中國證券網訊 6月(yue)5日,記者從市住(zhu)(zhu)(zhu)建(jian)局獲悉,日前深(shen)圳市人民(min)政府制(zhi)訂《關于深(shen)化住(zhu)(zhu)(zhu)房(fang)(fang)制(zhi)度改革加快建(jian)立多(duo)主體供(gong)給多(duo)渠道保障(zhang)租購(gou)并舉的(de)(de)住(zhu)(zhu)(zhu)房(fang)(fang)供(gong)應(ying)(ying)與保障(zhang)體系(xi)的(de)(de)意(yi)(yi)見(jian)(征求意(yi)(yi)見(jian)稿)》(以下(xia)簡稱(cheng)《意(yi)(yi)見(jian)》),根據《意(yi)(yi)見(jian)》,深(shen)圳將針對不(bu)同收入水平(ping)的(de)(de)居(ju)民(min)和專業(ye)人オ等各(ge)類(lei)群體,著(zhu)力構(gou)建(jian)多(duo)層次、差異化、全(quan)覆蓋的(de)(de)住(zhu)(zhu)(zhu)房(fang)(fang)供(gong)應(ying)(ying)與保障(zhang)體系(xi),并計劃(hua)將住(zhu)(zhu)(zhu)房(fang)(fang)分(fen)為三大類(lei),即市場商品住(zhu)(zhu)(zhu)房(fang)(fang)占(zhan)住(zhu)(zhu)(zhu)房(fang)(fang)供(gong)應(ying)(ying)的(de)(de)40%左(zuo)右(you),政策性支(zhi)持住(zhu)(zhu)(zhu)房(fang)(fang)占(zhan)住(zhu)(zhu)(zhu)房(fang)(fang)供(gong)應(ying)(ying)的(de)(de)40%左(zuo)右(you),公共租賃住(zhu)(zhu)(zhu)房(fang)(fang)占(zhan)住(zhu)(zhu)(zhu)房(fang)(fang)供(gong)應(ying)(ying)的(de)(de)20%左(zuo)右(you)。
《意(yi)見》指出,為(wei)(wei)讓有能力的(de)(de)(de)市(shi)(shi)民通過(guo)市(shi)(shi)場商品房(fang)(fang)來解(jie)決住(zhu)(zhu)房(fang)(fang)需求,深(shen)圳將繼續嚴格實施(shi)房(fang)(fang)地產(chan)市(shi)(shi)場調控政(zheng)策。據(ju)悉,在政(zheng)策性支持住(zhu)(zhu)房(fang)(fang)的(de)(de)(de)40%中,人才(cai)(cai)住(zhu)(zhu)房(fang)(fang)和安居型(xing)商品房(fang)(fang)分別占20%。這里(li)的(de)(de)(de)人才(cai)(cai)住(zhu)(zhu)房(fang)(fang)重(zhong)(zhong)點面(mian)(mian)向符合條(tiao)件的(de)(de)(de)各類人才(cai)(cai),住(zhu)(zhu)房(fang)(fang)可(ke)租可(ke)售(shou),建(jian)筑面(mian)(mian)積(ji)(ji)以(yi)小于90平方(fang)米為(wei)(wei)主,租售(shou)價(jia)為(wei)(wei)市(shi)(shi)場價(jia)的(de)(de)(de)60%左右;而安居型(xing)商品房(fang)(fang)重(zhong)(zhong)點面(mian)(mian)向符合收入(ru)財產(chan)限額標(biao)準等條(tiao)件的(de)(de)(de)本市(shi)(shi)戶籍居民供應,可(ke)租可(ke)售(shou)、以(yi)售(shou)為(wei)(wei)主,建(jian)筑面(mian)(mian)積(ji)(ji)以(yi)小于70平方(fang)米為(wei)(wei)主,租售(shou)價(jia)為(wei)(wei)市(shi)(shi)場價(jia)的(de)(de)(de)50%左右。
此(ci)外,公(gong)(gong)(gong)共(gong)(gong)(gong)租(zu)(zu)賃(lin)(lin)住房(fang)方(fang)面,深圳重點面向符合條件的(de)(de)戶籍中低收(shou)入居(ju)民、為(wei)(wei)社會提供(gong)基(ji)(ji)本公(gong)(gong)(gong)共(gong)(gong)(gong)服務(wu)的(de)(de)相關行業(ye)人(ren)員、先(xian)進(jin)制造業(ye)職工(gong)(gong)等(deng)群體供(gong)應,建筑(zhu)面積(ji)以30-60平方(fang)米為(wei)(wei)主,租(zu)(zu)金(jin)(jin)為(wei)(wei)市場價的(de)(de)30%左右,特(te)困人(ren)員及低保(bao)、低保(bao)邊(bian)緣家庭租(zu)(zu)金(jin)(jin)為(wei)(wei)公(gong)(gong)(gong)共(gong)(gong)(gong)租(zu)(zu)賃(lin)(lin)住房(fang)租(zu)(zu)金(jin)(jin)的(de)(de)10%。值得一(yi)提的(de)(de)是(shi),此(ci)次將進(jin)一(yi)步(bu)擴(kuo)大保(bao)障(zhang)覆蓋面,將公(gong)(gong)(gong)交(jiao)司機、地鐵司機、環衛(wei)工(gong)(gong)人(ren)等(deng)為(wei)(wei)社會提供(gong)基(ji)(ji)本公(gong)(gong)(gong)共(gong)(gong)(gong)服務(wu)的(de)(de)從業(ye)人(ren)員和先(xian)進(jin)制造業(ye)藍領(ling)產業(ye)工(gong)(gong)人(ren)等(deng)群體納入公(gong)(gong)(gong)共(gong)(gong)(gong)租(zu)(zu)賃(lin)(lin)住房(fang)保(bao)障(zhang)范圍。
記者了(le)解到,深(shen)圳(zhen)(zhen)市(shi)委市(shi)政府希望通(tong)過完善(shan)住(zhu)房(fang)(fang)供應與(yu)保(bao)障體系(xi),努力實(shi)現住(zhu)有所居(ju)。在統籌考慮未來新增人口對各(ge)類住(zhu)房(fang)(fang)的需求(qiu)基礎上,深(shen)圳(zhen)(zhen)計(ji)劃(hua)到2035年,分(fen)近期(qi)、中期(qi)、遠期(qi)三個階段(duan),籌集(ji)建設各(ge)類住(zhu)房(fang)(fang)170萬(wan)套,其中人才住(zhu)房(fang)(fang)、安居(ju)型商品房(fang)(fang)和公共租賃住(zhu)房(fang)(fang)總量不少于100萬(wan)套。深(shen)圳(zhen)(zhen)已(yi)結合新一(yi)輪城市(shi)總體規(gui)劃(hua)編制(zhi)調整(zheng),合理規(gui)劃(hua)布局局了(le)住(zhu)房(fang)(fang)空間,進一(yi)步加(jia)大住(zhu)房(fang)(fang)土地(di)供應力度,計(ji)劃(hua)劃(hua)新增盤(pan)活35平方公里土地(di)用于建設各(ge)類住(zhu)房(fang)(fang)。
為(wei)了更好地盤活存量、優化服(fu)務、加強(qiang)監(jian)管,規范和培育(yu)發展住房租賃市場(chang),深圳去年(nian)開始構(gou)建真實、透明(ming)、便捷、安全(quan)的住房租賃交(jiao)易服(fu)務監(jian)管平臺,目前(qian)正(zheng)在擴容運(yun)營中。
據悉,該(gai)《意(yi)(yi)見(jian)(jian)》今天起(qi)對外征求社會(hui)意(yi)(yi)見(jian)(jian),市(shi)民(min)可在2018年6月(yue)19日(ri)18:00前通(tong)過深圳(zhen)市(shi)住房(fang)和(he)(he)建設局(ju)官(guan)官(guan)方網(wang)站、微信(xin)公眾號(hao)電子郵件、信(xin)函等方式(shi)反饋(kui)意(yi)(yi)見(jian)(jian)。下一步,市(shi)住建局(ju)將(jiang)充分吸收(shou)社會(hui)各(ge)界的意(yi)(yi)見(jian)(jian)和(he)(he)建議,進一步修改完善《意(yi)(yi)見(jian)(jian)》并同步制定(ding)相關(guan)配套政策規(gui)定(ding)和(he)(he)具體(ti)實施細則。
