據中國之(zhi)聲《央廣新聞》報道(dao),福(fu)建省福(fu)州市及泉州市出(chu)臺多項政策,從用地、資(zi)金補(bu)助(zhu)、稅收(shou)減免、優(you)惠政策等各方面鼓勵企業(ye)(ye)投(tou)資(zi)建設公共(gong)租賃住房。到底這一系列政策能(neng)不能(neng)真正吸引企業(ye)(ye)參與公租房建設的積極性?
福州(zhou)、泉州(zhou)兩地(di)(di)政(zheng)府表示(shi),凡是在開發區和工業園(yuan)區的(de)(de)企業愿意(yi)利用(yong)自有土地(di)(di)投資(zi)建(jian)設公(gong)(gong)租(zu)(zu)(zu)房(fang)(fang)的(de)(de),可(ke)以和所(suo)在縣(市(shi))區住房(fang)(fang)保障部(bu)門(men)簽(qian)訂相(xiang)關(guan)的(de)(de)建(jian)設協議,享受公(gong)(gong)租(zu)(zu)(zu)房(fang)(fang)建(jian)設有關(guan)優惠政(zheng)策。優惠政(zheng)策包括(kuo),不(bu)再增收(shou)(shou)土地(di)(di)出讓金。企業投資(zi)建(jian)設的(de)(de)公(gong)(gong)租(zu)(zu)(zu)房(fang)(fang),納入(ru)住房(fang)(fang)保障建(jian)設計(ji)劃的(de)(de),可(ke)以爭取國家、省補(bu)助資(zi)金。而且,還免(mian)征城市(shi)基(ji)礎設施(shi)配套費、防(fang)雷檢測及圖紙審(shen)查(cha)費、人防(fang)建(jian)設基(ji)金、城市(shi)道路占用(yong)費等各項行(xing)政(zheng)事業性(xing)收(shou)(shou)費和政(zheng)府性(xing)基(ji)金;免(mian)征城鎮土地(di)(di)使用(yong)稅和印花(hua)稅;對經營公(gong)(gong)租(zu)(zu)(zu)房(fang)(fang)所(suo)取得的(de)(de)租(zu)(zu)(zu)金收(shou)(shou)入(ru),免(mian)征營業稅、房(fang)(fang)產稅;除此(ci)外,像電力、通訊、市(shi)政(zheng)公(gong)(gong)用(yong)事業等單位適當減(jian)免(mian)公(gong)(gong)租(zu)(zu)(zu)房(fang)(fang)的(de)(de)入(ru)網、管網增容等經營性(xing)收(shou)(shou)費。另外,還允許企業新建(jian)公(gong)(gong)租(zu)(zu)(zu)房(fang)(fang)按(an)一定(ding)比(bi)例在底層配建(jian)商(shang)業店鋪,出租(zu)(zu)(zu)收(shou)(shou)入(ru)用(yong)于彌補(bu)公(gong)(gong)共租(zu)(zu)(zu)賃(lin)住房(fang)(fang)建(jian)設和運營成本。
泉州(zhou)出(chu)臺這(zhe)樣(yang)的(de)政(zheng)策比福(fu)州(zhou)還要早一步。我(wo)(wo)之(zhi)前采訪(fang)了泉州(zhou)南(nan)安(an)群峰機械(xie)公司,這(zhe)個公司已經投資3000多萬元建(jian)(jian)設(she)了245套公租房,總經理(li)助理(li)張建(jian)(jian)海(hai)告訴(su)我(wo)(wo)說,從(cong)政(zheng)府(fu)開出(chu)的(de)那些優(you)惠(hui)條(tiao)件(jian)來看,他(ta)們(men)(men)從(cong)建(jian)(jian)設(she)公租房的(de)總投資額(e)角度來講,應該省下10%到20%。而且,他(ta)們(men)(men)公司里500名員工(gong),外來務工(gong)人(ren)數占一半以上,他(ta)們(men)(men)既買不(bu)起經濟適用房,也(ye)不(bu)夠廉(lian)租房條(tiao)件(jian),常(chang)常(chang)因為住房問題解決不(bu)了而拍屁(pi)股走人(ren),如果員工(gong)住房解決了,就可(ke)以在(zai)企業安(an)心工(gong)作(zuo),從(cong)而改善企業用工(gong)環(huan)境。
現在多數有條(tiao)件(jian)的(de)民營企(qi)業正(zheng)是抱(bao)著“政府讓利(li),不會讓企(qi)業吃虧”的(de)態度(du),積極(ji)加(jia)入公(gong)租房建設(she)的(de)項目。泉州市住(zhu)建局住(zhu)房保障科科長王炳躍說,政策出臺半年的(de)時(shi)間,向(xiang)他們報名的(de)企(qi)業大(da)概有1萬套,這些房屋一律(lv)優先保障企(qi)業外來務(wu)工(gong)人(ren)員(yuan)居住(zhu)。企(qi)業之所以這么(me)響應,就是因為這方面(mian)的(de)稅費和優惠政策給予他們很大(da)的(de)信心。
