(二)堅持以供給側結構性改革為主(zhu)線,著力(li)培育壯大新(xin)動能,經(jing)濟結構加快優化升級(ji)。緊(jin)緊(jin)依靠改革破解經(jing)濟發展和結構失衡難題,大力(li)發展新(xin)興產(chan)(chan)業(ye)(ye),改造(zao)提(ti)升傳統產(chan)(chan)業(ye)(ye),提(ti)高供給體系質量(liang)和效率(lv)。
扎實(shi)推進“三去一(yi)降(jiang)一(yi)補(bu)”。五年來,在淘汰(tai)水泥、平板玻璃(li)等落(luo)后產能基礎上(shang),以鋼鐵(tie)、煤炭等行(xing)業(ye)(ye)(ye)為(wei)重點(dian)加(jia)大去產能力(li)度,中央(yang)財政安(an)排1000億元專項(xiang)獎補(bu)資金予以支持,用于分流職工(gong)安(an)置。退出鋼鐵(tie)產能1.7億噸(dun)以上(shang)、煤炭產能8億噸(dun),安(an)置分流職工(gong)110多(duo)萬人(ren)。因城施策分類指導,三四線城市商品(pin)住宅去庫存取得(de)明顯成效,熱點(dian)城市房價漲勢得(de)到(dao)控(kong)制。積(ji)極穩妥去杠(gang)桿,控(kong)制債務規(gui)模,增加(jia)股權融資,工(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)資產負債率(lv)連續下降(jiang),宏(hong)觀杠(gang)桿率(lv)漲幅明顯收窄、總(zong)體(ti)趨于穩定。多(duo)措并舉降(jiang)成本,壓減(jian)政府(fu)性(xing)基金項(xiang)目(mu)30%,削減(jian)中央(yang)政府(fu)層(ceng)面設立的涉(she)企收費(fei)項(xiang)目(mu)60%以上(shang),階段性(xing)降(jiang)低“五險一(yi)金”繳費(fei)比例,推動降(jiang)低用能、物流、電信等成本。突出重點(dian)加(jia)大補(bu)短(duan)板力(li)度。
加(jia)(jia)快(kuai)(kuai)新(xin)(xin)(xin)舊發展動(dong)(dong)(dong)(dong)能接續轉(zhuan)換。深(shen)入開展“互聯(lian)網(wang)(wang)+”行動(dong)(dong)(dong)(dong),實行包容(rong)審(shen)慎監管(guan),推(tui)動(dong)(dong)(dong)(dong)大(da)(da)(da)數據、云計算、物聯(lian)網(wang)(wang)廣(guang)泛(fan)應用(yong),新(xin)(xin)(xin)興產(chan)(chan)業(ye)(ye)蓬勃發展,傳(chuan)統(tong)產(chan)(chan)業(ye)(ye)深(shen)刻重(zhong)塑。實施“中國(guo)制造(zao)2025”,推(tui)進(jin)(jin)工業(ye)(ye)強(qiang)基、智能制造(zao)、綠色制造(zao)等重(zhong)大(da)(da)(da)工程(cheng),先(xian)進(jin)(jin)制造(zao)業(ye)(ye)加(jia)(jia)快(kuai)(kuai)發展。出(chu)(chu)臺現代(dai)服(fu)務(wu)業(ye)(ye)改(gai)革(ge)發展舉(ju)措,服(fu)務(wu)新(xin)(xin)(xin)業(ye)(ye)態新(xin)(xin)(xin)模式(shi)異(yi)軍(jun)突起,促進(jin)(jin)了各(ge)行業(ye)(ye)融合升級。深(shen)化農業(ye)(ye)供(gong)給側結(jie)構(gou)(gou)性(xing)改(gai)革(ge),新(xin)(xin)(xin)型(xing)經(jing)營(ying)主(zhu)(zhu)體大(da)(da)(da)批涌現,種(zhong)植業(ye)(ye)適度規模經(jing)營(ying)比重(zhong)從30%提(ti)升到40%以(yi)上。采取措施增(zeng)加(jia)(jia)中低收入者收入,推(tui)動(dong)(dong)(dong)(dong)傳(chuan)統(tong)消費(fei)提(ti)檔升級、新(xin)(xin)(xin)興消費(fei)快(kuai)(kuai)速(su)興起,網(wang)(wang)上零售額年均增(zeng)長30%以(yi)上,社會消費(fei)品零售總額年均增(zeng)長11.3%。優化投資(zi)(zi)(zi)結(jie)構(gou)(gou),鼓勵民(min)(min)間投資(zi)(zi)(zi),發揮(hui)政府投資(zi)(zi)(zi)撬動(dong)(dong)(dong)(dong)作用(yong),引導更多資(zi)(zi)(zi)金投向強(qiang)基礎(chu)、增(zeng)后(hou)勁(jing)、惠民(min)(min)生領域(yu)。高速(su)鐵(tie)路運營(ying)里(li)程(cheng)從9000多公(gong)(gong)里(li)增(zeng)加(jia)(jia)到2萬5千公(gong)(gong)里(li)、占世界三分之二(er),高速(su)公(gong)(gong)路里(li)程(cheng)從9.6萬公(gong)(gong)里(li)增(zeng)加(jia)(jia)到13.6萬公(gong)(gong)里(li),新(xin)(xin)(xin)建(jian)改(gai)建(jian)農村公(gong)(gong)路127萬公(gong)(gong)里(li),新(xin)(xin)(xin)建(jian)民(min)(min)航機場46個,開工重(zhong)大(da)(da)(da)水利工程(cheng)122項,完成新(xin)(xin)(xin)一輪農村電(dian)網(wang)(wang)改(gai)造(zao),建(jian)成全球(qiu)最(zui)大(da)(da)(da)的(de)移動(dong)(dong)(dong)(dong)寬帶網(wang)(wang)。五年來,發展新(xin)(xin)(xin)動(dong)(dong)(dong)(dong)能迅(xun)速(su)壯大(da)(da)(da),經(jing)濟增(zeng)長實現由(you)(you)主(zhu)(zhu)要依靠(kao)投資(zi)(zi)(zi)、出(chu)(chu)口拉動(dong)(dong)(dong)(dong)轉(zhuan)向依靠(kao)消費(fei)、投資(zi)(zi)(zi)、出(chu)(chu)口協(xie)同拉動(dong)(dong)(dong)(dong),由(you)(you)主(zhu)(zhu)要依靠(kao)第(di)二(er)產(chan)(chan)業(ye)(ye)帶動(dong)(dong)(dong)(dong)轉(zhuan)向依靠(kao)三次(ci)產(chan)(chan)業(ye)(ye)共同帶動(dong)(dong)(dong)(dong)。這是我們多年想實現而沒有實現的(de)重(zhong)大(da)(da)(da)結(jie)構(gou)(gou)性(xing)變革(ge)。
推進供給側結構性(xing)改(gai)(gai)革,必須破除要素市場化配置障礙,降低制度(du)性(xing)交易成本。針(zhen)對長期(qi)存在(zai)的(de)重(zhong)審批(pi)、輕監(jian)(jian)(jian)管(guan)(guan)、弱服(fu)(fu)務(wu)問題,我們持續深化“放管(guan)(guan)服(fu)(fu)”改(gai)(gai)革,加快轉變(bian)政府(fu)職能(neng),減(jian)(jian)少微觀管(guan)(guan)理、直接干預,注重(zhong)加強(qiang)宏觀調控、市場監(jian)(jian)(jian)管(guan)(guan)和公(gong)共服(fu)(fu)務(wu)。五年來,國(guo)務(wu)院部門行(xing)政審批(pi)事(shi)項(xiang)削減(jian)(jian)44%,非行(xing)政許可審批(pi)徹底(di)終結,中(zhong)央(yang)政府(fu)層(ceng)面(mian)核準的(de)企(qi)業(ye)投資項(xiang)目減(jian)(jian)少90%,行(xing)政審批(pi)中(zhong)介服(fu)(fu)務(wu)事(shi)項(xiang)壓(ya)減(jian)(jian)74%,職業(ye)資格許可和認定(ding)(ding)大(da)幅減(jian)(jian)少。中(zhong)央(yang)政府(fu)定(ding)(ding)價(jia)項(xiang)目縮(suo)減(jian)(jian)80%,地方政府(fu)定(ding)(ding)價(jia)項(xiang)目縮(suo)減(jian)(jian)50%以(yi)上。全(quan)面(mian)改(gai)(gai)革工商登記、注冊資本等(deng)商事(shi)制度(du),企(qi)業(ye)開(kai)辦時(shi)間縮(suo)短(duan)三分之(zhi)一(yi)以(yi)上。創新和加強(qiang)事(shi)中(zhong)事(shi)后(hou)監(jian)(jian)(jian)管(guan)(guan),實行(xing)“雙隨機、一(yi)公(gong)開(kai)”,隨機抽取檢查(cha)人員和檢查(cha)對象、及時(shi)公(gong)開(kai)查(cha)處(chu)結果,提(ti)高了監(jian)(jian)(jian)管(guan)(guan)效能(neng)和公(gong)正(zheng)性(xing)。推行(xing)“互聯網+政務(wu)服(fu)(fu)務(wu)”,實施一(yi)站式服(fu)(fu)務(wu)等(deng)舉措。營(ying)商環境持續改(gai)(gai)善,市場活力明顯增(zeng)強(qiang),群眾(zhong)辦事(shi)更(geng)加便利。
