——在全國國資委系統指導監(jian)督(du)工(gong)作座(zuo)談會上的講話

這(zhe)次(ci)會(hui)議(yi)(yi)是(shi)在(zai)(zai)全(quan)國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)系(xi)統認(ren)真學習貫徹黨(dang)的(de)(de)(de)十八大和中(zhong)央(yang)經濟工(gong)(gong)作(zuo)(zuo)會(hui)議(yi)(yi)精(jing)神的(de)(de)(de)背景下(xia)召開(kai)的(de)(de)(de)一(yi)次(ci)重要(yao)會(hui)議(yi)(yi)。會(hui)議(yi)(yi)的(de)(de)(de)主要(yao)任務是(shi):貫徹落實黨(dang)的(de)(de)(de)十八大和中(zhong)央(yang)經濟工(gong)(gong)作(zuo)(zuo)會(hui)議(yi)(yi)精(jing)神以及全(quan)國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)督管(guan)理(li)(li)工(gong)(gong)作(zuo)(zuo)會(hui)議(yi)(yi)的(de)(de)(de)部署,回顧總結一(yi)年多來國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)系(xi)統指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)新進展(zhan)和新成效(xiao),研究(jiu)明確下(xia)一(yi)階段指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)重點(dian)(dian)任務和工(gong)(gong)作(zuo)(zuo)要(yao)求(qiu)。國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)對(dui)這(zhe)次(ci)會(hui)議(yi)(yi)高(gao)度重視,在(zai)(zai)前不久(jiu)召開(kai)的(de)(de)(de)全(quan)國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)督管(guan)理(li)(li)工(gong)(gong)作(zuo)(zuo)會(hui)議(yi)(yi)上(shang),國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)主任、黨(dang)委(wei)書記王勇(yong)(yong)同(tong)志代(dai)表國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)黨(dang)委(wei)充分肯(ken)定了指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)取得的(de)(de)(de)成效(xiao)。針(zhen)對(dui)本次(ci)會(hui)議(yi)(yi),王勇(yong)(yong)同(tong)志專門就深(shen)入開(kai)展(zhan)指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)和進一(yi)步推動構建國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)大格局提(ti)出了明確要(yao)求(qiu)。大家要(yao)深(shen)刻領會(hui),認(ren)真落實。下(xia)面,我講三點(dian)(dian)意見。
一、國資委系統指導監督工(gong)作取(qu)得了新的進展和成(cheng)效
福州會(hui)議(yi)以來(lai),各級國資(zi)委緊緊圍(wei)繞“國資(zi)監管上新(xin)水平(ping)、國企發(fa)展上新(xin)臺階”的(de)“兩新(xin)目標”,牢(lao)牢(lao)把握“指導(dao)、溝通(tong)、交流、服(fu)務(wu)”的(de)指導(dao)監督工(gong)作原則,勇于開拓實踐,做了大量卓有成效的(de)工(gong)作。
一(yi)是指導(dao)(dao)(dao)(dao)監(jian)督(du)工作(zuo)組織領(ling)導(dao)(dao)(dao)(dao)明顯加強。各級國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)重(zhong)(zhong)視將指導(dao)(dao)(dao)(dao)監(jian)督(du)工作(zuo)擺上重(zhong)(zhong)要議事日(ri)程。32個(ge)省(sheng)級國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)普(pu)遍成立(li)了(le)指導(dao)(dao)(dao)(dao)監(jian)督(du)工作(zuo)領(ling)導(dao)(dao)(dao)(dao)小組,其中(zhong)20個(ge)省(sheng)級國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)由主要領(ling)導(dao)(dao)(dao)(dao)擔任組長。江西(xi)、福建(jian)等(deng)(deng)省(sheng)的(de)大(da)部分(fen)地市(shi)(shi)級國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)也成立(li)了(le)指導(dao)(dao)(dao)(dao)監(jian)督(du)工作(zuo)領(ling)導(dao)(dao)(dao)(dao)小組。北京、云南等(deng)(deng)省(sheng)市(shi)(shi)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)領(ling)導(dao)(dao)(dao)(dao)班子全體(ti)(ti)成員集體(ti)(ti)出席(xi)本地區指導(dao)(dao)(dao)(dao)監(jian)督(du)工作(zuo)專題會(hui)議。河南、黑龍江、內(nei)蒙等(deng)(deng)地國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)建(jian)立(li)了(le)委(wei)(wei)(wei)(wei)領(ling)導(dao)(dao)(dao)(dao)定點聯系(xi)督(du)導(dao)(dao)(dao)(dao)制度。許多地方國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)建(jian)立(li)了(le)指導(dao)(dao)(dao)(dao)監(jian)督(du)工作(zuo)重(zhong)(zhong)大(da)問題協(xie)調(diao)(diao)機制。陜西(xi)省(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)主要領(ling)導(dao)(dao)(dao)(dao)專門赴有關(guan)地市(shi)(shi),與(yu)市(shi)(shi)委(wei)(wei)(wei)(wei)、市(shi)(shi)政府領(ling)導(dao)(dao)(dao)(dao)反復溝通協(xie)調(diao)(diao),使(shi)在(zai)(zai)機構改革(ge)中(zhong)被撤銷的(de)地市(shi)(shi)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)得以恢復。湖南省(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)主要領(ling)導(dao)(dao)(dao)(dao)積極與(yu)省(sheng)編辦溝通協(xie)調(diao)(diao),確保市(shi)(shi)州(zhou)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)在(zai)(zai)機構改革(ge)中(zhong)“直(zhi)屬特設機構性質不改變(bian),人(ren)員編制不減少(shao),職(zhi)能配(pei)置(zhi)不弱(ruo)化(hua)”。
二是指導(dao)監(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)規劃(hua)(hua)逐(zhu)步(bu)(bu)落實。國務(wu)院國資(zi)委(wei)(wei)連續三(san)年印發(fa)了(le)(le)年度(du)指導(dao)監(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)計劃(hua)(hua),2012年將計劃(hua)(hua)具體(ti)分解細化為(wei)39項工(gong)(gong)(gong)(gong)作(zuo)。北(bei)京、天津、四川等許(xu)多(duo)省級(ji)國資(zi)委(wei)(wei)重(zhong)(zhong)視制訂本地(di)(di)區指導(dao)監(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)長遠規劃(hua)(hua)和年度(du)計劃(hua)(hua),明確總(zong)體(ti)思路和重(zhong)(zhong)點任務(wu)。遼寧、云南、貴州等省國資(zi)委(wei)(wei)還將完善國有資(zi)產管理體(ti)制、推(tui)動(dong)經營性國有資(zi)產集中統一(yi)(yi)監(jian)管等指導(dao)監(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)任務(wu),寫(xie)入(ru)了(le)(le)地(di)(di)方“十二五”規劃(hua)(hua)綱要或政府工(gong)(gong)(gong)(gong)作(zuo)報告。不(bu)少(shao)地(di)(di)方國資(zi)委(wei)(wei)進(jin)一(yi)(yi)步(bu)(bu)明確指導(dao)監(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)的重(zhong)(zhong)點和步(bu)(bu)驟。湖(hu)北(bei)省國資(zi)委(wei)(wei)提出2012年要重(zhong)(zhong)點“健(jian)(jian)(jian)全(quan)組(zu)織機構體(ti)系、健(jian)(jian)(jian)全(quan)指導(dao)監(jian)督(du)體(ti)系、健(jian)(jian)(jian)全(quan)基礎管理體(ti)系、健(jian)(jian)(jian)全(quan)全(quan)覆蓋體(ti)系”。陜西省國資(zi)委(wei)(wei)擬訂了(le)(le)“確保機構、完成(cheng)單(dan)設、實現特(te)設”的“三(san)步(bu)(bu)走”計劃(hua)(hua),指導(dao)推(tui)動(dong)地(di)(di)市級(ji)國資(zi)委(wei)(wei)機構建(jian)設。
三(san)是指導監督工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息渠道進一步暢通。各(ge)級國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)加大指導監督工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息交流力(li)度。國(guo)(guo)(guo)(guo)務(wu)院(yuan)國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)辦公廳在《國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)交流》中編(bian)發(fa)(fa)地方(fang)(fang)國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)專(zhuan)題,約請各(ge)省(sheng)級國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)主要負責同志(zhi)介紹本地特色做法(fa);監事(shi)會工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)局(ju)通過《國(guo)(guo)(guo)(guo)企監事(shi)會工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)》雜(za)志(zhi),逐省(sheng)(市(shi)、區)介紹深化(hua)監事(shi)會工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的經驗(yan)和成(cheng)效(xiao);法(fa)規局(ju)繼續編(bian)發(fa)(fa)地方(fang)(fang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)簡報,并(bing)在委(wei)(wei)機關網(wang)(wang)站上開辟了專(zhuan)欄。天津、江蘇、重(zhong)慶、甘肅等地國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)創辦了指導監督工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)簡報、刊物(wu)、網(wang)(wang)站專(zhuan)欄,搭建了工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)交流平臺(tai)。國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)(xi)統(tong)(tong)還利用網(wang)(wang)絡(luo)平臺(tai)提高指導監督工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息化(hua)水平。國(guo)(guo)(guo)(guo)務(wu)院(yuan)國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)評價局(ju)建立(li)了地方(fang)(fang)國(guo)(guo)(guo)(guo)有企業、國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)(xi)統(tong)(tong)監管(guan)企業和國(guo)(guo)(guo)(guo)有上市(shi)公司(si)的數據庫;產權局(ju)建立(li)了覆蓋全(quan)國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)監管(guan)機構的產權登記、產權交易(yi)等產權管(guan)理信息系(xi)(xi)統(tong)(tong);收益局(ju)建立(li)了國(guo)(guo)(guo)(guo)有資(zi)本經營預(yu)算(suan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息系(xi)(xi)統(tong)(tong)。浙(zhe)江省(sheng)國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)構建了覆蓋全(quan)省(sheng)的國(guo)(guo)(guo)(guo)資(zi)監管(guan)信息網(wang)(wang)絡(luo)平臺(tai),做到(dao)“共享監管(guan)資(zi)源、凝聚監管(guan)合力(li)”。
四是指(zhi)(zhi)導監(jian)督工作途徑方(fang)法不斷(duan)豐富。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)宣傳(chuan)局聯(lian)合上海、廣(guang)東(dong)、江(jiang)西等(deng)省(sheng)市(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei),共同舉辦(ban)“中央企業(ye)先進精(jing)神巡回報告會”;紀委(wei)(wei)(wei)監(jian)察局邀請全(quan)國(guo)(guo)(guo)省(sheng)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)加入(ru)中央企業(ye)懲防體系(xi)建設促進組。浙江(jiang)、江(jiang)蘇(su)等(deng)省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)主動爭(zheng)取省(sheng)政(zheng)(zheng)府轉發(fa)了(le)加強縣(xian)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)工作的(de)(de)(de)(de)意見,為指(zhi)(zhi)導縣(xian)級(ji)經營性(xing)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產實現“全(quan)覆蓋(gai)、全(quan)過(guo)程、全(quan)方(fang)位”監(jian)管(guan)提供了(le)政(zheng)(zheng)策依據。廣(guang)西自(zi)治區國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)組織開展(zhan)了(le)對(dui)(dui)地市(shi)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)建章立制(zhi)(zhi)、執(zhi)行政(zheng)(zheng)策法規制(zhi)(zhi)度情況的(de)(de)(de)(de)集(ji)中檢查(cha)。一(yi)年多來,不少地方(fang)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)積極探索建立指(zhi)(zhi)導監(jian)督工作聯(lian)系(xi)點(dian)制(zhi)(zhi)度。湖(hu)北省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)選擇13個縣(xian)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei),河南省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)選擇10個省(sheng)直管(guan)試點(dian)縣(xian),深入(ru)推廣(guang)“建設大國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)、打造大平(ping)臺、配置大資(zi)(zi)(zi)(zi)(zi)源”的(de)(de)(de)(de)經驗(yan)。一(yi)些(xie)省(sheng)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)還嘗試建立對(dui)(dui)下級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)(de)(de)考(kao)(kao)核(he)評價(jia)機制(zhi)(zhi)。山東(dong)、江(jiang)西等(deng)省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)把體制(zhi)(zhi)完(wan)善、國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)等(deng)專項工作作為主要指(zhi)(zhi)標(biao),組織開展(zhan)了(le)對(dui)(dui)地市(shi)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)(de)(de)考(kao)(kao)核(he)評價(jia)。云南省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)報請省(sheng)委(wei)(wei)(wei)、省(sheng)政(zheng)(zheng)府同意,將(jiang)16個州市(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)工作納入(ru)當地政(zheng)(zheng)府業(ye)績考(kao)(kao)核(he)范疇(chou)。

回(hui)顧(gu)國(guo)(guo)(guo)資(zi)(zi)委(wei)系統(tong)開(kai)展指(zhi)(zhi)(zhi)導監(jian)(jian)督工(gong)(gong)作的(de)(de)(de)(de)三年(nian)實(shi)踐,在(zai)各級(ji)國(guo)(guo)(guo)資(zi)(zi)委(wei)的(de)(de)(de)(de)努力(li)下(xia),實(shi)現了五個(ge)推(tui)動(dong)(dong):一是(shi)推(tui)動(dong)(dong)了地(di)方(fang)國(guo)(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)管(guan)體制的(de)(de)(de)(de)完善;二是(shi)推(tui)動(dong)(dong)了地(di)方(fang)國(guo)(guo)(guo)資(zi)(zi)委(wei)依法(fa)履行出資(zi)(zi)人職責;三是(shi)推(tui)動(dong)(dong)了國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)大格局的(de)(de)(de)(de)形成;四是(shi)推(tui)動(dong)(dong)了地(di)方(fang)做(zuo)強(qiang)做(zuo)優優勢特色企業;五是(shi)推(tui)動(dong)(dong)了地(di)方(fang)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)工(gong)(gong)作隊(dui)伍素質(zhi)的(de)(de)(de)(de)提升(sheng)。在(zai)充(chong)分肯定成績的(de)(de)(de)(de)同時,我們也要清醒地(di)認(ren)識到,當前(qian)指(zhi)(zhi)(zhi)導監(jian)(jian)督工(gong)(gong)作仍然存在(zai)一些(xie)不容忽視的(de)(de)(de)(de)薄弱環節(jie)和問題(ti)(ti)。比如(ru),國(guo)(guo)(guo)資(zi)(zi)委(wei)系統(tong)指(zhi)(zhi)(zhi)導監(jian)(jian)督工(gong)(gong)作進展明顯不平(ping)衡,少(shao)數(shu)地(di)方(fang)開(kai)展指(zhi)(zhi)(zhi)導監(jian)(jian)督存在(zai)畏難情緒,工(gong)(gong)作力(li)度不夠;有(you)的(de)(de)(de)(de)地(di)方(fang)國(guo)(guo)(guo)資(zi)(zi)委(wei)在(zai)指(zhi)(zhi)(zhi)導監(jian)(jian)督工(gong)(gong)作中重點不突出,工(gong)(gong)作措施流于形式,針對性不強(qiang);還(huan)有(you)的(de)(de)(de)(de)地(di)方(fang)國(guo)(guo)(guo)資(zi)(zi)委(wei)綜(zong)合(he)指(zhi)(zhi)(zhi)導與專業指(zhi)(zhi)(zhi)導相(xiang)互脫(tuo)節(jie),未能形成指(zhi)(zhi)(zhi)導監(jian)(jian)督工(gong)(gong)作的(de)(de)(de)(de)合(he)力(li)。這些(xie)問題(ti)(ti)需要我們在(zai)下(xia)一步工(gong)(gong)作中認(ren)真加以解決(jue)。
二、深入(ru)推進(jin)指導(dao)監督(du)工作的重點任務(wu)

正確把握國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)(de)機構(gou)性(xing)質(zhi)和(he)(he)職(zhi)(zhi)能(neng)(neng)定位(wei),是完(wan)善企業國(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)體(ti)制(zhi)的(de)(de)(de)重(zhong)要內容。國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)作為政(zheng)(zheng)(zheng)(zheng)府直(zhi)屬(shu)特(te)(te)設機構(gou)的(de)(de)(de)性(xing)質(zhi)定位(wei),體(ti)現了我們專門(men)(men)履(lv)行(xing)出資(zi)(zi)(zi)人職(zhi)(zhi)責(ze)、專司(si)國(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan),不(bu)同于行(xing)政(zheng)(zheng)(zheng)(zheng)部門(men)(men)行(xing)使(shi)社(she)(she)會(hui)(hui)公(gong)共管(guan)(guan)(guan)理職(zhi)(zhi)能(neng)(neng)的(de)(de)(de)根本特(te)(te)征。王勇主任(ren)在《十八(ba)大報告(gao)輔(fu)導讀本》中(zhong),專門(men)(men)就這個問題撰寫(xie)了輔(fu)導文章,國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統要深入(ru)學習領會(hui)(hui)。要繼續堅持國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)體(ti)制(zhi)改革的(de)(de)(de)“五項原則”,即(ji)堅持社(she)(she)會(hui)(hui)主義基(ji)本經(jing)濟(ji)制(zhi)度和(he)(he)市場經(jing)濟(ji)改革方向,堅持政(zheng)(zheng)(zheng)(zheng)企分(fen)開、政(zheng)(zheng)(zheng)(zheng)資(zi)(zi)(zi)分(fen)開、所(suo)有權和(he)(he)經(jing)營權相分(fen)離,堅持“國(guo)(guo)家(jia)所(suo)有、分(fen)級(ji)(ji)(ji)代表(biao)”,堅持“權利、義務和(he)(he)責(ze)任(ren)相統一,管(guan)(guan)(guan)資(zi)(zi)(zi)產(chan)和(he)(he)管(guan)(guan)(guan)人、管(guan)(guan)(guan)事相結合”,堅持省(sheng)和(he)(he)地市兩級(ji)(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)作為政(zheng)(zheng)(zheng)(zheng)府直(zhi)屬(shu)特(te)(te)設機構(gou)的(de)(de)(de)性(xing)質(zhi)定位(wei)不(bu)動搖(yao)。否則就會(hui)(hui)回歸政(zheng)(zheng)(zheng)(zheng)企不(bu)分(fen)、政(zheng)(zheng)(zheng)(zheng)資(zi)(zi)(zi)不(bu)分(fen)的(de)(de)(de)舊體(ti)制(zhi)。要依法保持國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)機構(gou)的(de)(de)(de)專門(men)(men)性(xing)和(he)(he)獨立(li)性(xing),國(guo)(guo)務院、省(sheng)和(he)(he)地市三級(ji)(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)都必須依法設立(li),不(bu)能(neng)(neng)因監(jian)(jian)管(guan)(guan)(guan)資(zi)(zi)(zi)產(chan)類型的(de)(de)(de)多(duo)樣化(hua)而改變各級(ji)(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)直(zhi)屬(shu)特(te)(te)設機構(gou)的(de)(de)(de)性(xing)質(zhi)。此外,國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)作為出資(zi)(zi)(zi)人機構(gou)應有的(de)(de)(de)法定職(zhi)(zhi)責(ze)至今仍不(bu)到位(wei)的(de)(de)(de),要抓緊落實到位(wei)。要處理好出資(zi)(zi)(zi)人行(xing)使(shi)所(suo)有權與(yu)企業行(xing)使(shi)經(jing)營權的(de)(de)(de)關系(xi),搞準出資(zi)(zi)(zi)人機構(gou)的(de)(de)(de)監(jian)(jian)管(guan)(guan)(guan)定位(wei),并(bing)切實做到不(bu)缺位(wei)、不(bu)錯(cuo)位(wei)、不(bu)越(yue)位(wei)。
(二)進一(yi)步完(wan)善企業國有資產監管(guan)法規(gui)制度(du)體系(xi)。
健全(quan)企(qi)業國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)法(fa)(fa)規(gui)(gui)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)體(ti)系(xi),是推(tui)動(dong)完(wan)(wan)善(shan)(shan)(shan)新體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)的(de)(de)(de)(de)重要(yao)抓手。黨的(de)(de)(de)(de)十八大報告強調指出(chu),“要(yao)把制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)建設擺在突出(chu)位置”,“構建系(xi)統完(wan)(wan)備、科學規(gui)(gui)范(fan)、運行(xing)有(you)(you)效的(de)(de)(de)(de)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)體(ti)系(xi),使各(ge)方面制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)更(geng)加成(cheng)熟更(geng)加定型。”這說明(ming),要(yao)完(wan)(wan)善(shan)(shan)(shan)國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi),應(ying)當更(geng)加重視法(fa)(fa)規(gui)(gui)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)建設。近十年來,經過國(guo)(guo)(guo)資(zi)委(wei)系(xi)統的(de)(de)(de)(de)共同努(nu)(nu)力,在立(li)法(fa)(fa)機關(guan)支持下,以《企(qi)業國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)法(fa)(fa)》為(wei)(wei)龍頭,以《企(qi)業國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)(jian)督管(guan)(guan)理暫行(xing)條(tiao)例》為(wei)(wei)基(ji)礎,以國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)規(gui)(gui)章、規(gui)(gui)范(fan)性文(wen)件為(wei)(wei)主要(yao)內容(rong)的(de)(de)(de)(de)企(qi)業國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)法(fa)(fa)規(gui)(gui)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)體(ti)系(xi)已經基(ji)本形成(cheng)。下一步在深入開展指導(dao)監(jian)(jian)督工作中,要(yao)適(shi)(shi)應(ying)完(wan)(wan)善(shan)(shan)(shan)新體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)的(de)(de)(de)(de)需要(yao),更(geng)加注(zhu)重總結監(jian)(jian)管(guan)(guan)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)改(gai)革的(de)(de)(de)(de)經驗(yan),并將經驗(yan)上升為(wei)(wei)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)。要(yao)學習湖(hu)北、山東等省的(de)(de)(de)(de)好(hao)做法(fa)(fa),加快推(tui)動(dong)各(ge)地抓緊出(chu)臺地方企(qi)業國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)條(tiao)例,不(bu)斷探索健全(quan)國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)各(ge)種(zhong)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)規(gui)(gui)范(fan)。要(yao)適(shi)(shi)時組織對現(xian)有(you)(you)國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)規(gui)(gui)章、規(gui)(gui)范(fan)性文(wen)件的(de)(de)(de)(de)清理,明(ming)確“立(li)、改(gai)、廢”的(de)(de)(de)(de)要(yao)求,努(nu)(nu)力為(wei)(wei)各(ge)級國(guo)(guo)(guo)資(zi)委(wei)行(xing)權履(lv)責提供成(cheng)熟完(wan)(wan)備的(de)(de)(de)(de)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)依(yi)據。
(三)不斷完善國(guo)資監管組織體系(xi)和工作體系(xi)。
推(tui)(tui)動完善國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)組織體系和工(gong)作(zuo)體系,是(shi)開展指導監(jian)(jian)督(du)工(gong)作(zuo)的(de)一(yi)項基本內(nei)容。要(yao)繼續推(tui)(tui)動地市單獨設立(li)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構。沒有設立(li)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構的(de)地市,要(yao)力爭通過三年努(nu)力全部予以設立(li)。縣級國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)要(yao)全面實現明確責(ze)任主體,并推(tui)(tui)動國(guo)(guo)(guo)有資(zi)(zi)產(chan)數量較大、具備條(tiao)件的(de)縣設立(li)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構。要(yao)繼續深入探索(suo)國(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)規(gui)律,鼓勵(li)從各(ge)地實際(ji)情況出(chu)(chu)發,針對當前國(guo)(guo)(guo)資(zi)(zi)委行權(quan)履責(ze)存在的(de)突(tu)出(chu)(chu)矛(mao)盾和問題(ti),突(tu)出(chu)(chu)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)重點(dian)。要(yao)進(jin)一(yi)步充(chong)實完善以主業(ye)核定、業(ye)績(ji)考核、薪(xin)酬分配、企(qi)(qi)業(ye)領導人(ren)員任免和財務評價、產(chan)權(quan)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理、監(jian)(jian)事(shi)會監(jian)(jian)督(du)、風險管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)控為主線的(de)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)閉環,加(jia)快(kuai)健全全國(guo)(guo)(guo)統一(yi)的(de)企(qi)(qi)業(ye)國(guo)(guo)(guo)有資(zi)(zi)產(chan)基礎管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理工(gong)作(zuo)體系,大力提高國(guo)(guo)(guo)資(zi)(zi)基礎管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理工(gong)作(zuo)水平,不斷(duan)增(zeng)強國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)效率。

推進經(jing)(jing)營性(xing)國有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)集中統一監(jian)(jian)管,是(shi)在市場(chang)(chang)經(jing)(jing)濟(ji)條(tiao)件(jian)下實(shi)現更(geng)(geng)大范圍(wei)、更(geng)(geng)高層(ceng)次(ci)、更(geng)(geng)廣(guang)領(ling)域(yu)優化配置國有(you)(you)資(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)的(de)(de)客觀需(xu)要(yao)(yao),也是(shi)更(geng)(geng)好地(di)遵(zun)循(xun)市場(chang)(chang)經(jing)(jing)濟(ji)規律和(he)(he)企業發展規律的(de)(de)必然要(yao)(yao)求(qiu)。當前(qian),要(yao)(yao)密切(qie)關注特(te)定行(xing)(xing)業和(he)(he)領(ling)域(yu)新(xin)一輪國有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)管理體制改革(ge)情況,盡可能避免對現行(xing)(xing)國資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管體制產(chan)(chan)(chan)生負面影(ying)響。要(yao)(yao)繼續探(tan)索對地(di)方金(jin)融、文化、自然資(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)等(deng)領(ling)域(yu)經(jing)(jing)營性(xing)國有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)的(de)(de)監(jian)(jian)管,按照政(zheng)企分(fen)開、政(zheng)資(zi)(zi)(zi)(zi)(zi)分(fen)開原則,積(ji)極主動向地(di)方黨委、政(zheng)府提出(chu)(chu)有(you)(you)關改革(ge)的(de)(de)意(yi)見、建議,做(zuo)好與有(you)(you)關部門的(de)(de)溝通協調(diao),不斷健全(quan)國有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)出(chu)(chu)資(zi)(zi)(zi)(zi)(zi)人制度,防止出(chu)(chu)現“多龍(long)治資(zi)(zi)(zi)(zi)(zi)”、條(tiao)塊分(fen)割(ge)的(de)(de)格局。要(yao)(yao)以維護、鞏固、完(wan)善新(xin)體制為目標,審慎探(tan)索直(zhi)接持股、股權(quan)代持、委托監(jian)(jian)管等(deng)形式,不斷創(chuang)新(xin)國資(zi)(zi)(zi)(zi)(zi)委行(xing)(xing)權(quan)履(lv)責、加強監(jian)(jian)管的(de)(de)有(you)(you)效途徑(jing)和(he)(he)方式。
(五(wu))著力打造地方(fang)國(guo)有優(you)勢特色(se)企業(ye)。
積(ji)極(ji)推動打(da)造(zao)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)有(you)(you)優(you)(you)(you)勢(shi)(shi)(shi)特色(se)(se)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),既有(you)(you)利于(yu)發(fa)(fa)揮(hui)(hui)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)有(you)(you)經濟的(de)主導作(zuo)(zuo)用(yong),也(ye)有(you)(you)利于(yu)筑牢實(shi)體經濟這個(ge)堅實(shi)基礎(chu)。因此,深(shen)入開展(zhan)指導監(jian)(jian)督工作(zuo)(zuo),應當在(zai)推動打(da)造(zao)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)有(you)(you)優(you)(you)(you)勢(shi)(shi)(shi)特色(se)(se)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)上下更大功(gong)夫。要(yao)(yao)緊(jin)密結合(he)本(ben)地(di)(di)區發(fa)(fa)展(zhan)規劃,立足當地(di)(di)自然條件、區位特點、資(zi)(zi)源狀況和產業(ye)(ye)(ye)基礎(chu),深(shen)入論(lun)證并(bing)找(zhao)準(zhun)本(ben)地(di)(di)區國(guo)(guo)(guo)有(you)(you)優(you)(you)(you)勢(shi)(shi)(shi)特色(se)(se)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)發(fa)(fa)展(zhan)方(fang)(fang)向。要(yao)(yao)指導監(jian)(jian)管企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)加(jia)快轉(zhuan)(zhuan)型升級,調整(zheng)產業(ye)(ye)(ye)結構、推進自主創(chuang)新、優(you)(you)(you)化內部(bu)資(zi)(zi)源配置、實(shi)施(shi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)重組整(zheng)合(he)和推進國(guo)(guo)(guo)際化經營(ying),進一(yi)(yi)步轉(zhuan)(zhuan)變發(fa)(fa)展(zhan)方(fang)(fang)式,從(cong)而打(da)造(zao)一(yi)(yi)批具(ju)有(you)(you)競爭(zheng)力(li)和影響力(li)的(de)地(di)(di)方(fang)(fang)優(you)(you)(you)勢(shi)(shi)(shi)特色(se)(se)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。要(yao)(yao)將培育(yu)(yu)知名品牌作(zuo)(zuo)為(wei)打(da)造(zao)優(you)(you)(you)勢(shi)(shi)(shi)特色(se)(se)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)重要(yao)(yao)抓手,注(zhu)意指導監(jian)(jian)管企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)制定實(shi)施(shi)品牌戰略,在(zai)深(shen)入挖掘傳統(tong)特色(se)(se)品牌資(zi)(zi)源、鞏固擴(kuo)大其影響力(li)的(de)基礎(chu)上,結合(he)市場和企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)產品結構發(fa)(fa)展(zhan)變化,積(ji)極(ji)培育(yu)(yu)新品牌。要(yao)(yao)通過(guo)打(da)造(zao)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)有(you)(you)優(you)(you)(you)勢(shi)(shi)(shi)特色(se)(se)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),更好地(di)(di)發(fa)(fa)揮(hui)(hui)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)有(you)(you)經濟引(yin)領、輻射和帶動作(zuo)(zuo)用(yong),努力(li)實(shi)現“培育(yu)(yu)一(yi)(yi)個(ge)龍頭企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),形成一(yi)(yi)個(ge)優(you)(you)(you)勢(shi)(shi)(shi)產業(ye)(ye)(ye),帶動一(yi)(yi)方(fang)(fang)經濟發(fa)(fa)展(zhan)”。在(zai)打(da)造(zao)地(di)(di)方(fang)(fang)優(you)(you)(you)勢(shi)(shi)(shi)特色(se)(se)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)中,還要(yao)(yao)特別(bie)關注(zhu)地(di)(di)方(fang)(fang)融(rong)資(zi)(zi)平(ping)(ping)臺公司(si)風(feng)險防范問(wen)題,要(yao)(yao)結合(he)新形勢(shi)(shi)(shi),進一(yi)(yi)步指導下級國(guo)(guo)(guo)資(zi)(zi)委密切(qie)關注(zhu)系統(tong)內融(rong)資(zi)(zi)平(ping)(ping)臺公司(si)的(de)運行,加(jia)強對其經營(ying)模式、治理結構、融(rong)資(zi)(zi)規模和償債(zhai)能(neng)力(li)的(de)跟蹤(zong)監(jian)(jian)管。前一(yi)(yi)階段,一(yi)(yi)些地(di)(di)方(fang)(fang)推進融(rong)資(zi)(zi)平(ping)(ping)臺公司(si)適時轉(zhuan)(zhuan)型并(bing)有(you)(you)效加(jia)強運營(ying)風(feng)險防控,這一(yi)(yi)做法值得各地(di)(di)學習(xi)借鑒。
(六)深入構建國(guo)資監管大格局(ju)。
在(zai)(zai)國(guo)(guo)資(zi)(zi)委系(xi)統(tong)推(tui)動構建國(guo)(guo)資(zi)(zi)監管大(da)格(ge)局,是(shi)(shi)國(guo)(guo)務(wu)(wu)院國(guo)(guo)資(zi)(zi)委作(zuo)(zuo)(zuo)出的(de)(de)(de)(de)(de)一(yi)項重要(yao)(yao)(yao)戰略部署(shu)。一(yi)年多來(lai),各地(di)(di)在(zai)(zai)推(tui)動構建國(guo)(guo)資(zi)(zi)監管大(da)格(ge)局方面(mian),取得了良好(hao)(hao)(hao)(hao)(hao)(hao)效果。下(xia)(xia)一(yi)步,要(yao)(yao)(yao)突(tu)出抓(zhua)好(hao)(hao)(hao)(hao)(hao)(hao)“三個(ge)著力(li)”:一(yi)是(shi)(shi)著力(li)推(tui)動本(ben)地(di)(di)區(qu)(qu)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產的(de)(de)(de)(de)(de)集中優化(hua)配置。要(yao)(yao)(yao)把本(ben)地(di)(di)區(qu)(qu)的(de)(de)(de)(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產和(he)中央(yang)(yang)企業(ye)、兄弟省市(shi)在(zai)(zai)本(ben)地(di)(di)區(qu)(qu)的(de)(de)(de)(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產放(fang)在(zai)(zai)一(yi)個(ge)大(da)平(ping)臺上進(jin)行優化(hua)配置,使這些國(guo)(guo)有(you)(you)(you)資(zi)(zi)產在(zai)(zai)本(ben)地(di)(di)區(qu)(qu)形成更大(da)的(de)(de)(de)(de)(de)競爭優勢(shi)。二(er)是(shi)(shi)著力(li)深化(hua)央(yang)(yang)地(di)(di)合(he)(he)作(zuo)(zuo)(zuo)和(he)區(qu)(qu)域合(he)(he)作(zuo)(zuo)(zuo)。要(yao)(yao)(yao)注意完善央(yang)(yang)地(di)(di)合(he)(he)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)(de)協調(diao)機制,以出資(zi)(zi)關(guan)系(xi)為基礎,充分(fen)尊重市(shi)場規律,深入做(zuo)(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)合(he)(he)作(zuo)(zuo)(zuo)項目的(de)(de)(de)(de)(de)研(yan)究論(lun)證,避免重復(fu)建設和(he)資(zi)(zi)源(yuan)浪費,不搞(gao)“拉郎配”。要(yao)(yao)(yao)正確處理好(hao)(hao)(hao)(hao)(hao)(hao)“借梯上樓(lou)”與(yu)(yu)自我發展(zhan)的(de)(de)(de)(de)(de)關(guan)系(xi),把引(yin)入外部資(zi)(zi)源(yuan)與(yu)(yu)做(zuo)(zuo)強(qiang)做(zuo)(zuo)優本(ben)地(di)(di)企業(ye)有(you)(you)(you)機結合(he)(he)起來(lai)。三是(shi)(shi)著力(li)創造有(you)(you)(you)利(li)于(yu)國(guo)(guo)有(you)(you)(you)企業(ye)改革(ge)發展(zhan)的(de)(de)(de)(de)(de)良好(hao)(hao)(hao)(hao)(hao)(hao)環境(jing)(jing)。具體來(lai)說,要(yao)(yao)(yao)做(zuo)(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)以下(xia)(xia)工作(zuo)(zuo)(zuo):對上要(yao)(yao)(yao)加強(qiang)請(qing)示(shi)匯(hui)報,主動爭取當地(di)(di)黨政主要(yao)(yao)(yao)領導(dao)的(de)(de)(de)(de)(de)重視(shi)與(yu)(yu)支(zhi)持(chi);對外要(yao)(yao)(yao)積(ji)極(ji)做(zuo)(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)與(yu)(yu)有(you)(you)(you)關(guan)部門的(de)(de)(de)(de)(de)溝通協調(diao),努力(li)形成支(zhi)持(chi)國(guo)(guo)資(zi)(zi)國(guo)(guo)企改革(ge)發展(zhan)的(de)(de)(de)(de)(de)共(gong)識(shi)和(he)合(he)(he)力(li);對下(xia)(xia)要(yao)(yao)(yao)積(ji)極(ji)做(zuo)(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)指(zhi)導(dao)和(he)服務(wu)(wu),為監管企業(ye)和(he)下(xia)(xia)級國(guo)(guo)資(zi)(zi)委提(ti)供方向指(zhi)引(yin)和(he)撐腰支(zhi)持(chi);對社會要(yao)(yao)(yao)積(ji)極(ji)做(zuo)(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)輿(yu)論(lun)宣(xuan)傳,努力(li)創造全(quan)社會支(zhi)持(chi)國(guo)(guo)資(zi)(zi)國(guo)(guo)企改革(ge)發展(zhan)的(de)(de)(de)(de)(de)良好(hao)(hao)(hao)(hao)(hao)(hao)外部環境(jing)(jing);對內(nei)要(yao)(yao)(yao)積(ji)極(ji)做(zuo)(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)實踐總(zong)結和(he)理論(lun)研(yan)究,不斷提(ti)高(gao)國(guo)(guo)資(zi)(zi)監管工作(zuo)(zuo)(zuo)能力(li)和(he)水平(ping)。
三、 扎實做好指導(dao)監(jian)督工作的幾點要求
今(jin)年(nian)是(shi)全面貫徹黨的(de)十(shi)八(ba)大精(jing)(jing)神的(de)開局(ju)之年(nian),也(ye)是(shi)落實“十(shi)二五”指導(dao)監(jian)督工作主要(yao)任務(wu)的(de)重要(yao)一年(nian)。各地(di)國(guo)資(zi)委要(yao)根(gen)據黨的(de)十(shi)八(ba)大和(he)中(zhong)央(yang)經濟工作會議精(jing)(jing)神,按照(zhao)全國(guo)國(guo)資(zi)監(jian)管工作會議的(de)要(yao)求(qiu),立足本地(di)實際,努力將指導(dao)監(jian)督工作推向深(shen)入。在(zai)這(zhe)里,我提出(chu)五點要(yao)求(qiu):
(一) 進一步提高深入開展指導監督工作重要性的認(ren)識。
上(shang)(shang)(shang)級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)對下級政府的國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)進行指導(dao)和(he)監(jian)(jian)(jian)(jian)督(du),是國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)承(cheng)擔的一項法定(ding)職(zhi)責(ze)(ze),也是維護國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)“國(guo)(guo)(guo)(guo)家(jia)所有”的一項重要(yao)(yao)制(zhi)度安排。應當(dang)強調,國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系(xi)(xi)(xi)統承(cheng)擔的出資(zi)(zi)(zi)人(ren)(ren)職(zhi)責(ze)(ze)和(he)面(mian)上(shang)(shang)(shang)監(jian)(jian)(jian)(jian)管(guan)職(zhi)責(ze)(ze),是緊(jin)密(mi)聯(lian)系(xi)(xi)(xi)、有機統一的。衡量(liang)和(he)評價(jia)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)工(gong)(gong)作(zuo)成效,不(bu)僅要(yao)(yao)看(kan)出資(zi)(zi)(zi)人(ren)(ren)職(zhi)責(ze)(ze)履(lv)行得(de)好(hao)不(bu)好(hao),還(huan)要(yao)(yao)看(kan)面(mian)上(shang)(shang)(shang)監(jian)(jian)(jian)(jian)管(guan)的指導(dao)監(jian)(jian)(jian)(jian)督(du)職(zhi)責(ze)(ze)履(lv)行得(de)好(hao)不(bu)好(hao)。這兩方(fang)面(mian)工(gong)(gong)作(zuo)同等重要(yao)(yao)、缺一不(bu)可。各地國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)一定(ding)要(yao)(yao)認真貫徹(che)落實(shi)黨的十(shi)八(ba)大(da)精神,自覺(jue)將(jiang)指導(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)放(fang)到(dao)推動完善國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)體(ti)制(zhi)的重要(yao)(yao)舉措上(shang)(shang)(shang)來認識(shi),放(fang)到(dao)確保全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)政策協調統一的高度上(shang)(shang)(shang)來認識(shi),放(fang)到(dao)保障(zhang)實(shi)現“十(shi)二五”時期國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)改革(ge)發(fa)展(zhan)“兩新目標”的迫切需要(yao)(yao)上(shang)(shang)(shang)來認識(shi),放(fang)到(dao)進一步(bu)加強國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系(xi)(xi)(xi)統自身建設(she)的內在要(yao)(yao)求上(shang)(shang)(shang)來認識(shi)。
(二)全面落(luo)實(shi)指導監督工作各項規定和制度要求(qiu)。
各地國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)要(yao)(yao)繼續按照《地方(fang)(fang)國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)工作指(zhi)導(dao)監(jian)(jian)督辦(ban)法(fa)》(國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)令第25號),進(jin)一步(bu)明確(que)指(zhi)導(dao)監(jian)(jian)督工作的(de)主要(yao)(yao)職責和要(yao)(yao)求(qiu)。要(yao)(yao)認真(zhen)執行(xing)立法(fa)備案、依法(fa)實(shi)施督查和重大事項(xiang)報告等規定,切實(shi)做到下級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)制定的(de)規范(fan)性(xing)文(wen)件,及(ji)(ji)時報送上級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)備案;下級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)機(ji)構設置、監(jian)(jian)管(guan)(guan)范(fan)圍發生重大變動等情況,及(ji)(ji)時報告上級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)。要(yao)(yao)嚴格按照指(zhi)導(dao)監(jian)(jian)督工作事項(xiang)和方(fang)(fang)式的(de)規定,認真(zhen)履行(xing)好(hao)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)工作中(zhong)逐級(ji)(ji)監(jian)(jian)督職責,對一些地方(fang)(fang)出現的(de)不符合改革方(fang)(fang)向和國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)政策法(fa)律規定的(de)做法(fa),上級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)應當及(ji)(ji)時與當地政府及(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)溝(gou)通協(xie)調,提出改進(jin)的(de)意見(jian)和建議。
(三)切(qie)實搞(gao)好綜合指導和(he)專(zhuan)業指導的協調聯動。

指導監(jian)督工作(zuo)開(kai)展得好不(bu)好,很大程度上取決(jue)于(yu)我們工作(zuo)的針對(dui)性(xing)和(he)有效(xiao)(xiao)性(xing)。各地(di)國(guo)(guo)資(zi)(zi)(zi)委要(yao)(yao)緊(jin)緊(jin)圍(wei)繞“十二五”國(guo)(guo)資(zi)(zi)(zi)監(jian)管的主要(yao)(yao)任務和(he)重點問題,結合(he)本地(di)區(qu)實(shi)際,注(zhu)意分階段選擇一兩個重點,力爭(zheng)實(shi)現重點突破。要(yao)(yao)不(bu)斷豐富工作(zuo)手段,采取召開(kai)片(pian)區(qu)座談(tan)會、出臺(tai)規范(fan)性(xing)文件、與下級(ji)政(zheng)府(fu)溝通協調等形式,及時指導、幫助下級(ji)國(guo)(guo)資(zi)(zi)(zi)委解決(jue)工作(zuo)中遇到的突出問題。要(yao)(yao)進(jin)一步搭建和(he)完(wan)善網(wang)絡(luo)、簡報、期刊等信息交流(liu)平臺(tai),及時總結交流(liu)國(guo)(guo)資(zi)(zi)(zi)監(jian)管的好做法、好經(jing)驗(yan),擴大先進(jin)典型的示范(fan)效(xiao)(xiao)應。要(yao)(yao)切(qie)實(shi)轉變(bian)指導監(jian)督工作(zuo)的作(zuo)風,加強(qiang)調查研究,主動(dong)到工作(zuo)難度大、困(kun)難問題多(duo)的下級(ji)國(guo)(guo)資(zi)(zi)(zi)委了解情況,掌握第一手材(cai)料,取得工作(zuo)的主動(dong)權。
(五)繼續加(jia)強(qiang)指(zhi)導(dao)監督工作隊伍建(jian)設。

這(zhe)里,我(wo)還要強調一下國(guo)(guo)(guo)有(you)企業列入世貿組織(zhi)《政(zheng)府(fu)采購(gou)協議》(GPA)出(chu)價(jia)的研究工(gong)作。《政(zheng)府(fu)采購(gou)協議》(GPA)是(shi)WTO的一項諸(zhu)邊協議,宗旨(zhi)是(shi)促進成員方開(kai)放(fang)政(zheng)府(fu)采購(gou)市場(chang),擴(kuo)大(da)國(guo)(guo)(guo)際貿易。加入GPA,是(shi)我(wo)國(guo)(guo)(guo)入世時作出(chu)的鄭重承諾(nuo)。希(xi)望各(ge)地國(guo)(guo)(guo)資委高度(du)重視(shi),認(ren)真組織(zhi)好相關工(gong)作。
最(zui)后(hou)(hou),我就進(jin)一(yi)步提(ti)升指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)水平再強調四(si)(si)點(dian)。一(yi)要(yao)(yao)(yao)高(gao)度重視(shi)指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)。指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)是(shi)(shi)(shi)三級(ji)國(guo)(guo)資(zi)委(wei)的(de)(de)重要(yao)(yao)(yao)法定職責,是(shi)(shi)(shi)聯(lian)系上下級(ji)國(guo)(guo)資(zi)委(wei)的(de)(de)重要(yao)(yao)(yao)橋梁,也(ye)是(shi)(shi)(shi)構建(jian)國(guo)(guo)資(zi)監(jian)(jian)管大格局的(de)(de)重要(yao)(yao)(yao)抓(zhua)手,各(ge)級(ji)國(guo)(guo)資(zi)委(wei)要(yao)(yao)(yao)給予充分重視(shi),認真(zhen)開(kai)(kai)展有(you)關(guan)工(gong)作(zuo)(zuo)。地市國(guo)(guo)資(zi)委(wei)也(ye)要(yao)(yao)(yao)成立指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)領導(dao)小組,指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)縣級(ji)政府(fu)國(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)管工(gong)作(zuo)(zuo)。二要(yao)(yao)(yao)把指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)的(de)(de)著(zhu)力點(dian)放(fang)在以下七(qi)個(ge)方(fang)面(mian):把握(wo)原則(ze),指(zhi)(zhi)引(yin)方(fang)向;完(wan)善(shan)(shan)體制(zhi),健全制(zhi)度;撐腰鼓勁(jing),表彰先進(jin);經(jing)驗(yan)交流,相互(hu)學習;業務培訓(xun),提(ti)升素質;研(yan)討問題(ti),集思廣(guang)益;修正(zheng)偏差,提(ti)高(gao)效率(lv)。三要(yao)(yao)(yao)將完(wan)善(shan)(shan)國(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)管體制(zhi)作(zuo)(zuo)為當前(qian)和今后(hou)(hou)一(yi)個(ge)時(shi)期指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)的(de)(de)首要(yao)(yao)(yao)任(ren)務,努力爭取(qu)在重大問題(ti)上取(qu)得(de)實質性突破。四(si)(si)要(yao)(yao)(yao)掌握(wo)好(hao)(hao)開(kai)(kai)展指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)的(de)(de)五個(ge)要(yao)(yao)(yao)點(dian)。一(yi)是(shi)(shi)(shi)多到基(ji)層調研(yan),掌握(wo)第一(yi)手資(zi)料(liao),號準脈搏,開(kai)(kai)好(hao)(hao)藥方(fang)。二是(shi)(shi)(shi)看準的(de)(de)工(gong)作(zuo)(zuo)要(yao)(yao)(yao)一(yi)抓(zhua)到底,不(bu)突破不(bu)罷(ba)手,持之以恒。三是(shi)(shi)(shi)善(shan)(shan)于借力發力,打開(kai)(kai)局面(mian)。四(si)(si)是(shi)(shi)(shi)要(yao)(yao)(yao)強化(hua)委(wei)內廳局(處室)、上下級(ji)國(guo)(guo)資(zi)委(wei)之間的(de)(de)合(he)作(zuo)(zuo)、聯(lian)動,進(jin)一(yi)步形成指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)合(he)力。五是(shi)(shi)(shi)不(bu)斷(duan)探索創(chuang)新(xin)工(gong)作(zuo)(zuo)方(fang)式方(fang)法,努力打造指(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)的(de)(de)特色和亮(liang)點(dian)。
