你市關于報請審批上(shang)海市城市總體規劃的請示收(shou)悉(xi)。現(xian)批復如(ru)下:
一(yi)(yi)(yi)、原則(ze)同意(yi)《上(shang)海(hai)市(shi)(shi)城市(shi)(shi)總體(ti)(ti)規劃(hua)(hua)(2017—2035年(nian))》(以下(xia)簡(jian)稱《總體(ti)(ti)規劃(hua)(hua)》)。《總體(ti)(ti)規劃(hua)(hua)》以習近平(ping)新(xin)時代中國特(te)色社會主義思(si)想為指導(dao),深入(ru)貫徹(che)落實黨的十九(jiu)大和(he)中央城鎮化工作會議、中央城市(shi)(shi)工作會議精神,緊緊圍繞統籌推(tui)進“五位一(yi)(yi)(yi)體(ti)(ti)”總體(ti)(ti)布局和(he)協(xie)調推(tui)進“四個全面(mian)”戰略布局,牢固樹(shu)立(li)創新(xin)、協(xie)調、綠(lv)色、開放、共享的發(fa)展理(li)念,緊密對接“兩個一(yi)(yi)(yi)百年(nian)”奮斗目(mu)標(biao),堅持(chi)以人(ren)民為中心,堅持(chi)可持(chi)續發(fa)展,堅持(chi)人(ren)與自(zi)然和(he)諧共生,堅持(chi)在(zai)發(fa)展中保障和(he)改善民生,注重遠近結合、城鄉統籌,注重減量集約、多規合一(yi)(yi)(yi),符(fu)合上(shang)海(hai)市(shi)(shi)實際(ji)情況和(he)發(fa)展要(yao)求,有利于促進上(shang)海(hai)城市(shi)(shi)全面(mian)協(xie)調可持(chi)續發(fa)展。
二、上海是我國直轄市之一、國家歷史文化名城,國際經濟、金融、貿易、航運、科技創新中心。上海的城市規劃、建設與發展,要立足國際國內和本地實際,主動服務“一帶一路”建設、長江經濟帶發展等重大戰略,切實在全面深化改革、創新驅動發展、優化經濟結構等方面下功夫,在深化自由貿易試驗區改革上有新作為,繼續(xu)當好(hao)全國(guo)(guo)改革(ge)開放排頭兵、創新發(fa)(fa)展先行者,為全國(guo)(guo)改革(ge)發(fa)(fa)展穩(wen)定大(da)局作(zuo)出更大(da)貢(gong)獻。要在《總體規劃》的指導下,著力(li)提升城(cheng)市(shi)功能,塑造(zao)特色風(feng)貌,改善環境質量,優化管理服務,努力(li)把(ba)上海(hai)建設成為創新之城(cheng)、人文之城(cheng)、生態之城(cheng),卓(zhuo)越的全球城(cheng)市(shi)和社(she)會主(zhu)義現(xian)代化國(guo)(guo)際大(da)都市(shi)。
三、優化城(cheng)(cheng)(cheng)(cheng)市空間布局。落實(shi)主(zhu)(zhu)體(ti)功(gong)能(neng)(neng)區(qu)(qu)戰略,擴大生態空間、保障農(nong)業空間、優化城(cheng)(cheng)(cheng)(cheng)鎮空間。根(gen)據市域(yu)(yu)內不(bu)同(tong)地區(qu)(qu)功(gong)能(neng)(neng)定位和資(zi)源環境條件(jian),提升主(zhu)(zhu)城(cheng)(cheng)(cheng)(cheng)區(qu)(qu)功(gong)能(neng)(neng)等級(ji),完善新(xin)(xin)城(cheng)(cheng)(cheng)(cheng)綜合功(gong)能(neng)(neng),促進新(xin)(xin)市鎮協調發(fa)展,實(shi)施鄉(xiang)村振興(xing)戰略,逐步形成“一(yi)主(zhu)(zhu)、兩(liang)軸、四翼,多(duo)廊、多(duo)核(he)、多(duo)圈(quan)”的空間結構和“主(zhu)(zhu)城(cheng)(cheng)(cheng)(cheng)區(qu)(qu)—新(xin)(xin)城(cheng)(cheng)(cheng)(cheng)—新(xin)(xin)市鎮—鄉(xiang)村”的城(cheng)(cheng)(cheng)(cheng)鄉(xiang)體(ti)系(xi)。要(yao)加(jia)(jia)強城(cheng)(cheng)(cheng)(cheng)鄉(xiang)區(qu)(qu)域(yu)(yu)統籌,在上(shang)海市域(yu)(yu)范圍(wei)內實(shi)行城(cheng)(cheng)(cheng)(cheng)鄉(xiang)統一(yi)規(gui)劃管理(li),做到一(yi)本規(gui)劃、一(yi)張(zhang)藍圖覆蓋全域(yu)(yu)。從長(chang)江三角(jiao)洲區(qu)(qu)域(yu)(yu)整體(ti)協調發(fa)展的角(jiao)度(du),充分(fen)發(fa)揮上(shang)海中心(xin)城(cheng)(cheng)(cheng)(cheng)市作(zuo)用,加(jia)(jia)強與周邊城(cheng)(cheng)(cheng)(cheng)市的分(fen)工協作(zuo),構建上(shang)海大都市圈(quan),打造具有(you)全球影響力的世(shi)界級(ji)城(cheng)(cheng)(cheng)(cheng)市群(qun)。
四(si)、嚴格控(kong)(kong)制(zhi)城(cheng)(cheng)市(shi)規(gui)模。堅(jian)持規(gui)劃(hua)建(jian)設用(yong)地總(zong)規(gui)模負增長,牢牢守住(zhu)人(ren)口(kou)規(gui)模、建(jian)設用(yong)地、生(sheng)態(tai)環境、城(cheng)(cheng)市(shi)安全四(si)條底線,著力(li)治(zhi)理(li)“大城(cheng)(cheng)市(shi)病”,積極探索超大城(cheng)(cheng)市(shi)發(fa)(fa)展模式(shi)的轉型途(tu)徑。到2035年,上海市(shi)常住(zhu)人(ren)口(kou)控(kong)(kong)制(zhi)在2500萬左右,建(jian)設用(yong)地總(zong)規(gui)模不超過3200平方公(gong)里(li)。要嚴守城(cheng)(cheng)鎮(zhen)開發(fa)(fa)邊界,完善管控(kong)(kong)辦法。堅(jian)持節約和集約利用(yong)土地,嚴格控(kong)(kong)制(zhi)新(xin)增建(jian)設用(yong)地,加(jia)大存量用(yong)地挖潛力(li)度,合理(li)開發(fa)(fa)利用(yong)城(cheng)(cheng)市(shi)地下(xia)空(kong)間資源(yuan),提高土地利用(yong)效率(lv)。繼(ji)續(xu)堅(jian)持最嚴格的耕地保護制(zhi)度,保護好(hao)永久基(ji)本農田。構建(jian)空(kong)間留白機(ji)制(zhi)和動(dong)態(tai)調整機(ji)制(zhi),提高規(gui)劃(hua)的適應(ying)性。
五、加強(qiang)(qiang)生(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)。要增(zeng)強(qiang)(qiang)綠(lv)(lv)水(shui)(shui)青山就是金山銀山的(de)意識,堅持(chi)節(jie)(jie)約資源(yuan)和(he)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)環(huan)(huan)(huan)境(jing)的(de)基本國策。按照(zhao)促進(jin)生(sheng)產空間集(ji)約高效(xiao)、生(sheng)活(huo)空間宜居適度(du)、生(sheng)態(tai)(tai)空間山清水(shui)(shui)秀的(de)總(zong)體(ti)要求,統籌山水(shui)(shui)林(lin)田湖草系統治(zhi)理(li),形成合(he)理(li)的(de)城(cheng)(cheng)市空間結構,促進(jin)經濟建(jian)設、城(cheng)(cheng)鄉建(jian)設和(he)環(huan)(huan)(huan)境(jing)建(jian)設同步發展。要切實做好節(jie)(jie)能(neng)(neng)減排工作,加快淘汰落后(hou)產能(neng)(neng),嚴(yan)格控制污染物排放總(zong)量。加強(qiang)(qiang)城(cheng)(cheng)市環(huan)(huan)(huan)境(jing)綜合(he)治(zhi)理(li),加大對(dui)大氣、水(shui)(shui)、土壤污染的(de)治(zhi)理(li)力度(du),限期(qi)達到《總(zong)體(ti)規劃(hua)》提(ti)出的(de)各類環(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)目(mu)標。劃(hua)定城(cheng)(cheng)市藍線保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)范圍,結合(he)水(shui)(shui)域自然形態(tai)(tai)進(jin)行保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)和(he)整治(zhi),提(ti)高水(shui)(shui)資源(yuan)利用效(xiao)率和(he)效(xiao)益,建(jian)設節(jie)(jie)水(shui)(shui)型(xing)城(cheng)(cheng)市。推行低影(ying)響(xiang)開發模式,推進(jin)海(hai)綿(mian)城(cheng)(cheng)市建(jian)設,積(ji)極發展綠(lv)(lv)色建(jian)筑。加強(qiang)(qiang)綠(lv)(lv)化(hua)(hua)美化(hua)(hua),劃(hua)定城(cheng)(cheng)市綠(lv)(lv)地(di)(di)系統的(de)綠(lv)(lv)線保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)范圍。要強(qiang)(qiang)化(hua)(hua)生(sheng)態(tai)(tai)基底(di)硬(ying)約束,加強(qiang)(qiang)對(dui)自然保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)區、森林(lin)公園以及(ji)濕地(di)(di)、水(shui)(shui)源(yuan)地(di)(di)等特殊生(sheng)態(tai)(tai)功能(neng)(neng)區的(de)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu),劃(hua)定生(sheng)態(tai)(tai)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)紅線,制定并嚴(yan)格實施(shi)有(you)關保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)措施(shi)。
六、創(chuang)造優良(liang)人居環境(jing)。要統籌安(an)排(pai)關系人民群眾切身利益的(de)教育、文化(hua)、體育、醫療、養老等(deng)公(gong)共服務設(she)(she)施,提(ti)高(gao)(gao)生活性服務業(ye)品(pin)質,建(jian)(jian)(jian)(jian)設(she)(she)高(gao)(gao)品(pin)質、人性化(hua)的(de)公(gong)共空間,構(gou)建(jian)(jian)(jian)(jian)宜(yi)居、宜(yi)業(ye)、宜(yi)學、宜(yi)游的(de)社區服務圈。根據人口(kou)分布,合(he)理安(an)排(pai)居住(zhu)(zhu)用地布局及其(qi)配套設(she)(she)施建(jian)(jian)(jian)(jian)設(she)(she),促(cu)進職住(zhu)(zhu)均衡發展(zhan)。加快(kuai)建(jian)(jian)(jian)(jian)立多主體供給(gei)、多渠道保障、租購(gou)并舉(ju)的(de)住(zhu)(zhu)房制(zhi)度。穩步推進城(cheng)市(shi)(shi)有機更新,開展(zhan)城(cheng)市(shi)(shi)修補和(he)生態修復,加強城(cheng)鄉環境(jing)綜合(he)整治(zhi)和(he)違法(fa)違規(gui)建(jian)(jian)(jian)(jian)設(she)(she)治(zhi)理,提(ti)高(gao)(gao)城(cheng)市(shi)(shi)的(de)承(cheng)載力、包容度和(he)宜(yi)居性。
七(qi)、塑造城(cheng)(cheng)市(shi)特色(se)風貌(mao)。堅持社會主(zhu)義核心價值體(ti)(ti)(ti)系(xi),進(jin)一步(bu)挖掘上海城(cheng)(cheng)市(shi)豐富的(de)文化(hua)(hua)內涵,延續歷(li)(li)史(shi)文脈(mo),留住城(cheng)(cheng)市(shi)記憶,激發城(cheng)(cheng)市(shi)文化(hua)(hua)創新創造活力(li),提升城(cheng)(cheng)市(shi)軟實(shi)力(li)和吸引力(li)。落實(shi)歷(li)(li)史(shi)文化(hua)(hua)遺(yi)產保(bao)(bao)護(hu)和紫線管理要求,完善城(cheng)(cheng)市(shi)、鎮(zhen)、村的(de)保(bao)(bao)護(hu)層次和體(ti)(ti)(ti)系(xi),強(qiang)化(hua)(hua)對歷(li)(li)史(shi)城(cheng)(cheng)區風貌(mao)格局的(de)整體(ti)(ti)(ti)保(bao)(bao)護(hu),加強(qiang)對中共一大會址(zhi)等(deng)各級(ji)文物保(bao)(bao)護(hu)單位、外灘近代(dai)建(jian)(jian)筑保(bao)(bao)護(hu)區等(deng)歷(li)(li)史(shi)文化(hua)(hua)街區、歷(li)(li)史(shi)建(jian)(jian)筑、工業(ye)遺(yi)產等(deng)的(de)保(bao)(bao)護(hu)。做好城(cheng)(cheng)市(shi)設計(ji),保(bao)(bao)護(hu)自然山水(shui)格局和城(cheng)(cheng)市(shi)肌理,加強(qiang)對重要地(di)段(duan)建(jian)(jian)筑高度、體(ti)(ti)(ti)量和樣式的(de)規(gui)劃引導和控(kong)制,彰顯自然、傳(chuan)統(tong)和現代(dai)有機交(jiao)融,東西(xi)方文化(hua)(hua)相得益彰的(de)城(cheng)(cheng)市(shi)特色(se)。
八、保障城(cheng)市(shi)(shi)(shi)安(an)全(quan)運(yun)(yun)行。要按照綠(lv)色循環低碳的(de)理念規(gui)劃(hua)建(jian)(jian)設(she)(she)(she)城(cheng)市(shi)(shi)(shi)基(ji)礎設(she)(she)(she)施(shi)(shi)。進一(yi)步完善公路、鐵路、機場、港口等交(jiao)(jiao)通(tong)(tong)(tong)(tong)基(ji)礎設(she)(she)(she)施(shi)(shi),發(fa)揮綜合交(jiao)(jiao)通(tong)(tong)(tong)(tong)樞紐功能,促進區(qu)域交(jiao)(jiao)通(tong)(tong)(tong)(tong)設(she)(she)(she)施(shi)(shi)互聯互通(tong)(tong)(tong)(tong)。堅持公共(gong)交(jiao)(jiao)通(tong)(tong)(tong)(tong)優先戰略(lve),鼓(gu)勵(li)綠(lv)色出行,加(jia)強(qiang)城(cheng)市(shi)(shi)(shi)路網和(he)(he)軌道交(jiao)(jiao)通(tong)(tong)(tong)(tong)線網建(jian)(jian)設(she)(she)(she),進一(yi)步完善以公共(gong)交(jiao)(jiao)通(tong)(tong)(tong)(tong)為主體,各種交(jiao)(jiao)通(tong)(tong)(tong)(tong)方式相結合的(de)多層(ceng)次(ci)、多類(lei)(lei)型的(de)城(cheng)市(shi)(shi)(shi)綜合交(jiao)(jiao)通(tong)(tong)(tong)(tong)體系。堅持先地(di)下(xia)、后地(di)上(shang)的(de)原則,統籌(chou)規(gui)劃(hua)建(jian)(jian)設(she)(she)(she)水(shui)、電、氣、通(tong)(tong)(tong)(tong)信、垃圾處理等各類(lei)(lei)市(shi)(shi)(shi)政基(ji)礎設(she)(she)(she)施(shi)(shi),有(you)序開展(zhan)地(di)下(xia)綜合管廊(lang)建(jian)(jian)設(she)(she)(she),加(jia)強(qiang)人防設(she)(she)(she)施(shi)(shi)規(gui)劃(hua)建(jian)(jian)設(she)(she)(she),提升(sheng)各類(lei)(lei)基(ji)礎設(she)(she)(she)施(shi)(shi)對城(cheng)市(shi)(shi)(shi)運(yun)(yun)行的(de)保障能力和(he)(he)服務水(shui)平,確保城(cheng)市(shi)(shi)(shi)生命(ming)線穩定運(yun)(yun)行。高度重視城(cheng)市(shi)(shi)(shi)公共(gong)安(an)全(quan),加(jia)強(qiang)城(cheng)市(shi)(shi)(shi)安(an)全(quan)風險(xian)防控,增強(qiang)抵御(yu)災害事(shi)故、處置突發(fa)事(shi)件、危機管理能力,提高城(cheng)市(shi)(shi)(shi)韌性,讓人民群眾生活得更安(an)全(quan)、更放心。
九、健(jian)全城(cheng)市(shi)管理(li)(li)(li)體制。創新(xin)城(cheng)市(shi)治(zhi)(zhi)理(li)(li)(li)方(fang)式,加(jia)強(qiang)(qiang)精細(xi)化(hua)管理(li)(li)(li),在精治(zhi)(zhi)、共治(zhi)(zhi)、法治(zhi)(zhi)上下功夫,走出一條(tiao)符合超大(da)城(cheng)市(shi)特點和規律的(de)社(she)(she)會治(zhi)(zhi)理(li)(li)(li)新(xin)路子(zi)。要強(qiang)(qiang)化(hua)依法治(zhi)(zhi)理(li)(li)(li),善于運用法治(zhi)(zhi)思維和法治(zhi)(zhi)方(fang)式解決城(cheng)市(shi)治(zhi)(zhi)理(li)(li)(li)頑癥(zheng)難(nan)題,努力(li)形(xing)成城(cheng)市(shi)綜(zong)合管理(li)(li)(li)法治(zhi)(zhi)化(hua)新(xin)格局。提(ti)高城(cheng)市(shi)管理(li)(li)(li)標準(zhun),更多(duo)運用互聯網、大(da)數據(ju)等信息技術手段(duan),逐步提(ti)升城(cheng)市(shi)科學化(hua)、精細(xi)化(hua)、智能(neng)化(hua)管理(li)(li)(li)水平,激發全社(she)(she)會活力(li),群眾的(de)事同群眾多(duo)商量,大(da)家(jia)的(de)事人(ren)(ren)人(ren)(ren)參(can)與。繼續強(qiang)(qiang)基礎、補短板,聚焦影(ying)響城(cheng)市(shi)安全、制約發展、群眾反映強(qiang)(qiang)烈(lie)的(de)突出問題,加(jia)強(qiang)(qiang)綜(zong)合整治(zhi)(zhi),形(xing)成常(chang)態長(chang)效管理(li)(li)(li)機制。
十、堅(jian)決維護規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)的(de)(de)嚴肅性(xing)和(he)權(quan)威性(xing)。《總體規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)》是上(shang)海城(cheng)市(shi)發(fa)展(zhan)、建(jian)(jian)設(she)、管理的(de)(de)基本依據,必須嚴格執行,任何部門和(he)個人不(bu)得隨意(yi)修改、違規(gui)(gui)(gui)變更。上(shang)海市(shi)人民(min)政(zheng)府要(yao)(yao)(yao)堅(jian)持一(yi)(yi)張(zhang)藍圖干到底,以釘(ding)釘(ding)子(zi)精神(shen)抓(zhua)好規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)的(de)(de)組織實(shi)(shi)施,增強(qiang)城(cheng)市(shi)的(de)(de)整(zheng)體性(xing)、系統性(xing),抓(zhua)緊深化(hua)編制(zhi)(zhi)(zhi)有關專項(xiang)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)、功(gong)能區(qu)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)、控制(zhi)(zhi)(zhi)性(xing)詳細規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua),分解(jie)落(luo)實(shi)(shi)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)目標(biao)、指(zhi)標(biao)和(he)任務(wu)要(yao)(yao)(yao)求(qiu),明確建(jian)(jian)設(she)重點和(he)時序,切實(shi)(shi)發(fa)揮城(cheng)市(shi)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)的(de)(de)戰略(lve)引領和(he)剛性(xing)控制(zhi)(zhi)(zhi)作用(yong)。要(yao)(yao)(yao)健(jian)全城(cheng)鄉(xiang)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)建(jian)(jian)設(she)管理制(zhi)(zhi)(zhi)度,建(jian)(jian)立多規(gui)(gui)(gui)合一(yi)(yi)信息平(ping)臺和(he)城(cheng)市(shi)體檢(jian)評估機制(zhi)(zhi)(zhi)。城(cheng)市(shi)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)行政(zheng)主管部門要(yao)(yao)(yao)依法對(dui)城(cheng)市(shi)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)區(qu)范圍內(包括各(ge)類開發(fa)區(qu))的(de)(de)一(yi)(yi)切建(jian)(jian)設(she)用(yong)地與建(jian)(jian)設(she)活動實(shi)(shi)行統一(yi)(yi)、嚴格的(de)(de)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)管理,市(shi)級城(cheng)市(shi)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)管理權(quan)不(bu)得下放,切實(shi)(shi)保障規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)的(de)(de)實(shi)(shi)施。要(yao)(yao)(yao)強(qiang)化(hua)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)實(shi)(shi)施的(de)(de)監督考核(he)問責,加強(qiang)公(gong)眾和(he)社會(hui)監督,提高全社會(hui)遵守城(cheng)市(shi)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)的(de)(de)意(yi)識。駐滬各(ge)單位要(yao)(yao)(yao)嚴格遵守《總體規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)》,支持上(shang)海市(shi)的(de)(de)工作,共同把城(cheng)市(shi)規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)好、建(jian)(jian)設(she)好、管理好。住(zhu)房(fang)城(cheng)鄉(xiang)建(jian)(jian)設(she)部要(yao)(yao)(yao)會(hui)同相關部門,加強(qiang)對(dui)《總體規(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)(hua)》實(shi)(shi)施的(de)(de)指(zhi)導、監督和(he)檢(jian)查(cha)。
