  一、提高政治站位(wei),在深化財(cai)會監督(du)中把準工作(zuo)方向

  在履行(xing)中(zhong)(zhong)央轉(zhuan)移支付資(zi)(zi)金監(jian)管(guan)(guan)(guan)職(zhi)責(ze)過程中(zhong)(zhong),河(he)(he)北監(jian)管(guan)(guan)(guan)局(ju)深(shen)(shen)入(ru)學(xue)習貫徹(che)《關(guan)于進一(yi)步(bu)加強財會(hui)監(jian)督工作(zuo)的意見》,堅持胸(xiong)懷“國(guo)之(zhi)大者”,始終(zhong)把(ba)準(zhun)工作(zuo)方向。一(yi)是(shi)(shi)深(shen)(shen)入(ru)學(xue)習貫徹(che)黨(dang)的二十(shi)大精神,認真落實中(zhong)(zhong)央經(jing)濟工作(zuo)會(hui)議、全(quan)(quan)國(guo)財政工作(zuo)會(hui)議和(he)全(quan)(quan)國(guo)監(jian)管(guan)(guan)(guan)局(ju)工作(zuo)會(hui)議精神,進一(yi)步(bu)深(shen)(shen)刻領(ling)(ling)會(hui)中(zhong)(zhong)央轉(zhuan)移支付資(zi)(zi)金監(jian)管(guan)(guan)(guan)是(shi)(shi)提(ti)(ti)高(gao)資(zi)(zi)金使用(yong)規范(fan)性(xing)、安(an)全(quan)(quan)性(xing)和(he)有(you)效(xiao)性(xing)的重(zhong)要(yao)手段,是(shi)(shi)有(you)效(xiao)防范(fan)化(hua)解風險、強化(hua)財經(jing)紀律約束、充分發揮財政職(zhi)能作(zuo)用(yong)、提(ti)(ti)升財政治理能力的內在要(yao)求。二是(shi)(shi)認真學(xue)習領(ling)(ling)會(hui)習近(jin)平總書(shu)記10次視察河(he)(he)北的重(zhong)要(yao)講話精神,結合實際把(ba)準(zhun)監(jian)管(guan)(guan)(guan)重(zhong)點,聚焦服務京(jing)津冀協同發展,圍繞增進人民福(fu)祉、促(cu)進高(gao)質量(liang)就業、優化(hua)教育資(zi)(zi)源、推進綠色(se)生(sheng)態(tai)屏障(zhang)建(jian)設等(deng)領(ling)(ling)域財政資(zi)(zi)金使用(yong)績效(xiao),切實做(zuo)到守土(tu)有(you)責(ze)、守土(tu)盡責(ze),積極推動(dong)黨(dang)中(zhong)(zhong)央各項決策部(bu)署落地落實。

  二(er)、優(you)化工(gong)作方式,不斷推動監管工(gong)作效率提升

  河北(bei)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)局扎(zha)實(shi)推進(jin)(jin)職能轉(zhuan)(zhuan)型,著(zhu)眼中(zhong)央(yang)轉(zhuan)(zhuan)移支(zhi)(zhi)付資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)流(liu)(liu),構建(jian)覆(fu)(fu)蓋(gai)“事(shi)(shi)前、事(shi)(shi)中(zhong)、事(shi)(shi)后(hou)”三個階段的(de)“全(quan)覆(fu)(fu)蓋(gai)”“全(quan)流(liu)(liu)程”閉環(huan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)。一是(shi)事(shi)(shi)前管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)關注(zhu)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)預(yu)(yu)(yu)(yu)算(suan)。通過對資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)使(shi)用范(fan)圍(wei)及標準的(de)測算(suan),核對預(yu)(yu)(yu)(yu)算(suan)申報的(de)合(he)理(li)(li)(li)(li)性,為中(zhong)央(yang)財政科學分配資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)、完善(shan)預(yu)(yu)(yu)(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)體制(zhi)提供參考(kao)。二(er)是(shi)事(shi)(shi)中(zhong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)關注(zhu)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)使(shi)用。依托預(yu)(yu)(yu)(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)一體化(hua)系統和直(zhi)達資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)監(jian)(jian)控系統,對轉(zhuan)(zhuan)移支(zhi)(zhi)付資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)指(zhi)標分解下達、管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)使(shi)用等進(jin)(jin)行動態監(jian)(jian)控,并(bing)結合(he)監(jian)(jian)控結果(guo)選取重點(dian)地區重點(dian)項(xiang)(xiang)目(mu)開展現場監(jian)(jian)管(guan)(guan)(guan)(guan)(guan),促進(jin)(jin)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)規范(fan)高效(xiao)使(shi)用。三是(shi)事(shi)(shi)后(hou)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)關注(zhu)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)績(ji)效(xiao)。按(an)照有(you)關要求開展專項(xiang)(xiang)核查及績(ji)效(xiao)評價,督促問題整改,推進(jin)(jin)各項(xiang)(xiang)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)政策的(de)有(you)效(xiao)落實(shi),同時指(zhi)導(dao)地方(fang)部門(men)強化(hua)預(yu)(yu)(yu)(yu)算(suan)約束,提高預(yu)(yu)(yu)(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)水平,并(bing)為完善(shan)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)及使(shi)用,積極(ji)建(jian)言獻策。

  三、夯實基礎信息,不斷(duan)促進信息資源(yuan)整合(he)共享

  河北(bei)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)局堅持向(xiang)大數據(ju)(ju)(ju)要效率的理(li)(li)(li)(li)念(nian),通過做(zuo)實做(zuo)細基礎(chu)數據(ju)(ju)(ju),廣泛整合(he)信息資(zi)(zi)(zi)(zi)(zi)源,豐富完善監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)手段,夯實監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)基礎(chu),不斷(duan)提高轉(zhuan)(zhuan)(zhuan)移支(zhi)付資(zi)(zi)(zi)(zi)(zi)金(jin)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)水平。一是梳理(li)(li)(li)(li)文(wen)件制度,將轉(zhuan)(zhuan)(zhuan)移支(zhi)付管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)辦法、各項(xiang)資(zi)(zi)(zi)(zi)(zi)金(jin)的管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)規(gui)定(ding)及問題(ti)整改規(gui)則等進(jin)行(xing)匯總整理(li)(li)(li)(li),對(dui)(dui)經常性的支(zhi)出(chu)范圍進(jin)行(xing)梳理(li)(li)(li)(li),列出(chu)“白名單”和(he)“黑名單”。二是統(tong)(tong)籌(chou)用好(hao)直達資(zi)(zi)(zi)(zi)(zi)金(jin)監(jian)(jian)控平臺與(yu)預算管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)一體(ti)化(hua)系(xi)統(tong)(tong)監(jian)(jian)控模(mo)塊,對(dui)(dui)部(bu)分(fen)轉(zhuan)(zhuan)(zhuan)移支(zhi)付資(zi)(zi)(zi)(zi)(zi)金(jin)規(gui)模(mo)、分(fen)配、使用等數據(ju)(ju)(ju)進(jin)行(xing)統(tong)(tong)計(ji)分(fen)析。同時對(dui)(dui)兩個平臺數據(ju)(ju)(ju)交叉部(bu)分(fen)的資(zi)(zi)(zi)(zi)(zi)金(jin),通過比對(dui)(dui)互相(xiang)印證,確(que)定(ding)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)重(zhong)點。三是探索(suo)建立中央(yang)轉(zhuan)(zhuan)(zhuan)移支(zhi)付資(zi)(zi)(zi)(zi)(zi)金(jin)執(zhi)行(xing)報送機(ji)制,針對(dui)(dui)未納入系(xi)統(tong)(tong)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的轉(zhuan)(zhuan)(zhuan)移支(zhi)付重(zhong)點項(xiang)目資(zi)(zi)(zi)(zi)(zi)金(jin),采取數據(ju)(ju)(ju)報送的方式,了解(jie)重(zhong)要時點有(you)關資(zi)(zi)(zi)(zi)(zi)金(jin)的撥(bo)付、下達及使用情況。

  四、堅持以(yi)點帶面,不斷(duan)提升預算監(jian)管成(cheng)果利(li)用

  河北監(jian)(jian)管(guan)局積極推進(jin)與地(di)方(fang)相(xiang)關(guan)部(bu)(bu)門(men)的(de)(de)協(xie)同(tong)聯動,主(zhu)動對接省(sheng)級財(cai)政及相(xiang)關(guan)部(bu)(bu)門(men),探索推進(jin)基(ji)礎數(shu)據互通、監(jian)(jian)管(guan)成果(guo)共享的(de)(de)協(xie)同(tong)機制。一(yi)(yi)是(shi)壓(ya)實(shi)主(zhu)體(ti)責(ze)任,督促(cu)基(ji)層(ceng)財(cai)政壓(ya)實(shi)各部(bu)(bu)門(men)責(ze)任,加強(qiang)(qiang)內控(kong)管(guan)理,做(zuo)好(hao)監(jian)(jian)管(guan)的(de)(de)“后半篇文章”,持續(xu)強(qiang)(qiang)化預算管(guan)理,切(qie)實(shi)維護(hu)財(cai)經紀律(lv)的(de)(de)嚴肅性。二是(shi)強(qiang)(qiang)調舉一(yi)(yi)反三,聯合省(sheng)級財(cai)政及相(xiang)關(guan)部(bu)(bu)門(men),針對監(jian)(jian)管(guan)情況,在全省(sheng)范圍(wei)內開(kai)展自查自糾,切(qie)實(shi)提(ti)升全省(sheng)有關(guan)部(bu)(bu)門(men)轉(zhuan)移(yi)支付資(zi)金管(guan)理的(de)(de)責(ze)任意(yi)識和工作(zuo)水平,更(geng)好(hao)地(di)發(fa)(fa)揮預算監(jian)(jian)控(kong)規(gui)范、糾偏、警示、威懾作(zuo)用。三是(shi)抓好(hao)調查研究,隨時關(guan)注屬地(di)財(cai)政政策執行情況,及時反映(ying)資(zi)金監(jian)(jian)管(guan)中發(fa)(fa)現的(de)(de)問題、困難及經驗、做(zuo)法,提(ti)出有針對性的(de)(de)工作(zuo)建議,為上級部(bu)(bu)門(men)制定完善政策提(ti)供參考,切(qie)實(shi)發(fa)(fa)揮好(hao)“探頭(tou)”“哨(shao)兵”和“參謀”作(zuo)用。
