(chu)設施(shi)建(jian)(jian)(jian)設的政(zheng)(zheng)(zheng)策措施(shi);住房(fang)城鄉(xiang)建(jian)(jian)(jian)設部(bu)(bu)(bu)、發(fa)展改革(ge)(ge)委、財(cai)政(zheng)(zheng)(zheng)部(bu)(bu)(bu)等(deng)有(you)(you)(you)關(guan)(guan)部(bu)(bu)(bu)門定期對城市基礎(chu)設施(shi)建(jian)(jian)(jian)設情況進行(xing)檢查。
