國家發改委全面放寬城市落戶條件

鼓勵城市群及都市圈內居住證互認

  近日,國家發改委印發2018年推(tui)進(jin)新型城鎮化建設重點任務的通知(zhi),指出全面放寬城市落(luo)戶(hu)條件。其中,探(tan)索(suo)搭(da)建區域間轉積分和轉戶(hu)籍通道,探(tan)索(suo)租賃(lin)房屋的常住人(ren)口在城市公共戶(hu)口落(luo)戶(hu),2018年實現進(jin)城落(luo)戶(hu)1300萬人(ren)。

  通知(zhi)指出,鼓勵(li)對(dui)高校和(he)職業院校畢業生、留學(xue)歸國人(ren)(ren)員及技術工人(ren)(ren)實(shi)行零門檻落戶(hu)。將(jiang)促進(jin)有能力(li)在(zai)城鎮(zhen)穩(wen)定就(jiu)業生活的新生代農(nong)(nong)民(min)工、在(zai)城鎮(zhen)就(jiu)業居住5年以上和(he)舉家(jia)遷徙的農(nong)(nong)業轉移人(ren)(ren)口、農(nong)(nong)村學(xue)生升(sheng)學(xue)和(he)參軍(jun)進(jin)入城鎮(zhen)人(ren)(ren)口在(zai)城市舉家(jia)落戶(hu)。

  其中(zhong)(zhong),中(zhong)(zhong)小城(cheng)(cheng)市(shi)和(he)(he)建制(zhi)鎮(zhen)要(yao)(yao)全面放開(kai)落(luo)戶限(xian)制(zhi)。大(da)城(cheng)(cheng)市(shi)對參加城(cheng)(cheng)鎮(zhen)社保年限(xian)的要(yao)(yao)求不得(de)(de)超過5年,其中(zhong)(zhong)Ⅱ型大(da)城(cheng)(cheng)市(shi)不得(de)(de)實(shi)行積分(fen)落(luo)戶,有條(tiao)件城(cheng)(cheng)市(shi)要(yao)(yao)進一步降(jiang)低社保年限(xian)要(yao)(yao)求;Ⅰ型大(da)城(cheng)(cheng)市(shi)中(zhong)(zhong)實(shi)行積分(fen)落(luo)戶的要(yao)(yao)大(da)幅提高社保和(he)(he)居住年限(xian)的權重,鼓勵取消年度落(luo)戶數量限(xian)制(zhi)。

  而在超大(da)城(cheng)(cheng)市(shi)(shi)(shi)和特大(da)城(cheng)(cheng)市(shi)(shi)(shi)方面,通(tong)(tong)知要求,要區分城(cheng)(cheng)區、新區和所轄市(shi)(shi)(shi)縣,制定差別(bie)化落戶條(tiao)件,探(tan)索(suo)搭(da)建(jian)區域間轉(zhuan)積(ji)分和轉(zhuan)戶籍通(tong)(tong)道(dao),探(tan)索(suo)租賃房屋的(de)常住人口在城(cheng)(cheng)市(shi)(shi)(shi)公共(gong)戶口落戶。

  在加強(qiang)落戶(hu)的同時,強(qiang)化常住(zhu)人口基本(ben)公(gong)共(gong)服(fu)務,實(shi)現(xian)居(ju)(ju)住(zhu)證(zheng)制度(du)覆蓋城(cheng)(cheng)鎮(zhen)全部未(wei)落戶(hu)常住(zhu)人口,顯著提(ti)(ti)高居(ju)(ju)住(zhu)證(zheng)發放量。通知(zhi)指出,應以居(ju)(ju)住(zhu)證(zheng)為載(zai)體向未(wei)落戶(hu)人口提(ti)(ti)供城(cheng)(cheng)鎮(zhen)基本(ben)公(gong)共(gong)服(fu)務及(ji)辦事(shi)便利,鼓勵城(cheng)(cheng)市群及(ji)都(dou)市圈內居(ju)(ju)住(zhu)證(zheng)互認。

  通(tong)知要求,落(luo)實“兩為主、兩納入”,實現公(gong)(gong)辦(ban)學校普遍向隨遷子女開放。整(zheng)合(he)城(cheng)鄉居民基本(ben)醫(yi)(yi)保(bao)制度(du),深(shen)入推(tui)進城(cheng)鄉居民異地就醫(yi)(yi)直(zhi)接結算,強化(hua)基本(ben)醫(yi)(yi)保(bao)、大病(bing)保(bao)險(xian)和醫(yi)(yi)療救助等制度(du)的(de)銜接,發展遠(yuan)程(cheng)醫(yi)(yi)療服務(wu)。將(jiang)符合(he)條(tiao)件的(de)常(chang)住人口納入公(gong)(gong)租房(fang)保(bao)障范(fan)圍和住房(fang)公(gong)(gong)積金(jin)制度(du)覆蓋范(fan)圍。

  值得注意的(de)(de)是,通(tong)知指(zhi)出,將研究(jiu)制定權屬(shu)不變、符合規(gui)劃條(tiao)件下非(fei)房地(di)產企(qi)業依法取得使用(yong)權的(de)(de)土地(di)作(zuo)為(wei)住宅用(yong)地(di)的(de)(de)辦法,深化利用(yong)農村集體經營性(xing)建設(she)用(yong)地(di)建設(she)租賃住房試點(dian),推動建立多(duo)主(zhu)體供應、多(duo)渠道保障、租購并舉的(de)(de)住房制度。

  在土地(di)(di)(di)(di)(di)(di)方面(mian),通知(zhi)指出,將深化(hua)城(cheng)鄉土地(di)(di)(di)(di)(di)(di)制度改革。改進(jin)(jin)耕地(di)(di)(di)(di)(di)(di)占補平衡管(guan)理辦法,建(jian)(jian)立高標準農(nong)田建(jian)(jian)設等新增耕地(di)(di)(di)(di)(di)(di)指標和(he)城(cheng)鄉建(jian)(jian)設用(yong)地(di)(di)(di)(di)(di)(di)增減掛鉤節余指標跨省域(yu)調劑機制。深入推進(jin)(jin)城(cheng)鎮低效用(yong)地(di)(di)(di)(di)(di)(di)再開發,探(tan)索開展閑置土地(di)(di)(di)(di)(di)(di)處置試點。全面(mian)完成土地(di)(di)(di)(di)(di)(di)承包經營權(quan)(quan)確權(quan)(quan)登記(ji)頒(ban)證,扎(zha)實推進(jin)(jin)房地(di)(di)(di)(di)(di)(di)一體(ti)的農(nong)村集體(ti)建(jian)(jian)設用(yong)地(di)(di)(di)(di)(di)(di)和(he)宅基(ji)(ji)地(di)(di)(di)(di)(di)(di)確權(quan)(quan)登記(ji)頒(ban)證。完善農(nong)村承包地(di)(di)(di)(di)(di)(di)“三權(quan)(quan)分置”制度。探(tan)索宅基(ji)(ji)地(di)(di)(di)(di)(di)(di)所有(you)權(quan)(quan)、資(zi)格權(quan)(quan)、使用(yong)權(quan)(quan)“三權(quan)(quan)分置”,落實宅基(ji)(ji)地(di)(di)(di)(di)(di)(di)集體(ti)所有(you)權(quan)(quan),保障宅基(ji)(ji)地(di)(di)(di)(di)(di)(di)農(nong)戶資(zi)格權(quan)(quan)和(he)農(nong)民(min)房屋財產權(quan)(quan),適(shi)度放(fang)活宅基(ji)(ji)地(di)(di)(di)(di)(di)(di)和(he)農(nong)民(min)房屋使用(yong)權(quan)(quan)。

  在資(zi)(zi)(zi)金方(fang)面,通知指出,將強(qiang)化財政(zheng)資(zi)(zi)(zi)金和政(zheng)府投(tou)資(zi)(zi)(zi)引導,提高資(zi)(zi)(zi)金使用(yong)效(xiao)率。分類穩步推進地(di)方(fang)融(rong)(rong)資(zi)(zi)(zi)平臺(tai)公(gong)司(si)市場化轉型,剝離政(zheng)府融(rong)(rong)資(zi)(zi)(zi)職能,支持轉型中的融(rong)(rong)資(zi)(zi)(zi)平臺(tai)公(gong)司(si)及轉型后(hou)的公(gong)益類國企(qi)依法合(he)規(gui)承接政(zheng)府公(gong)益類項目(mu)(mu)。推動(dong)地(di)方(fang)國企(qi)提高收益上繳比例,用(yong)于新型城鎮化建設(she)。規(gui)范開發性、政(zheng)策性、商業性金融(rong)(rong)和保險(xian)(xian)資(zi)(zi)(zi)金投(tou)入(ru)機制(zhi),審慎合(he)規(gui)經營,加(jia)強(qiang)風險(xian)(xian)評估,鼓(gu)勵金融(rong)(rong)機構加(jia)強(qiang)與城鎮化項目(mu)(mu)規(gui)劃和運(yun)營機構的合(he)作。
