2020年北京市商品住宅用地繼續實行彈性供應

  中(zhong)證網訊(xun)(記(ji)者 王舒(shu)嫄)北(bei)京(jing)市(shi)規劃(hua)和自然資源委員會公眾號28日消息(xi),經北(bei)京(jing)市(shi)政(zheng)府批準(zhun),《北(bei)京(jing)市(shi)2020年(nian)(nian)度(du)建(jian)(jian)(jian)設(she)(she)(she)用(yong)(yong)(yong)(yong)地(di)(di)供應計(ji)劃(hua)》(下簡稱2020年(nian)(nian)度(du)供地(di)(di)計(ji)劃(hua))今日由北(bei)京(jing)市(shi)規劃(hua)和自然資源委員會、北(bei)京(jing)市(shi)發展(zhan)和改革委員會聯(lian)合發布實施。今年(nian)(nian)北(bei)京(jing)供地(di)(di)計(ji)劃(hua)緊(jin)(jin)緊(jin)(jin)圍繞落(luo)實北(bei)京(jing)城市(shi)總體規劃(hua),強化首(shou)都城市(shi)功能定位(wei),堅(jian)持減量(liang)提質(zhi),加(jia)大民生改善力(li)度(du),集中(zhong)推動(dong)重(zhong)點(dian)地(di)(di)區建(jian)(jian)(jian)設(she)(she)(she)、著力(li)構建(jian)(jian)(jian)高精尖結構等(deng)方面,確定2020年(nian)(nian)全(quan)市(shi)建(jian)(jian)(jian)設(she)(she)(she)用(yong)(yong)(yong)(yong)地(di)(di)計(ji)劃(hua)供應總量(liang)為3710公頃(qing),其(qi)中(zhong),特交水建(jian)(jian)(jian)設(she)(she)(she)用(yong)(yong)(yong)(yong)地(di)(di)(主要(yao)包(bao)括特殊用(yong)(yong)(yong)(yong)地(di)(di):如軍(jun)事(shi)(shi)用(yong)(yong)(yong)(yong)地(di)(di)、外事(shi)(shi)用(yong)(yong)(yong)(yong)地(di)(di)等(deng)、交通用(yong)(yong)(yong)(yong)地(di)(di)、水域和水利設(she)(she)(she)施用(yong)(yong)(yong)(yong)地(di)(di))1650公頃(qing),城鄉建(jian)(jian)(jian)設(she)(she)(she)用(yong)(yong)(yong)(yong)地(di)(di)2060公頃(qing)。

  今年(nian)全市(shi)建設用地計(ji)劃供(gong)應總(zong)(zong)量與去年(nian)計(ji)劃總(zong)(zong)量基本持平,繼續(xu)推動構建“一(yi)核(he)一(yi)主一(yi)副、兩軸多(duo)點一(yi)區”的城(cheng)市(shi)空間結(jie)構。

  住(zhu)宅(zhai)用(yong)(yong)(yong)地供應(ying)計劃方面,今年北京(jing)落實中(zhong)央經濟工作會(hui)議要求(qiu),堅持(chi)“房子是用(yong)(yong)(yong)來(lai)住(zhu)的,不是用(yong)(yong)(yong)來(lai)炒(chao)的定位(wei)”,落實“一(yi)城一(yi)策”房地產市(shi)場健康發展長效機制,保(bao)障住(zhu)房用(yong)(yong)(yong)地需求(qiu)。堅持(chi)租購并舉(ju),完善住(zhu)房市(shi)場體系和住(zhu)房保(bao)障體系,全力(li)推(tui)進(jin)全市(shi)住(zhu)宅(zhai)用(yong)(yong)(yong)地供應(ying)。2020年度安排住(zhu)宅(zhai)用(yong)(yong)(yong)地供應(ying)1000公(gong)(gong)頃(qing),其中(zhong)產權類住(zhu)宅(zhai)用(yong)(yong)(yong)地870公(gong)(gong)頃(qing),租賃(lin)類住(zhu)宅(zhai)用(yong)(yong)(yong)地130公(gong)(gong)頃(qing)。

  產權類(lei)住(zhu)(zhu)宅用地(di)(di)(di)中,商(shang)品住(zhu)(zhu)房(含共有產權住(zhu)(zhu)房)用地(di)(di)(di)600公(gong)頃,與去年持平。住(zhu)(zhu)宅用地(di)(di)(di)供應將新(xin)城作為供應重點地(di)(di)(di)區(qu)(qu),強化“多點”和“一(yi)副”地(di)(di)(di)區(qu)(qu)的承(cheng)接(jie)功(gong)能,所(suo)選地(di)(di)(di)塊盡量安排(pai)在城市軌道沿線及各(ge)類(lei)園區(qu)(qu)周邊,滿足出行便利,實現職住(zhu)(zhu)平衡。其中,大興區(qu)(qu)178公(gong)頃、通州區(qu)(qu)94公(gong)頃、順義區(qu)(qu)87公(gong)頃、昌平區(qu)(qu)76公(gong)頃。

  去年(nian)開始,北(bei)京(jing)的商品住(zhu)宅(zhai)用(yong)地(di)實(shi)行(xing)供(gong)(gong)應下限制度,結(jie)合市場情況(kuang)實(shi)時調整供(gong)(gong)應節(jie)奏。今(jin)年(nian)商品住(zhu)宅(zhai)用(yong)地(di)繼(ji)續實(shi)行(xing)彈性(xing)供(gong)(gong)應,全(quan)市商品住(zhu)宅(zhai)用(yong)地(di)供(gong)(gong)應下限為(wei)300公頃(qing)(含共(gong)有產(chan)權住(zhu)房(fang)用(yong)地(di)),剩余300公頃(qing)住(zhu)宅(zhai)用(yong)地(di)結(jie)合市場情況(kuang)統籌(chou)推進(jin)。
