不動產登(deng)記辦理時限將(jiang)壓(ya)縮 一(yi)般業務20個工(gong)作(zuo)日(ri)
中新網(wang)5月(yue)2日(ri)電 據國土資源部(bu)網(wang)站(zhan)消息,國土部(bu)辦(ban)(ban)公(gong)廳日(ri)前印發《壓(ya)縮不動(dong)(dong)產登(deng)(deng)記(ji)(ji)時間實施方(fang)案》的通知(zhi),要求各地在確保登(deng)(deng)記(ji)(ji)資料移交(jiao)到(dao)位(wei)、人員(yuan)劃(hua)轉到(dao)位(wei)的基(ji)礎(chu)上,分類壓(ya)縮不動(dong)(dong)產登(deng)(deng)記(ji)(ji)辦(ban)(ban)理(li)時限,一般登(deng)(deng)記(ji)(ji)業務的辦(ban)(ban)理(li)時限壓(ya)縮至(zhi)20個工作(zuo)日(ri),不動(dong)(dong)產抵押(ya)登(deng)(deng)記(ji)(ji)辦(ban)(ban)理(li)時限壓(ya)縮至(zhi)10個工作(zuo)日(ri)。

《通知(zhi)》要求,各地要通過創新申請方式、提(ti)高受理能力、加強業(ye)務(wu)聯動(dong)、強化信息共享等措施,將一般(ban)登(deng)(deng)記(ji)業(ye)務(wu)的辦(ban)理時(shi)限壓縮(suo)至(zhi)20個工(gong)作(zuo)(zuo)日,不動(dong)產抵押登(deng)(deng)記(ji)辦(ban)理時(shi)限壓縮(suo)至(zhi)10個工(gong)作(zuo)(zuo)日,不動(dong)產查封登(deng)(deng)記(ji)、異議登(deng)(deng)記(ji)即(ji)時(shi)辦(ban)理。政(zheng)府組織開展的農(nong)村不動(dong)產登(deng)(deng)記(ji)以及未(wei)公證的繼承、受遺(yi)贈涉(she)及不動(dong)產登(deng)(deng)記(ji)等較為復雜的登(deng)(deng)記(ji)情形仍按照(zhao)30個工(gong)作(zuo)(zuo)日辦(ban)結。
《通(tong)知》指(zhi)出,不(bu)(bu)動產(chan)登(deng)(deng)記(ji)(ji)資料(liao)是證明不(bu)(bu)動產(chan)權(quan)利歸屬的重要(yao)依(yi)據,是依(yi)法(fa)開展(zhan)不(bu)(bu)動產(chan)登(deng)(deng)記(ji)(ji)的前提,做好(hao)資料(liao)移交才能(neng)支撐(cheng)高(gao)效辦(ban)理不(bu)(bu)動產(chan)登(deng)(deng)記(ji)(ji)手續、壓縮(suo)(suo)辦(ban)理時(shi)限。各地要(yao)嚴格落實法(fa)規(gui)規(gui)章和規(gui)范(fan)性(xing)文(wen)件要(yao)求,明確和規(gui)范(fan)不(bu)(bu)動產(chan)登(deng)(deng)記(ji)(ji)申請材料(liao),采取(qu)加(jia)快移交資料(liao)、規(gui)范(fan)申請資料(liao)、創新服務方(fang)式(shi)等(deng)措施壓縮(suo)(suo)工(gong)作(zuo)時(shi)限,能(neng)夠通(tong)過信息互(hu)通(tong)共享(xiang)取(qu)得(de)的材料(liao)不(bu)(bu)能(neng)要(yao)求群(qun)眾重復(fu)提交。要(yao)務實創新,積極推進“互(hu)聯網+不(bu)(bu)動產(chan)登(deng)(deng)記(ji)(ji)”工(gong)作(zuo)模式(shi),推出一站式(shi)辦(ban)理、同城通(tong)辦(ban)、綠色通(tong)道等(deng)多種服務舉措。
《通(tong)知》同(tong)時強調,各地在實施壓縮(suo)不(bu)(bu)動(dong)(dong)(dong)產(chan)(chan)(chan)登(deng)記(ji)(ji)(ji)辦(ban)理時限過程中,要以(yi)穩定(ding)和保護產(chan)(chan)(chan)權(quan)為基本原則,處理好(hao)不(bu)(bu)動(dong)(dong)(dong)產(chan)(chan)(chan)登(deng)記(ji)(ji)(ji)效率和質(zhi)量平衡(heng)關系,在完成壓縮(suo)不(bu)(bu)動(dong)(dong)(dong)產(chan)(chan)(chan)登(deng)記(ji)(ji)(ji)時間任(ren)務的基礎上,實事(shi)求是確定(ding)不(bu)(bu)動(dong)(dong)(dong)產(chan)(chan)(chan)登(deng)記(ji)(ji)(ji)辦(ban)理時限。
