近(jin)日,國(guo)務院全(quan)文(wen)發布《關于改革國(guo)有企業(ye)工資決定機制的意(yi)見(jian)》(下稱《意(yi)見(jian)》)。《意(yi)見(jian)》明確工資將與國(guo)企效益聯動(dong),全(quan)面實行工資總額預算管理。
根據《意見》,企(qi)業(ye)經濟(ji)(ji)效(xiao)益(yi)(yi)增長(chang)(chang)的,當(dang)(dang)年(nian)工資(zi)總(zong)額(e)增長(chang)(chang)幅(fu)(fu)度可(ke)在不超過經濟(ji)(ji)效(xiao)益(yi)(yi)增長(chang)(chang)幅(fu)(fu)度范(fan)圍內(nei)確(que)定。企(qi)業(ye)經濟(ji)(ji)效(xiao)益(yi)(yi)下降的,除受政策調整(zheng)等(deng)非經營性因(yin)素影響外,當(dang)(dang)年(nian)工資(zi)總(zong)額(e)原則上(shang)相應下降。
中國人民(min)大學國企改(gai)(gai)革(ge)與發(fa)展研究中心研究員李錦表示,這次改(gai)(gai)革(ge)將(jiang)真正(zheng)觸及(ji)千萬國企員工(gong)的(de)(de)切身利益,廣(guang)大國企員工(gong)對此(ci)次改(gai)(gai)革(ge)文(wen)件翹首以盼,而(er)有(you)效調動廣(guang)大干部職工(gong)的(de)(de)積(ji)極性也是增強國有(you)企業活力的(de)(de)根源和(he)核心。
國企改革專家、上海天強管理顧問公司總經理祝波善表示,文件的重大創新點是,對主業處于充分競爭行業和領域的商業類國有企業,工資總額預算原則上實行備案制。改變了過去的“一刀切”審批制模式,便于調動各類型國有企業職工的積極性。

中證網訊(記者 張晶)中國政(zheng)府網5月(yue)25日消(xiao)息,國務(wu)院日前印發(fa)《關于改革(ge)國有(you)企業工(gong)資決定機制的意(yi)(yi)見(jian)》(以(yi)下簡稱《意(yi)(yi)見(jian)》)。
《意見(jian)》指(zhi)出,國(guo)有(you)企(qi)業(ye)工(gong)資決定機制改革是(shi)完善國(guo)有(you)企(qi)業(ye)現代企(qi)業(ye)制度(du)(du)的重要內容,是(shi)深化(hua)收入分(fen)(fen)配制度(du)(du)改革的重要任務,事(shi)關(guan)國(guo)有(you)企(qi)業(ye)健康發展,事(shi)關(guan)國(guo)有(you)企(qi)業(ye)職工(gong)切身利益(yi),事(shi)關(guan)收入分(fen)(fen)配合(he)理有(you)序。改革要堅(jian)持建立中(zhong)國(guo)特(te)色(se)現代國(guo)有(you)企(qi)業(ye)制度(du)(du)改革方(fang)向、堅(jian)持效益(yi)導(dao)向與(yu)維護公平相(xiang)統一、堅(jian)持市場決定與(yu)政府監管相(xiang)結合(he)、堅(jian)持分(fen)(fen)類分(fen)(fen)級管理的基(ji)本(ben)原則。
《意(yi)見》明(ming)確了改(gai)革(ge)的重點(dian)內容,一是(shi)改(gai)革(ge)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額決定(ding)機制(zhi)。改(gai)革(ge)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額確定(ding)辦(ban)法,完善(shan)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)與(yu)效益(yi)聯動(dong)機制(zhi),分(fen)類確定(ding)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)效益(yi)聯動(dong)指(zhi)標。二是(shi)改(gai)革(ge)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額管理(li)方式。全(quan)面實行(xing)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額預算管理(li),合理(li)確定(ding)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額預算周期,強(qiang)化(hua)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額預算執行(xing)。三(san)是(shi)完善(shan)企(qi)(qi)(qi)業(ye)(ye)(ye)內部(bu)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)配(pei)管理(li)。完善(shan)企(qi)(qi)(qi)業(ye)(ye)(ye)內部(bu)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額管理(li)制(zhi)度(du)(du),深(shen)化(hua)企(qi)(qi)(qi)業(ye)(ye)(ye)內部(bu)分(fen)配(pei)制(zhi)度(du)(du)改(gai)革(ge),規范企(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)列支渠道。四是(shi)健(jian)(jian)全(quan)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)配(pei)監(jian)管體制(zhi)機制(zhi)。加強(qiang)和改(gai)進政(zheng)府對(dui)國(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)配(pei)的宏(hong)觀指(zhi)導和調(diao)控,落實履行(xing)出(chu)資(zi)(zi)(zi)(zi)人職責機構的國(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)配(pei)監(jian)管職責,完善(shan)國(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)配(pei)內部(bu)監(jian)督機制(zhi),建立國(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)配(pei)信息公開制(zhi)度(du)(du),健(jian)(jian)全(quan)國(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)內外收(shou)入監(jian)督檢查制(zhi)度(du)(du)。
《意見(jian)》強調,國有企業工(gong)(gong)資(zi)決定(ding)機制改(gai)革(ge)是(shi)一(yi)項涉及面廣、政(zheng)策性(xing)強的(de)工(gong)(gong)作,各地(di)區(qu)、各有關部門要統(tong)一(yi)思想認識(shi),以高度的(de)政(zheng)治(zhi)責(ze)任(ren)(ren)感和(he)歷(li)史使(shi)命(ming)感,切實加強對改(gai)革(ge)工(gong)(gong)作的(de)領導,做好統(tong)籌協調,細化(hua)目標任(ren)(ren)務,明確(que)責(ze)任(ren)(ren)分工(gong)(gong),強化(hua)督(du)促(cu)檢查(cha),及時研究解(jie)決改(gai)革(ge)中出現的(de)問題,推動改(gai)革(ge)順利(li)進(jin)行。
