中證網訊(xun)(記者 崔(cui)小粟)2018年2月(yue)7日,國際環(huan)保公益組(zu)織自(zi)然資(zi)源保護協會(NRDC)與國家發(fa)改委能(neng)源研究所、中關(guan)村儲能(neng)產(chan)業技術聯盟(meng)在(zai)京發(fa)布《電(dian)動汽車(che)儲能(neng)技術潛力及經濟性研究》報(bao)告。
國(guo)(guo)家發(fa)(fa)改委(wei)能(neng)(neng)源研究所博士劉堅在發(fa)(fa)布會上介紹了報(bao)(bao)告的(de)(de)主要內容。受一(yi)系(xi)列激勵政策(ce)帶(dai)動(dong)(dong),中(zhong)國(guo)(guo)電(dian)(dian)動(dong)(dong)汽車(che)(che)產業發(fa)(fa)展(zhan)迅速,現(xian)已成為全(quan)球(qiu)最大電(dian)(dian)動(dong)(dong)汽車(che)(che)產銷及保有(you)量(liang)市場,中(zhong)國(guo)(guo)動(dong)(dong)力電(dian)(dian)池產業規模(mo)同樣居全(quan)球(qiu)第一(yi)。然(ran)而(er),當前動(dong)(dong)力電(dian)(dian)池成本及智能(neng)(neng)充電(dian)(dian)技術等(deng)仍然(ran)是(shi)制約(yue)電(dian)(dian)動(dong)(dong)汽車(che)(che)電(dian)(dian)力系(xi)統儲能(neng)(neng)的(de)(de)重(zhong)要因素。報(bao)(bao)告預計,到2030年(nian),全(quan)國(guo)(guo)各(ge)類電(dian)(dian)動(dong)(dong)汽車(che)(che)保有(you)量(liang)有(you)望突破1億(yi)輛。在此(ci)基(ji)礎上,報(bao)(bao)告對電(dian)(dian)動(dong)(dong)汽車(che)(che)儲能(neng)(neng)的(de)(de)應(ying)用潛力及經濟性水平進(jin)行了分析(xi)。
報告(gao)認(ren)為(wei),快速(su)成(cheng)(cheng)長的(de)(de)電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車產(chan)業(ye)已(yi)經并將繼續(xu)成(cheng)(cheng)為(wei)電(dian)(dian)(dian)(dian)(dian)化學儲(chu)(chu)(chu)能(neng)(neng)(neng)成(cheng)(cheng)本(ben)下降(jiang)(jiang)的(de)(de)首(shou)要驅(qu)動(dong)力(li)。考慮(lv)到(dao)目前電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車產(chan)業(ye)仍處于發展初期,預計未來(lai)電(dian)(dian)(dian)(dian)(dian)池(chi)成(cheng)(cheng)本(ben)具有(you)巨大下降(jiang)(jiang)空間(jian)。此外,電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車本(ben)身也可(ke)(ke)成(cheng)(cheng)為(wei)規模可(ke)(ke)觀且經濟高(gao)效的(de)(de)儲(chu)(chu)(chu)能(neng)(neng)(neng)資源(yuan)。電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車可(ke)(ke)通過有(you)序充電(dian)(dian)(dian)(dian)(dian)、V2G、電(dian)(dian)(dian)(dian)(dian)池(chi)更換、退役電(dian)(dian)(dian)(dian)(dian)池(chi)儲(chu)(chu)(chu)能(neng)(neng)(neng)等(deng)方式直接或間(jian)接參與電(dian)(dian)(dian)(dian)(dian)力(li)系統儲(chu)(chu)(chu)能(neng)(neng)(neng)運行(xing),實現與固定儲(chu)(chu)(chu)能(neng)(neng)(neng)相同或相似的(de)(de)功能(neng)(neng)(neng)。在(zai)四類電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車儲(chu)(chu)(chu)能(neng)(neng)(neng)模式中(zhong),有(you)序充電(dian)(dian)(dian)(dian)(dian)成(cheng)(cheng)本(ben)最低,V2G儲(chu)(chu)(chu)能(neng)(neng)(neng)應用潛力(li)最高(gao),電(dian)(dian)(dian)(dian)(dian)池(chi)更換儲(chu)(chu)(chu)能(neng)(neng)(neng)靈活度最高(gao)。若2030年風(feng)電(dian)(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)(dian)裝機量分別達到(dao)10億千瓦,電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車儲(chu)(chu)(chu)電(dian)(dian)(dian)(dian)(dian)容(rong)量完全可(ke)(ke)與大規模可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)形成(cheng)(cheng)協(xie)同,助力(li)電(dian)(dian)(dian)(dian)(dian)網吸納不穩定的(de)(de)風(feng)能(neng)(neng)(neng)和太陽能(neng)(neng)(neng)。
基于研(yan)究結論,報告(gao)認為(wei)(wei)電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)具有可觀儲(chu)(chu)能(neng)潛力和經濟性(xing),應(ying)盡(jin)早通(tong)過政策布局予(yu)以合理(li)引導。報告(gao)建議(yi)降低電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)服(fu)務(wu)市(shi)場門檻(jian),放開住宅及(ji)(ji)辦公(gong)地點充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)市(shi)場,允許公(gong)共充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)服(fu)務(wu)公(gong)司(si)通(tong)過集中(zhong)建設、集中(zhong)運行(xing)的(de)方式為(wei)(wei)私家電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)用戶(hu)提(ti)供充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)服(fu)務(wu),為(wei)(wei)未(wei)來電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)行(xing)為(wei)(wei)集中(zhong)引導奠定基礎。另外(wai),報告(gao)建議(yi)創新電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)價格(ge)機制,在將電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)V2G及(ji)(ji)退役(yi)電(dian)(dian)(dian)(dian)(dian)池儲(chu)(chu)能(neng)納(na)入分布式發電(dian)(dian)(dian)(dian)(dian)資源管理(li)的(de)同時,對參(can)與(yu)電(dian)(dian)(dian)(dian)(dian)力需求響應(ying)及(ji)(ji)儲(chu)(chu)能(neng)服(fu)務(wu)的(de)充(chong)(chong)放電(dian)(dian)(dian)(dian)(dian)行(xing)為(wei)(wei)給予(yu)綠色證書或碳積分,提(ti)高電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)用戶(hu)、社會(hui)資本、充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)服(fu)務(wu)商等(deng)各相關(guan)方的(de)參(can)與(yu)電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)儲(chu)(chu)能(neng)的(de)積極性(xing)。報告(gao)還建議(yi)開展電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)儲(chu)(chu)能(neng)運營(ying)綜合試點,以探索適應(ying)我國(guo)國(guo)情的(de)電(dian)(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)儲(chu)(chu)能(neng)商業運營(ying)模式。
劉(liu)堅表示,隨著(zhu)電(dian)動(dong)(dong)汽(qi)車規(gui)模(mo)不斷提(ti)升以及(ji)電(dian)動(dong)(dong)汽(qi)車與電(dian)網互動(dong)(dong)技(ji)(ji)術日益(yi)成熟(shu),電(dian)動(dong)(dong)汽(qi)車可依托分布(bu)式(shi)儲能(neng)、智(zhi)(zhi)能(neng)網聯等技(ji)(ji)術與模(mo)式(shi)創新,與可再生能(neng)源一(yi)起構建新一(yi)代經濟高(gao)效(xiao)的智(zhi)(zhi)慧能(neng)源系統,帶動(dong)(dong)中國(guo)能(neng)源工(gong)業整體變革(ge)。
自(zi)然資(zi)源保護(hu)協(xie)(xie)會(hui)高級政策分析師(shi)金亨(heng)美表(biao)示,V2G是(shi)最(zui)具潛(qian)力(li)的(de)電(dian)動汽車(che)(che)儲(chu)能方式。發掘并優化電(dian)動汽車(che)(che)的(de)儲(chu)能潛(qian)力(li)可以(yi)很好(hao)地促進電(dian)網吸納波動性(xing)大的(de)風能和太陽能,有效減少棄風棄光;還可以(yi)帶來減少電(dian)動汽車(che)(che)車(che)(che)主的(de)支出、減少火電(dian)排放(fang)等(deng)多(duo)重(zhong)協(xie)(xie)同效益,達(da)到多(duo)方共贏的(de)目的(de)。
