中(zhong)(zhong)國證券網(wang)訊 據中(zhong)(zhong)國政府網(wang)12月11日消息,國務院原(yuan)則(ze)同(tong)意《鶴(he)崗市(shi)城市(shi)總體規劃(2006—2020年(nian))(2017年(nian)修訂(ding))》(以下簡稱《總體規劃》)。
批復(fu)指出,鶴崗(gang)是黑龍江省東北部地區中心城(cheng)(cheng)市(shi)(shi)(shi)(shi)之一(yi),重(zhong)要(yao)的(de)能源工(gong)(gong)業城(cheng)(cheng)市(shi)(shi)(shi)(shi)。批復(fu)要(yao)求,《總(zong)體規劃(hua)》實(shi)施(shi)要(yao)深(shen)(shen)入貫(guan)徹黨的(de)十(shi)九大和(he)中央城(cheng)(cheng)鎮化工(gong)(gong)作會議、中央城(cheng)(cheng)市(shi)(shi)(shi)(shi)工(gong)(gong)作會議精神,統籌推(tui)進(jin)“五位一(yi)體”總(zong)體布(bu)(bu)局(ju),協調推(tui)進(jin)“四個全(quan)面(mian)”戰略布(bu)(bu)局(ju),認真落實(shi)創新(xin)(xin)、協調、綠色、開(kai)放、共享的(de)發展理(li)念,認識、尊重(zhong)和(he)順應城(cheng)(cheng)市(shi)(shi)(shi)(shi)發展規律,深(shen)(shen)入實(shi)施(shi)新(xin)(xin)一(yi)輪東北振興戰略,提高新(xin)(xin)型城(cheng)(cheng)鎮化質量和(he)水平,統籌做(zuo)好(hao)鶴崗(gang)市(shi)(shi)(shi)(shi)城(cheng)(cheng)鄉規劃(hua)、建設(she)和(he)管理(li)的(de)各項(xiang)工(gong)(gong)作,逐步把鶴崗(gang)市(shi)(shi)(shi)(shi)建設(she)成(cheng)為經(jing)濟(ji)繁榮、和(he)諧宜(yi)居、生態良好(hao)、富有活力、特色鮮明的(de)現(xian)代化城(cheng)(cheng)市(shi)(shi)(shi)(shi)。
批復提出,在《總體規(gui)劃(hua)》確定(ding)的(de)1067平方公里城市規(gui)劃(hua)區范(fan)圍內,實(shi)行城鄉(xiang)統一規(gui)劃(hua)管理(li)。加強城鄉(xiang)結(jie)合(he)部地(di)(di)區的(de)規(gui)劃(hua)建設管理(li),城鎮(zhen)基礎(chu)設施(shi)、公共服(fu)務(wu)設施(shi)的(de)建設應當統籌(chou)考(kao)慮為周邊農村(cun)提供服(fu)務(wu)。根據市域內不同地(di)(di)區的(de)條(tiao)件,重點(dian)發展縣城和基礎(chu)條(tiao)件好、發展潛力大的(de)重點(dian)鎮(zhen),優化(hua)村(cun)鎮(zhen)布局,實(shi)施(shi)鄉(xiang)村(cun)振興(xing)戰略,促進城鄉(xiang)基本公共服(fu)務(wu)均(jun)等化(hua)。
批復還指出,到(dao)2020年,中(zhong)心(xin)城(cheng)(cheng)區(qu)常住人口控(kong)制(zhi)(zhi)在86萬人以(yi)內,城(cheng)(cheng)市建設(she)用(yong)地控(kong)制(zhi)(zhi)在98.68平方公(gong)里以(yi)內。要貫徹落實城(cheng)(cheng)鄉規劃法關(guan)于先規劃后建設(she)的(de)原則,禁止在《總體規劃》確定(ding)的(de)建設(she)用(yong)地范(fan)圍之(zhi)外設(she)立各類開發(fa)區(qu)和城(cheng)(cheng)市新區(qu)。劃定(ding)并嚴守城(cheng)(cheng)鎮開發(fa)邊界(jie),促(cu)進城(cheng)(cheng)市緊湊布局(ju)。增強城(cheng)(cheng)市內部布局(ju)的(de)合理性(xing),提升城(cheng)(cheng)市的(de)通(tong)透性(xing)和微(wei)循環能力(li)。堅(jian)持(chi)節約(yue)和集約(yue)利(li)(li)用(yong)土(tu)地,嚴格控(kong)制(zhi)(zhi)新增建設(she)用(yong)地,加大(da)存量(liang)用(yong)地挖潛(qian)力(li)度(du),合理開發(fa)利(li)(li)用(yong)城(cheng)(cheng)市地下空間資源(yuan),提高土(tu)地利(li)(li)用(yong)效率(lv)。繼(ji)續堅(jian)持(chi)最嚴格的(de)耕地保護(hu)制(zhi)(zhi)度(du),全(quan)面劃定(ding)并保護(hu)好(hao)永久(jiu)基本農田(tian)。
