據(ju)人(ren)社部網站(zhan)消息(xi),日前,國(guo)務院印發了(le)《關(guan)于改革國(guo)有(you)企(qi)業工資(zi)決定機制(zhi)的意(yi)見》(以下(xia)簡稱《意(yi)見》)。人(ren)社部副部長邱小(xiao)平表示,此次改革有(you)許(xu)多重大突破,體現了(le)鮮明(ming)的時代特點(dian):一(yi)是突出(chu)(chu)國(guo)有(you)企(qi)業工資(zi)分(fen)配(pei)的市場化(hua)方向,二(er)是突出(chu)(chu)對國(guo)有(you)企(qi)業工資(zi)分(fen)配(pei)的分(fen)類(lei)管理,三是突出(chu)(chu)增(zeng)強活力與加強監管相統一(yi),
邱小平介紹,1985年(nian)以來,國(guo)家對國(guo)有(you)(you)大中型企(qi)(qi)(qi)業實行工(gong)(gong)(gong)資(zi)總(zong)額同經(jing)(jing)濟效益(yi)掛鉤辦法,職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)總(zong)額增長按(an)經(jing)(jing)濟效益(yi)增長的(de)一定比例浮(fu)動,對促(cu)進國(guo)有(you)(you)企(qi)(qi)(qi)業提高經(jing)(jing)濟效益(yi)和調動國(guo)有(you)(you)企(qi)(qi)(qi)業職工(gong)(gong)(gong)積極性(xing)發(fa)(fa)揮(hui)了重要作用。但(dan)隨著(zhu)社(she)會主(zhu)義市場經(jing)(jing)濟體制(zhi)逐步(bu)健(jian)(jian)全和國(guo)有(you)(you)企(qi)(qi)(qi)業改(gai)(gai)(gai)革不斷深化,現行國(guo)有(you)(you)企(qi)(qi)(qi)業工(gong)(gong)(gong)資(zi)決定機制(zhi)還存在市場化分(fen)配(pei)程度不高、分(fen)配(pei)秩序(xu)不夠規(gui)范(fan)、監管(guan)體制(zhi)尚不健(jian)(jian)全等問(wen)題,難以適應改(gai)(gai)(gai)革發(fa)(fa)展需要。《意見》的(de)目的(de)是進一步(bu)建立(li)健(jian)(jian)全靈活、高效的(de)國(guo)有(you)(you)企(qi)(qi)(qi)業經(jing)(jing)營機制(zhi),推動國(guo)有(you)(you)企(qi)(qi)(qi)業全面提升發(fa)(fa)展質量和效率。此次改(gai)(gai)(gai)革舉措的(de)出臺,標志著(zhu)與中國(guo)特色現代(dai)國(guo)有(you)(you)企(qi)(qi)(qi)業制(zhi)度相(xiang)適應的(de)國(guo)有(you)(you)企(qi)(qi)(qi)業工(gong)(gong)(gong)資(zi)分(fen)配(pei)制(zhi)度體系基本形成。
邱小(xiao)平指出(chu),這次改(gai)(gai)革的思路是以國有企(qi)業(ye)(ye)(ye)工資(zi)(zi)總(zong)額分配(pei)為重點(dian),兼顧國有企(qi)業(ye)(ye)(ye)內部分配(pei),堅(jian)持問題導(dao)向和(he)目標導(dao)向,按照工資(zi)(zi)分配(pei)市(shi)場化(hua)(hua)改(gai)(gai)革方向,改(gai)(gai)革企(qi)業(ye)(ye)(ye)工資(zi)(zi)總(zong)額確定(ding)辦法(fa)和(he)管理方式,進一步落實企(qi)業(ye)(ye)(ye)工資(zi)(zi)分配(pei)自主(zhu)權。同時,改(gai)(gai)進和(he)加強政府對企(qi)業(ye)(ye)(ye)工資(zi)(zi)分配(pei)的監(jian)管,強化(hua)(hua)事(shi)前引導(dao)和(he)事(shi)中事(shi)后監(jian)督(du)。通過改(gai)(gai)革,完善既(ji)(ji)有激勵又有約(yue)束、既(ji)(ji)講效率又講公(gong)平、既(ji)(ji)符合企(qi)業(ye)(ye)(ye)一般規律(lv)又體現國有企(qi)業(ye)(ye)(ye)特點(dian)的分配(pei)機制。
邱小(xiao)平介紹,《意(yi)見(jian)》重點圍繞國有企業工資總(zong)額分配,對(dui)決定(ding)機制、管理方式和監管體制機制進(jin)行了改革完善,主要包括(kuo)四(si)個方面的內(nei)容。
一(yi)(yi)是改革工(gong)(gong)資(zi)(zi)(zi)總(zong)額(e)決定機制。《意見》明確,確定國有企(qi)業(ye)工(gong)(gong)資(zi)(zi)(zi)總(zong)額(e),要綜合(he)考慮國家(jia)工(gong)(gong)資(zi)(zi)(zi)收入分配宏觀政策要求(qiu)、企(qi)業(ye)發展戰略和(he)薪酬策略、生產(chan)(chan)經(jing)(jing)營目標和(he)經(jing)(jing)濟效(xiao)益(yi)、勞動生產(chan)(chan)率、人工(gong)(gong)成本投入產(chan)(chan)出(chu)率、職工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)水平等一(yi)(yi)攬子因素。同時(shi),完善了工(gong)(gong)資(zi)(zi)(zi)與效(xiao)益(yi)同向聯動機制,明確企(qi)業(ye)經(jing)(jing)濟效(xiao)益(yi)增則(ze)(ze)工(gong)(gong)資(zi)(zi)(zi)增、企(qi)業(ye)經(jing)(jing)濟效(xiao)益(yi)降(jiang)則(ze)(ze)工(gong)(gong)資(zi)(zi)(zi)降(jiang)的掛鉤(gou)聯動原(yuan)則(ze)(ze)。對科(ke)學確定企(qi)業(ye)工(gong)(gong)資(zi)(zi)(zi)效(xiao)益(yi)聯動指標也(ye)提出(chu)了指導性意見。
二是改革工(gong)資(zi)總額(e)管理方式(shi)。《意見》明確(que),對(dui)國有(you)企業(ye)工(gong)資(zi)總額(e)全面(mian)實行(xing)(xing)(xing)預(yu)算管理,根據企業(ye)功(gong)能(neng)性質定(ding)位(wei)、行(xing)(xing)(xing)業(ye)特點并(bing)結合法人治理結構完善程度,對(dui)其工(gong)資(zi)總額(e)預(yu)算方案分別實行(xing)(xing)(xing)備(bei)案制(zhi)或(huo)核準制(zhi)。同時,對(dui)合理確(que)定(ding)工(gong)資(zi)總額(e)預(yu)算周(zhou)期、強化工(gong)資(zi)總額(e)預(yu)算執(zhi)行(xing)(xing)(xing)等作出了規定(ding)。
三是完善企業內部(bu)工(gong)資分(fen)配管理(li)。《意見》在堅(jian)持(chi)落實國有企業內部(bu)薪酬(chou)分(fen)配法定權利的基礎上,對完善企業內部(bu)工(gong)資總額管理(li)制(zhi)度、深化企業內部(bu)分(fen)配制(zhi)度改革、規(gui)范(fan)企業工(gong)資列(lie)支渠道提出了(le)原則要求。
四是健(jian)全工資分(fen)配(pei)監(jian)(jian)管體制(zhi)機(ji)制(zhi)。《意見》進一步理(li)順了政(zheng)府職能部門(men)和履(lv)行出(chu)資人職責機(ji)構(gou)的監(jian)(jian)管責任,對加強和改(gai)進政(zheng)府對國(guo)(guo)有企(qi)業(ye)工資分(fen)配(pei)的宏觀指導調控、落實履(lv)行出(chu)資人職責機(ji)構(gou)監(jian)(jian)管職責、健(jian)全國(guo)(guo)有企(qi)業(ye)工資內(nei)外(wai)收入監(jian)(jian)督檢(jian)查制(zhi)度(du)和問責機(ji)制(zhi)作出(chu)明確(que)規定。同(tong)時,對完善國(guo)(guo)有企(qi)業(ye)工資分(fen)配(pei)內(nei)部監(jian)(jian)督機(ji)制(zhi)、建立國(guo)(guo)有企(qi)業(ye)工資分(fen)配(pei)信(xin)息公開制(zhi)度(du)等(deng)提出(chu)了要求。
相對(dui)于改(gai)革前的(de)(de)國(guo)有(you)企(qi)業(ye)工資決(jue)定(ding)機制(zhi),這(zhe)次(ci)改(gai)革有(you)哪(na)些突出特點?邱小平表(biao)示,相對(dui)于改(gai)革前的(de)(de)國(guo)有(you)企(qi)業(ye)工資決(jue)定(ding)機制(zhi),這(zhe)次(ci)改(gai)革有(you)許多重大突破(po),體(ti)現(xian)了鮮明的(de)(de)時(shi)代特點。
一(yi)是突出國(guo)有企業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)分配的(de)市(shi)(shi)場(chang)化方向。在(zai)工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)確定(ding)辦(ban)法上(shang)(shang)(shang)(shang),《意見(jian)》要求統(tong)籌考(kao)慮一(yi)攬子因(yin)素合理(li)確定(ding)工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)。在(zai)工(gong)(gong)(gong)(gong)資(zi)(zi)水平決定(ding)機制上(shang)(shang)(shang)(shang),《意見(jian)》強調要加強人(ren)工(gong)(gong)(gong)(gong)成本(ben)投入(ru)產出率和職工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)水平的(de)市(shi)(shi)場(chang)對標。在(zai)工(gong)(gong)(gong)(gong)資(zi)(zi)分配主(zhu)體上(shang)(shang)(shang)(shang),《意見(jian)》對政府有關部門每年核定(ding)國(guo)有企業(ye)(ye)(ye)上(shang)(shang)(shang)(shang)年度工(gong)(gong)(gong)(gong)效掛鉤方案的(de)做法進行了(le)改革(ge),采(cai)取更加符合市(shi)(shi)場(chang)規律的(de)預(yu)(yu)算管理(li)辦(ban)法,工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)預(yu)(yu)算方案由(you)企業(ye)(ye)(ye)自主(zhu)編制,并對主(zhu)業(ye)(ye)(ye)處于充分競爭(zheng)行業(ye)(ye)(ye)和領(ling)域(yu)的(de)商業(ye)(ye)(ye)類(lei)國(guo)有企業(ye)(ye)(ye)原則上(shang)(shang)(shang)(shang)實(shi)行備(bei)案制。《意見(jian)》還堅(jian)持(chi)效益(yi)導向,進一(yi)步完(wan)善了(le)工(gong)(gong)(gong)(gong)資(zi)(zi)與(yu)效益(yi)聯動(dong)(dong)機制,使經(jing)濟效益(yi)好、勞動(dong)(dong)生產率高的(de)企業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)可以相(xiang)當多增;反(fan)之,則工(gong)(gong)(gong)(gong)資(zi)(zi)相(xiang)對少增或不增,真正實(shi)現工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)與(yu)經(jing)濟效益(yi)同向聯動(dong)(dong)、能(neng)(neng)增能(neng)(neng)減,有利于切實(shi)扭轉部分企業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)與(yu)效益(yi)增長不匹配的(de)狀況(kuang),確保工(gong)(gong)(gong)(gong)資(zi)(zi)水平與(yu)企業(ye)(ye)(ye)經(jing)濟效益(yi)和市(shi)(shi)場(chang)競爭(zheng)力相(xiang)適應。
二(er)是(shi)突(tu)出對國(guo)有企(qi)業(ye)(ye)(ye)工(gong)資(zi)分(fen)(fen)(fen)(fen)配的(de)分(fen)(fen)(fen)(fen)類管理。在(zai)工(gong)資(zi)與效(xiao)益(yi)聯動(dong)上(shang),《意(yi)見(jian)(jian)》允許符合(he)條件企(qi)業(ye)(ye)(ye)特(te)別(bie)是(shi)主(zhu)業(ye)(ye)(ye)處(chu)于充(chong)分(fen)(fen)(fen)(fen)競(jing)爭行(xing)(xing)業(ye)(ye)(ye)和(he)領(ling)域的(de)企(qi)業(ye)(ye)(ye)工(gong)資(zi)總(zong)額增長與經(jing)(jing)濟效(xiao)益(yi)增長同(tong)步,對主(zhu)業(ye)(ye)(ye)不(bu)處(chu)于充(chong)分(fen)(fen)(fen)(fen)競(jing)爭行(xing)(xing)業(ye)(ye)(ye)和(he)領(ling)域的(de)企(qi)業(ye)(ye)(ye),則繼(ji)續實行(xing)(xing)工(gong)資(zi)總(zong)額和(he)工(gong)資(zi)水平雙(shuang)重調(diao)控。在(zai)工(gong)資(zi)效(xiao)益(yi)聯動(dong)指標確定(ding)(ding)上(shang),《意(yi)見(jian)(jian)》要求(qiu)根據(ju)(ju)企(qi)業(ye)(ye)(ye)功能(neng)性(xing)質定(ding)(ding)位和(he)行(xing)(xing)業(ye)(ye)(ye)特(te)點(dian),分(fen)(fen)(fen)(fen)類科學(xue)設(she)置聯動(dong)指標,合(he)理確定(ding)(ding)考核目標,突(tu)出不(bu)同(tong)考核重點(dian),使國(guo)有企(qi)業(ye)(ye)(ye)經(jing)(jing)營業(ye)(ye)(ye)績考核更加符合(he)企(qi)業(ye)(ye)(ye)實際。在(zai)工(gong)資(zi)總(zong)額管理方式上(shang),《意(yi)見(jian)(jian)》明確規定(ding)(ding),根據(ju)(ju)國(guo)有企(qi)業(ye)(ye)(ye)功能(neng)性(xing)質定(ding)(ding)位、行(xing)(xing)業(ye)(ye)(ye)特(te)點(dian)和(he)法(fa)人治(zhi)理結構完善程度,分(fen)(fen)(fen)(fen)別(bie)實行(xing)(xing)工(gong)資(zi)總(zong)額預算備案制或核準制,市場競(jing)爭越(yue)充(chong)分(fen)(fen)(fen)(fen)、內控機制越(yue)健全的(de)企(qi)業(ye)(ye)(ye),擁有的(de)工(gong)資(zi)分(fen)(fen)(fen)(fen)配自主(zhu)權越(yue)充(chong)分(fen)(fen)(fen)(fen)。
三是突(tu)出(chu)增強(qiang)活力與加(jia)強(qiang)監管相統一(yi)。《意見》著眼于充(chong)分(fen)(fen)發揮市(shi)場在(zai)國有企業工(gong)(gong)資(zi)分(fen)(fen)配(pei)中的(de)決(jue)定性作用和更好發揮政府作用,在(zai)堅持工(gong)(gong)資(zi)分(fen)(fen)配(pei)市(shi)場化方向的(de)同時(shi),進一(yi)步健全(quan)了工(gong)(gong)資(zi)分(fen)(fen)配(pei)監管體(ti)制機(ji)制,對加(jia)強(qiang)國有企業工(gong)(gong)資(zi)分(fen)(fen)配(pei)的(de)事(shi)前引導、事(shi)中監控和事(shi)后監督進行了系統創新,較好體(ti)現(xian)了規范工(gong)(gong)資(zi)收(shou)入分(fen)(fen)配(pei)秩序(xu)、促進收(shou)入分(fen)(fen)配(pei)更合理更有序(xu)的(de)要求。
邱小平表示(shi),人力資(zi)源社會(hui)保(bao)障(zhang)部作(zuo)為指導和(he)監(jian)督(du)國(guo)有企業工(gong)(gong)資(zi)分配的職能部門(men),將會(hui)同(tong)有關(guan)部門(men)認真抓(zhua)(zhua)好(hao)改(gai)革(ge)(ge)(ge)實(shi)施工(gong)(gong)作(zuo),推動(dong)改(gai)革(ge)(ge)(ge)順利進(jin)行。一是(shi)加強(qiang)政策宣傳解讀和(he)培訓工(gong)(gong)作(zuo),引導全(quan)社會(hui)正確(que)理解和(he)支持這項改(gai)革(ge)(ge)(ge),為改(gai)革(ge)(ge)(ge)營造良好(hao)社會(hui)環境。二是(shi)抓(zhua)(zhua)緊研(yan)究制(zhi)定完善(shan)工(gong)(gong)資(zi)指導線制(zhi)度的意見、國(guo)有企業工(gong)(gong)資(zi)內外收(shou)入監(jian)督(du)檢查(cha)辦法等改(gai)革(ge)(ge)(ge)配套政策,指導各(ge)(ge)地和(he)各(ge)(ge)有關(guan)部門(men)結合實(shi)際抓(zhua)(zhua)緊制(zhi)定實(shi)施意見或(huo)實(shi)施辦法,認真組(zu)織實(shi)施。三是(shi)加強(qiang)調查(cha)研(yan)究和(he)跟蹤督(du)導,動(dong)態掌握改(gai)革(ge)(ge)(ge)進(jin)展情況,適(shi)時開展督(du)促檢查(cha),及時研(yan)究解決改(gai)革(ge)(ge)(ge)中出現的新問(wen)題(ti),推動(dong)各(ge)(ge)有關(guan)方面(mian)抓(zhua)(zhua)好(hao)落(luo)(luo)實(shi),確(que)保(bao)改(gai)革(ge)(ge)(ge)政策落(luo)(luo)實(shi)落(luo)(luo)地、取(qu)得實(shi)效(xiao)。
