中(zhong)央廣播(bo)電(dian)視總臺央廣記者:我們注意到(dao),今年(nian)(nian)的(de)(de)《政府工(gong)作報告》提出促進形(xing)成強大國(guo)內(nei)市(shi)場(chang),持續(xu)釋(shi)放內(nei)需潛力。去(qu)年(nian)(nian)我國(guo)社會消費(fei)(fei)品零售總額突(tu)破了38萬億元,實(shi)現了9%的(de)(de)增速。請問,您如何看待去(qu)年(nian)(nian)略有(you)放緩的(de)(de)消費(fei)(fei)增速?另外,今年(nian)(nian)在促消費(fei)(fei)領域還會有(you)哪些(xie)新的(de)(de)舉(ju)措出臺?謝謝。
鐘(zhong)山:首(shou)先(xian),謝(xie)謝(xie)您的(de)(de)(de)提(ti)問(wen)(wen)。您剛才是(shi)一(yi)(yi)題(ti)兩(liang)問(wen)(wen),第(di)一(yi)(yi)問(wen)(wen)是(shi)去(qu)年(nian)(nian)我國消(xiao)(xiao)(xiao)費(fei)(fei)增(zeng)(zeng)(zeng)速有所回落(luo)的(de)(de)(de)問(wen)(wen)題(ti),您很關注(zhu)。第(di)二問(wen)(wen)是(shi)今(jin)年(nian)(nian)怎么促進消(xiao)(xiao)(xiao)費(fei)(fei)發展(zhan)。我先(xian)回答您的(de)(de)(de)第(di)一(yi)(yi)個(ge)(ge)問(wen)(wen)題(ti)。我國已(yi)經(jing)(jing)(jing)是(shi)消(xiao)(xiao)(xiao)費(fei)(fei)大國,去(qu)年(nian)(nian)社會(hui)消(xiao)(xiao)(xiao)費(fei)(fei)品(pin)零(ling)售(shou)總(zong)額(e)達(da)到(dao)(dao)了(le)(le)(le)38.1萬億(yi)元人(ren)民幣(bi)(bi),增(zeng)(zeng)(zeng)長(chang)了(le)(le)(le)9%,增(zeng)(zeng)(zeng)速回落(luo)了(le)(le)(le)1.2個(ge)(ge)百(bai)(bai)分(fen)點(dian)。但是(shi),我們(men)社會(hui)消(xiao)(xiao)(xiao)費(fei)(fei)品(pin)零(ling)售(shou)總(zong)額(e)增(zeng)(zeng)(zeng)量達(da)到(dao)(dao)了(le)(le)(le)3.2萬億(yi)元人(ren)民幣(bi)(bi),相當(dang)于(yu)1998年(nian)(nian)全(quan)年(nian)(nian)的(de)(de)(de)社零(ling)總(zong)額(e)。更重要(yao)的(de)(de)(de)是(shi),我國消(xiao)(xiao)(xiao)費(fei)(fei)結構在(zai)不斷優化。表現在(zai):服務消(xiao)(xiao)(xiao)費(fei)(fei)增(zeng)(zeng)(zeng)長(chang)快(kuai)于(yu)商品(pin)消(xiao)(xiao)(xiao)費(fei)(fei)。去(qu)年(nian)(nian),我國服務消(xiao)(xiao)(xiao)費(fei)(fei)占比已(yi)經(jing)(jing)(jing)提(ti)高到(dao)(dao)49.5%,差不多50%了(le)(le)(le);農村消(xiao)(xiao)(xiao)費(fei)(fei)增(zeng)(zeng)(zeng)長(chang)快(kuai)于(yu)城市消(xiao)(xiao)(xiao)費(fei)(fei),增(zeng)(zeng)(zeng)速高出(chu)1.3個(ge)(ge)百(bai)(bai)分(fen)點(dian)。消(xiao)(xiao)(xiao)費(fei)(fei)質量進一(yi)(yi)步(bu)提(ti)高,個(ge)(ge)性化、多元化、定制(zhi)化消(xiao)(xiao)(xiao)費(fei)(fei)已(yi)經(jing)(jing)(jing)成(cheng)為(wei)新(xin)的(de)(de)(de)趨勢。消(xiao)(xiao)(xiao)費(fei)(fei)對經(jing)(jing)(jing)濟(ji)增(zeng)(zeng)(zeng)長(chang)的(de)(de)(de)貢獻也進一(yi)(yi)步(bu)增(zeng)(zeng)(zeng)大,去(qu)年(nian)(nian)消(xiao)(xiao)(xiao)費(fei)(fei)對國民經(jing)(jing)(jing)濟(ji)增(zeng)(zeng)(zeng)長(chang)貢獻率達(da)到(dao)(dao)76.2%,繼續成(cheng)為(wei)經(jing)(jing)(jing)濟(ji)增(zeng)(zeng)(zeng)長(chang)第(di)一(yi)(yi)拉動(dong)力。所以說,去(qu)年(nian)(nian)社零(ling)增(zeng)(zeng)(zeng)速是(shi)符合(he)我國當(dang)前發展(zhan)階段(duan)的(de)(de)(de),也是(shi)符合(he)高質量發展(zhan)要(yao)求的(de)(de)(de)。
下面(mian),我回答(da)第(di)二個問題,關于促進消費的問題。習近平(ping)總書記在(zai)(zai)中央經濟工(gong)作會(hui)議上指出,要促進形成(cheng)強大國內市場。李克強總理在(zai)(zai)今(jin)年的《政府工(gong)作報告》也提(ti)出了要求。今(jin)年商(shang)務(wu)部在(zai)(zai)促進消費方面(mian)要抓三件事情:
第一(yi),提升(sheng)城市消費(fei)(fei),促(cu)進消費(fei)(fei)升(sheng)級。具體來說(shuo),要(yao)辦好兩件(jian)事情:一(yi)件(jian)是改造(zao)(zao)提升(sheng)一(yi)批步行街,把步行街打造(zao)(zao)成為消費(fei)(fei)高質量發展的平臺;另一(yi)件(jian)是優化便(bian)(bian)利店布局,鼓勵便(bian)(bian)利店品牌化、連鎖(suo)化發展,讓消費(fei)(fei)者(zhe)更(geng)方便(bian)(bian)、更(geng)放心。
第(di)二,擴大(da)鄉村(cun)消費,推動(dong)“農(nong)(nong)產(chan)(chan)品(pin)進(jin)城(cheng)、工(gong)業(ye)品(pin)下(xia)鄉”。要(yao)發揮(hui)好(hao)商(shang)務工(gong)作聯通(tong)(tong)內(nei)外、貫通(tong)(tong)城(cheng)鄉、對接產(chan)(chan)銷的優勢。通(tong)(tong)過(guo)(guo)農(nong)(nong)產(chan)(chan)品(pin)進(jin)城(cheng),提(ti)高農(nong)(nong)民收入(ru),增強消費能(neng)力。通(tong)(tong)過(guo)(guo)工(gong)業(ye)品(pin)下(xia)鄉,讓農(nong)(nong)民能(neng)夠買到質優價美的工(gong)業(ye)品(pin)。通(tong)(tong)過(guo)(guo)電子商(shang)務進(jin)農(nong)(nong)村(cun),連接城(cheng)鄉市場,暢通(tong)(tong)流通(tong)(tong)渠道。2018年,全國農(nong)(nong)村(cun)網絡零售額達到1.37萬億元,同(tong)比增長30.4%。我們認為,農(nong)(nong)村(cun)消費還有很(hen)大(da)的潛(qian)力。同(tong)時,我們還要(yao)開展城(cheng)鄉高效配送專(zhuan)項(xiang)行動(dong),打通(tong)(tong)“農(nong)(nong)產(chan)(chan)品(pin)進(jin)城(cheng)、工(gong)業(ye)品(pin)下(xia)鄉”的“最(zui)后一公里”。
第(di)三,發展服(fu)務(wu)(wu)(wu)消(xiao)(xiao)費,優化服(fu)務(wu)(wu)(wu)供給。服(fu)務(wu)(wu)(wu)消(xiao)(xiao)費是(shi)(shi)新的(de)(de)(de)(de)增長點(dian)(dian),但(dan)還存在不少短板(ban)。現在,文化、旅游、體(ti)育等已經成為消(xiao)(xiao)費熱(re)點(dian)(dian),還有(you)(you)一(yi)(yi)(yi)些(xie)其他的(de)(de)(de)(de)定制消(xiao)(xiao)費、網絡消(xiao)(xiao)費也都是(shi)(shi)消(xiao)(xiao)費的(de)(de)(de)(de)新增長點(dian)(dian)。我(wo)們(men)要讓這(zhe)(zhe)(zhe)些(xie)熱(re)點(dian)(dian)更(geng)熱(re)、亮點(dian)(dian)更(geng)亮。同時,要著力(li)(li)補短板(ban)。現在看來(lai),養老(lao)(lao)服(fu)務(wu)(wu)(wu)是(shi)(shi)個(ge)明顯的(de)(de)(de)(de)短板(ban)。我(wo)國(guo)人口老(lao)(lao)齡化在加快,據有(you)(you)關方面統計,現在我(wo)們(men)每(mei)年大(da)概要增加800多(duo)(duo)萬(wan)(wan)老(lao)(lao)齡人口,為這(zhe)(zhe)(zhe)些(xie)老(lao)(lao)齡人口提供養老(lao)(lao)服(fu)務(wu)(wu)(wu),是(shi)(shi)有(you)(you)很(hen)大(da)挑戰的(de)(de)(de)(de)。比如說,全國(guo)老(lao)(lao)齡人口的(de)(de)(de)(de)床(chuang)位每(mei)年短缺200多(duo)(duo)萬(wan)(wan)個(ge)。再一(yi)(yi)(yi)個(ge)短板(ban),就(jiu)是(shi)(shi)城市(shi)里(li)家(jia)(jia)政(zheng)服(fu)務(wu)(wu)(wu),尤其是(shi)(shi)大(da)中城市(shi)雇保姆(mu)難、雇保姆(mu)貴,要雇一(yi)(yi)(yi)個(ge)好的(de)(de)(de)(de)保姆(mu)、滿(man)意(yi)的(de)(de)(de)(de)保姆(mu)是(shi)(shi)非常(chang)不容(rong)易的(de)(de)(de)(de)。出現這(zhe)(zhe)(zhe)個(ge)情況的(de)(de)(de)(de)主要原因(yin)是(shi)(shi)什么呢(ni)?是(shi)(shi)供給和(he)需(xu)求不匹配的(de)(de)(de)(de)問題。其實,我(wo)國(guo)農村還有(you)(you)很(hen)豐富的(de)(de)(de)(de)勞動(dong)力(li)(li)資源(yuan),但(dan)進(jin)城很(hen)難,沒有(you)(you)專(zhuan)業(ye),沒有(you)(you)門(men)路。所以是(shi)(shi)“兩難”:雇家(jia)(jia)政(zheng)人員難,到(dao)城里(li)找工作難。2018年,商(shang)務(wu)(wu)(wu)部開展了“百城萬(wan)(wan)村”行(xing)動(dong),組織109個(ge)城市(shi)與(yu)一(yi)(yi)(yi)萬(wan)(wan)多(duo)(duo)個(ge)村對接,進(jin)行(xing)家(jia)(jia)政(zheng)人員培訓。過去一(yi)(yi)(yi)年,我(wo)們(men)幫(bang)助農村10多(duo)(duo)萬(wan)(wan)勞動(dong)力(li)(li)進(jin)城就(jiu)業(ye),這(zhe)(zhe)(zhe)樣(yang)既增加了農民的(de)(de)(de)(de)收(shou)入,又減輕(qing)了城市(shi)家(jia)(jia)庭(ting)的(de)(de)(de)(de)負擔。下一(yi)(yi)(yi)步,我(wo)們(men)還要繼續把這(zhe)(zhe)(zhe)項工作做好,更(geng)好地(di)滿(man)足人民美(mei)好生活的(de)(de)(de)(de)需(xu)要。謝謝。
