全(quan)國(guo)人大(da)代(dai)表(biao)、中(zhong)航(hang)工(gong)業(ye)直(zhi)升(sheng)(sheng)機董事長(chang)余楓(feng)7日(ri)表(biao)示,近日(ri)中(zhong)俄雙方進行了重(zhong)型(xing)直(zhi)升(sheng)(sheng)機合(he)作(zuo)項(xiang)目第七輪(lun)談判,雙方針對相關核心(xin)技(ji)術(shu)形成一致(zhi)意見(jian)。在(zai)工(gong)信部等有(you)關部委的(de)領導(dao)和(he)大(da)力支持下,該項(xiang)目正按計(ji)劃推進。余楓(feng)建議(yi),設立直(zhi)升(sheng)(sheng)機產業(ye)智能制造(zao)專項(xiang)資(zi)金(jin),支持國(guo)產民用直(zhi)升(sheng)(sheng)機的(de)技(ji)術(shu)發展,并(bing)將成果應用在(zai)企業(ye)中(zhong),提高智能制造(zao)的(de)水平,并(bing)拉動內需(xu)。
余楓表(biao)示(shi),近(jin)日中(zhong)俄雙(shuang)方進行了重型直(zhi)(zhi)升機合作(zuo)項(xiang)目(mu)(mu)(mu)第(di)七(qi)輪談判,雙(shuang)方針對(dui)(dui)相關(guan)核心技術形成(cheng)一(yi)致意(yi)(yi)見。中(zhong)俄聯(lian)合研制重型直(zhi)(zhi)升機是兩國(guo)戰略性(xing)合作(zuo)大項(xiang)目(mu)(mu)(mu)。本輪談判對(dui)(dui)進一(yi)步推(tui)動重型直(zhi)(zhi)升機項(xiang)目(mu)(mu)(mu)具(ju)有(you)重要意(yi)(yi)義。“在工信部等有(you)關(guan)部委的大力支持下,該項(xiang)目(mu)(mu)(mu)正按(an)計(ji)劃推(tui)進。”
據(ju)介紹,研制(zhi)重(zhong)型直(zhi)升(sheng)機(ji)(ji)將進(jin)一步完善(shan)中(zhong)(zhong)國直(zhi)升(sheng)機(ji)(ji)譜(pu)系,填補中(zhong)(zhong)國在重(zhong)型直(zhi)升(sheng)機(ji)(ji)領域的空白,使中(zhong)(zhong)國成(cheng)為繼俄美之(zhi)后第三個擁有研制(zhi)重(zhong)型直(zhi)升(sheng)機(ji)(ji)能力的國家,并(bing)躋身于世界少數直(zhi)升(sheng)機(ji)(ji)型譜(pu)完整的直(zhi)升(sheng)機(ji)(ji)強(qiang)國之(zhi)列,對加快民族直(zhi)升(sheng)機(ji)(ji)產(chan)業振興、促(cu)進(jin)中(zhong)(zhong)國早日成(cheng)為直(zhi)升(sheng)機(ji)(ji)工業強(qiang)國具有重(zhong)要意義(yi)。
余楓表示(shi),當前(qian),航空(kong)(kong)制(zhi)(zhi)造企業(ye)(ye)的(de)(de)市場競爭日益(yi)加劇。國(guo)家(jia)對(dui)航空(kong)(kong)工(gong)(gong)業(ye)(ye)高(gao)度重視,但在企業(ye)(ye)核(he)心(xin)創新手段(duan)、產(chan)(chan)品設(she)(she)計、工(gong)(gong)藝(yi)設(she)(she)計、工(gong)(gong)裝設(she)(she)計、工(gong)(gong)藝(yi)基礎技術(shu)研究投入方(fang)面有(you)(you)限。即便(bian)是(shi)有(you)(you),這種支(zhi)持(chi)目前(qian)也(ye)僅局限于以具體型號項目為牽(qian)引的(de)(de)短期項目投入,無法支(zhi)撐企業(ye)(ye)長遠發(fa)展(zhan),航空(kong)(kong)制(zhi)(zhi)造企業(ye)(ye)短板越(yue)發(fa)顯現出來。隨著(zhu)先進制(zhi)(zhi)造技術(shu)與信息技術(shu)的(de)(de)不斷融合,未(wei)來國(guo)產(chan)(chan)民用直(zhi)升(sheng)機產(chan)(chan)業(ye)(ye)將逐(zhu)步向(xiang)設(she)(she)計、制(zhi)(zhi)造一(yi)體化方(fang)向(xiang)發(fa)展(zhan),通過智能(neng)制(zhi)(zhi)造實現“彎道超(chao)車”和(he)跨越(yue)式(shi)發(fa)展(zhan)。未(wei)來一(yi)段(duan)時(shi)期是(shi)中國(guo)直(zhi)升(sheng)機產(chan)(chan)業(ye)(ye)發(fa)展(zhan)的(de)(de)戰略關鍵期,迫(po)切需(xu)要得到大力(li)扶(fu)持(chi),采取有(you)(you)效方(fang)式(shi)切實支(zhi)持(chi)民族(zu)產(chan)(chan)業(ye)(ye)。
余楓建議,一是(shi)(shi)制(zhi)定中(zhong)長(chang)期規劃及配套的(de)(de)產業(ye)發(fa)(fa)展、財(cai)政(zheng)補貼和稅(shui)收優惠政(zheng)策,重視(shi)航空(kong)材料、航空(kong)標準件、航空(kong)電子等基礎(chu)產業(ye)發(fa)(fa)展,支(zhi)持企業(ye)不斷(duan)提升(sheng)基礎(chu)能力(li)和參與國(guo)際化競(jing)爭;二是(shi)(shi)加大(da)技(ji)術研究扶持,鼓勵攻克設(she)(she)計及工(gong)(gong)藝(yi)技(ji)術、工(gong)(gong)裝設(she)(she)計、工(gong)(gong)藝(yi)制(zhi)造(zao)技(ji)術瓶頸(jing);三(san)是(shi)(shi)加大(da)技(ji)術改造(zao)和制(zhi)造(zao)裝備投(tou)入力(li)度,促進自主(zhu)知識產權的(de)(de)工(gong)(gong)藝(yi)技(ji)術、設(she)(she)備等快速投(tou)入使(shi)用;四是(shi)(shi)設(she)(she)立直升(sheng)機產業(ye)智(zhi)能制(zhi)造(zao)專項(xiang)資(zi)金,促進落實“中(zhong)國(guo)制(zhi)造(zao)2025”戰略;五是(shi)(shi)制(zhi)定采購補貼政(zheng)策,引導國(guo)內用戶尤(you)其(qi)是(shi)(shi)政(zheng)府(fu)部門(men)優先(xian)采購國(guo)產直升(sheng)機;六是(shi)(shi)希望政(zheng)府(fu)引導各地(di)以購買服務的(de)(de)方式支(zhi)持通用航空(kong)產業(ye),特別是(shi)(shi)直升(sheng)機通用航空(kong)產業(ye)的(de)(de)發(fa)(fa)展。
在(zai)設立(li)專(zhuan)項(xiang)(xiang)資金方(fang)面(mian),余楓(feng)建(jian)議,統籌管理直升機(ji)制(zhi)(zhi)(zhi)(zhi)造(zao)商,鼓勵和(he)支持直升機(ji)智能(neng)(neng)生(sheng)產(chan),增加(jia)智能(neng)(neng)生(sheng)產(chan)補(bu)貼以及(ji)利用智能(neng)(neng)制(zhi)(zhi)(zhi)(zhi)造(zao)促進國產(chan)民(min)用直升機(ji)產(chan)業升級的補(bu)助等。制(zhi)(zhi)(zhi)(zhi)定支持智能(neng)(neng)制(zhi)(zhi)(zhi)(zhi)造(zao)項(xiang)(xiang)目(mu)(mu)的政策措施,加(jia)大對(dui)智能(neng)(neng)制(zhi)(zhi)(zhi)(zhi)造(zao)項(xiang)(xiang)目(mu)(mu)的支持力(li)度(du),建(jian)立(li)產(chan)融對(dui)接新模式,引導(dao)和(he)推(tui)動直升機(ji)產(chan)業智能(neng)(neng)制(zhi)(zhi)(zhi)(zhi)造(zao)發展,通過(guo)智能(neng)(neng)制(zhi)(zhi)(zhi)(zhi)造(zao)提(ti)升國產(chan)民(min)用直升機(ji)產(chan)品的市場(chang)競爭力(li),加(jia)速投入市場(chang)步(bu)伐,最終達到(dao)與世界直升機(ji)巨(ju)頭(tou)同臺競技(ji)的目(mu)(mu)標(biao)。
