為推動做好(hao)引調水(shui)(shui)工(gong)(gong)程(cheng)前(qian)期工(gong)(gong)作,嚴格(ge)控制一(yi)些(xie)地方無(wu)序(xu)調水(shui)(shui)、“跑馬圈(quan)水(shui)(shui)”現象,國家發(fa)展改革委、水(shui)(shui)利部近日出臺《關于切實做好(hao)引調水(shui)(shui)工(gong)(gong)程(cheng)前(qian)期工(gong)(gong)作的指導意見(jian)》(以下簡稱《意見(jian)》)。
《意(yi)見》指出,人(ren)多水(shui)(shui)(shui)(shui)少(shao)、水(shui)(shui)(shui)(shui)資源(yuan)時空分布不均(jun)、水(shui)(shui)(shui)(shui)供求(qiu)矛盾(dun)突(tu)出是我國(guo)的(de)基本國(guo)情水(shui)(shui)(shui)(shui)情。興(xing)建(jian)必要(yao)(yao)的(de)引(yin)調(diao)(diao)水(shui)(shui)(shui)(shui)工程,是優化水(shui)(shui)(shui)(shui)資源(yuan)配置戰略格局(ju)、實(shi)(shi)現江河湖(hu)庫(ku)水(shui)(shui)(shui)(shui)系(xi)連通、緩(huan)解資源(yuan)性缺水(shui)(shui)(shui)(shui)問題、提高(gao)水(shui)(shui)(shui)(shui)安全(quan)保障能(neng)力的(de)重要(yao)(yao)舉(ju)措。要(yao)(yao)全(quan)面落實(shi)(shi)“節水(shui)(shui)(shui)(shui)優先(xian)、空間均(jun)衡(heng)、系(xi)統治(zhi)理、兩(liang)手發力”的(de)新時期水(shui)(shui)(shui)(shui)利(li)工作(zuo)方(fang)針,按照“確(que)有需要(yao)(yao)、生(sheng)(sheng)態安全(quan)、可(ke)以持續”的(de)原(yuan)則,合(he)理確(que)定工程建(jian)設的(de)布局(ju)、規模和方(fang)案(an),把強化節水(shui)(shui)(shui)(shui)、提效、治(zhi)污、環保、控(kong)需作(zuo)為引(yin)調(diao)(diao)水(shui)(shui)(shui)(shui)工程實(shi)(shi)施的(de)重要(yao)(yao)前提,務必做到(dao)“先(xian)節水(shui)(shui)(shui)(shui)后調(diao)(diao)水(shui)(shui)(shui)(shui),先(xian)治(zhi)污后通水(shui)(shui)(shui)(shui),先(xian)環保后用(yong)水(shui)(shui)(shui)(shui)”,促進(jin)水(shui)(shui)(shui)(shui)資源(yuan)可(ke)持續利(li)用(yong),保障供水(shui)(shui)(shui)(shui)安全(quan)和生(sheng)(sheng)態安全(quan)。
《意(yi)見》強調,要(yao)按照(zhao)科學(xue)規劃、合理(li)布(bu)局,節約(yue)優先、提高效率,深入(ru)論證、加強保護,強化管(guan)理(li)、注重(zhong)效益的基本原則,做好引調水工(gong)程(cheng)前期工(gong)作。
一是要(yao)強化規(gui)劃(hua)(hua)(hua)約束,嚴守紅(hong)線(xian)(xian)(xian)控制。要(yao)以(yi)已批復的流(liu)域綜(zong)(zong)合規(gui)劃(hua)(hua)(hua)、水資(zi)源(yuan)綜(zong)(zong)合規(gui)劃(hua)(hua)(hua)等相關(guan)規(gui)劃(hua)(hua)(hua)為依(yi)據(ju),合理確定水資(zi)源(yuan)配(pei)置格(ge)局和(he)供水工程布局。嚴格(ge)執行(xing)“三條紅(hong)線(xian)(xian)(xian)”,對規(gui)劃(hua)(hua)(hua)調入區(qu),要(yao)以(yi)用(yong)水總量控制、用(yong)水效率控制和(he)水功能區(qu)納污限制“紅(hong)線(xian)(xian)(xian)”為約束條件,對現狀(zhuang)實際用(yong)水已超(chao)過用(yong)水總量控制指標的地區(qu),嚴格(ge)控制規(gui)劃(hua)(hua)(hua)建(jian)設新的引調水工程。
二是要加(jia)強(qiang)科(ke)學論(lun)(lun)證(zheng),深(shen)(shen)(shen)(shen)化方案比(bi)選。要深(shen)(shen)(shen)(shen)化受(shou)水(shui)區(qu)范圍(wei)和節(jie)水(shui)潛力分析,深(shen)(shen)(shen)(shen)化調(diao)水(shui)水(shui)源和調(diao)水(shui)區(qu)生態(tai)環境影(ying)響論(lun)(lun)證(zheng),深(shen)(shen)(shen)(shen)化引調(diao)水(shui)工(gong)程(cheng)(cheng)規模論(lun)(lun)證(zheng),深(shen)(shen)(shen)(shen)化工(gong)程(cheng)(cheng)關鍵技術(shu)論(lun)(lun)證(zheng),深(shen)(shen)(shen)(shen)化移民安置和社會影(ying)響論(lun)(lun)證(zheng),深(shen)(shen)(shen)(shen)化工(gong)程(cheng)(cheng)建設和運行方案論(lun)(lun)證(zheng)。特別(bie)是,對(dui)涉及省(sheng)際之間協調(diao)的工(gong)程(cheng)(cheng),要深(shen)(shen)(shen)(shen)入論(lun)(lun)證(zheng)工(gong)程(cheng)(cheng)對(dui)上(shang)下游、左右岸的影(ying)響,加(jia)強(qiang)各方面溝通協調(diao),慎重研究決策。
三是(shi)要嚴格建設(she)程(cheng)序,提高(gao)審(shen)批效率。項目主管(guan)部(bu)門和(he)項目法人要組織做好工(gong)(gong)(gong)(gong)程(cheng)勘測設(she)計,切實把(ba)工(gong)(gong)(gong)(gong)程(cheng)方(fang)案做全、做實、做深(shen)(shen)、做細(xi)。要發(fa)揮各方(fang)面專(zhuan)家作(zuo)(zuo)用(yong),針對工(gong)(gong)(gong)(gong)程(cheng)建設(she)的(de)重(zhong)大問(wen)題要深(shen)(shen)入論證,比選優化設(she)計方(fang)案,確(que)保前期工(gong)(gong)(gong)(gong)作(zuo)(zuo)質(zhi)量和(he)深(shen)(shen)度(du),技術審(shen)查(cha)單位要嚴把(ba)技術關(guan)口(kou)。充分發(fa)揮重(zhong)大水利(li)項目審(shen)批部(bu)際(ji)協(xie)調(diao)機制等的(de)作(zuo)(zuo)用(yong),加快(kuai)項目審(shen)核(he)審(shen)批進度(du),對涉(she)及跨省界河流的(de)引調(diao)水工(gong)(gong)(gong)(gong)程(cheng),需(xu)按照相關(guan)規定,報相關(guan)流域(yu)機構簽署規劃(hua)同意書審(shen)查(cha)意見。
