中國證券(quan)網訊 《深圳市公(gong)共租賃住房(fang)(fang)(fang)和(he)廉(lian)租住房(fang)(fang)(fang)并(bing)軌運行(xing)實施辦法(送審稿)》昨起向公(gong)眾征(zheng)求意見。“兩房(fang)(fang)(fang)”并(bing)軌后,深圳市以貨幣(bi)補(bu)貼和(he)實物配租相結合的方式對廉(lian)租保障對象實施住房(fang)(fang)(fang)保障,并(bing)將根據住房(fang)(fang)(fang)市場發展變(bian)化,動(dong)態調整貨幣(bi)補(bu)貼標準(zhun)。
據深(shen)圳(zhen)特區報8日消(xiao)息,自深(shen)圳(zhen)市廉(lian)(lian)租(zu)(zu)住房(fang)(fang)(fang)保障制度建立以來,未曾單(dan)獨安排廉(lian)(lian)租(zu)(zu)房(fang)(fang)(fang)項目建設,事實(shi)(shi)(shi)上已實(shi)(shi)(shi)現(xian)公租(zu)(zu)房(fang)(fang)(fang)和(he)廉(lian)(lian)租(zu)(zu)房(fang)(fang)(fang)房(fang)(fang)(fang)源并軌。《實(shi)(shi)(shi)施(shi)辦(ban)法(fa)(fa)(fa)》再次(ci)明確,自《實(shi)(shi)(shi)施(shi)辦(ban)法(fa)(fa)(fa)》施(shi)行(xing)(xing)之日起,不再建設籌集廉(lian)(lian)租(zu)(zu)房(fang)(fang)(fang),《實(shi)(shi)(shi)施(shi)辦(ban)法(fa)(fa)(fa)》施(shi)行(xing)(xing)之日前的存(cun)量廉(lian)(lian)租(zu)(zu)房(fang)(fang)(fang)納入公租(zu)(zu)房(fang)(fang)(fang)房(fang)(fang)(fang)源。除存(cun)量廉(lian)(lian)租(zu)(zu)房(fang)(fang)(fang)租(zu)(zu)賃合同繼(ji)續履行(xing)(xing)、續租(zu)(zu)等特殊情形外,實(shi)(shi)(shi)行(xing)(xing)統(tong)一管理,執行(xing)(xing)統(tong)一租(zu)(zu)金標準。
今后,市場房(fang)租金補貼標準將由各區(qu)負責(ze)制定并(bing)公布(bu)執(zhi)行;市場房(fang)租金補貼標準應(ying)根據本(ben)區(qu)(新區(qu))社會經濟發展狀(zhuang)況、物(wu)價變動(dong)情況和住房(fang)保障水平等適時進行調整。
關于實(shi)物配租面(mian)積、租金(jin)(jin)標(biao)準,《實(shi)施辦(ban)法》規定:廉租保障對象經輪候并(bing)承租公(gong)租房的,配租面(mian)積、租金(jin)(jin)標(biao)準與社會(hui)輪候家庭承租公(gong)租房的配租面(mian)積、租金(jin)(jin)標(biao)準一致。
關于公(gong)租(zu)房租(zu)金(jin)補(bu)貼(tie)標準,《實施辦(ban)法》規定:“按照其所承(cheng)租(zu)公(gong)租(zu)房租(zu)金(jin)標準的(de)(de)90%向其發放公(gong)租(zu)房租(zu)金(jin)補(bu)貼(tie)”,即承(cheng)租(zu)公(gong)租(zu)房的(de)(de)廉(lian)租(zu)保障對象實際只(zhi)承(cheng)擔公(gong)租(zu)房租(zu)金(jin)的(de)(de)10%。
關于(yu)公租(zu)(zu)(zu)房租(zu)(zu)(zu)金(jin)補(bu)貼(tie)(tie)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)標準(zhun)(zhun),根(gen)據(ju)上述政策規定,《實施辦法》明(ming)確,公租(zu)(zu)(zu)房租(zu)(zu)(zu)金(jin)補(bu)貼(tie)(tie)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)標準(zhun)(zhun)按廉(lian)租(zu)(zu)(zu)保障對象人口(kou)數計算(suan),人均補(bu)貼(tie)(tie)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)標準(zhun)(zhun)為(wei)15平(ping)方(fang)米,每個家庭補(bu)貼(tie)(tie)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)上限為(wei)50平(ping)方(fang)米。承租(zu)(zu)(zu)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)低(di)于(yu)補(bu)貼(tie)(tie)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)標準(zhun)(zhun)的,按實際(ji)承租(zu)(zu)(zu)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)計算(suan);承租(zu)(zu)(zu)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)高于(yu)補(bu)貼(tie)(tie)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)標準(zhun)(zhun)的,超出補(bu)貼(tie)(tie)面(mian)(mian)(mian)(mian)(mian)(mian)積(ji)(ji)(ji)標準(zhun)(zhun)部分不(bu)予補(bu)貼(tie)(tie)。
