據(ju)國家(jia)市場監督(du)管(guan)理總局(ju)網站消息,2018年上半年我國共實施缺陷汽車(che)產品召(zhao)回(hui)109次(ci),涉及(ji)車(che)輛486萬(wan)輛。召(zhao)回(hui)涉及(ji)問(wen)題排名前(qian)三位的依次(ci)為(wei):氣囊和安全帶問(wen)題召(zhao)回(hui),共計36次(ci),涉及(ji)車(che)輛135萬(wan)輛;制動系統問(wen)題召(zhao)回(hui),共計7次(ci),涉及(ji)車(che)輛134萬(wan)輛;發動機問(wen)題召(zhao)回(hui),共計19次(ci),涉及(ji)車(che)輛120萬(wan)輛。
缺陷汽(qi)(qi)車(che)產(chan)(chan)品(pin)(pin)召(zhao)回(hui)(hui)(hui)(hui)工作穩步推進。2018年(nian)(nian)上半年(nian)(nian),我國共實施(shi)缺陷汽(qi)(qi)車(che)產(chan)(chan)品(pin)(pin)召(zhao)回(hui)(hui)(hui)(hui)109次(ci),涉(she)及車(che)輛486萬(wan)輛。其中,受市場監管總局缺陷調查影響,相關汽(qi)(qi)車(che)產(chan)(chan)品(pin)(pin)生產(chan)(chan)者共實施(shi)召(zhao)回(hui)(hui)(hui)(hui)29次(ci),涉(she)及數量131萬(wan)輛,占汽(qi)(qi)車(che)召(zhao)回(hui)(hui)(hui)(hui)總數量的27%,低(di)于往年(nian)(nian)平均(jun)水平,生產(chan)(chan)者履行缺陷產(chan)(chan)品(pin)(pin)召(zhao)回(hui)(hui)(hui)(hui)法定義務的主動性和自覺性有(you)所提升。自2004年(nian)(nian)缺陷汽(qi)(qi)車(che)產(chan)(chan)品(pin)(pin)召(zhao)回(hui)(hui)(hui)(hui)制度實施(shi)至今,我國已累(lei)計(ji)實施(shi)汽(qi)(qi)車(che)召(zhao)回(hui)(hui)(hui)(hui)1657次(ci),涉(she)及車(che)輛6160萬(wan)輛。
從(cong)汽車(che)召(zhao)回涉(she)及(ji)問題所在總成來看(kan),2018年上(shang)半年召(zhao)回數(shu)量排名(ming)前(qian)三位的依(yi)次(ci)為:氣囊和安全帶問題召(zhao)回,共計(ji)36次(ci),涉(she)及(ji)車(che)輛(liang)135萬輛(liang);制(zhi)動系(xi)統問題召(zhao)回,共計(ji)7次(ci),涉(she)及(ji)車(che)輛(liang)134萬輛(liang);發動機問題召(zhao)回,共計(ji)19次(ci),涉(she)及(ji)車(che)輛(liang)120萬輛(liang)。
缺(que)(que)陷(xian)(xian)消(xiao)費(fei)(fei)(fei)(fei)(fei)品(pin)召回(hui)(hui)(hui)次數和數量(liang)實(shi)現雙增長(chang)。2018年(nian)上半年(nian),我(wo)國共(gong)實(shi)施(shi)缺(que)(que)陷(xian)(xian)消(xiao)費(fei)(fei)(fei)(fei)(fei)品(pin)召回(hui)(hui)(hui)活(huo)(huo)動(dong)352次,同(tong)(tong)比增長(chang)40%,涉及缺(que)(que)陷(xian)(xian)消(xiao)費(fei)(fei)(fei)(fei)(fei)品(pin)數量(liang)3625萬件(jian),同(tong)(tong)比增長(chang)11倍,超過去年(nian)召回(hui)(hui)(hui)總(zong)數的(de)(de)34.1%。其中,受(shou)市場監管部(bu)門缺(que)(que)陷(xian)(xian)調(diao)查影響,相關消(xiao)費(fei)(fei)(fei)(fei)(fei)品(pin)生產者共(gong)實(shi)施(shi)召回(hui)(hui)(hui)304次,涉及產品(pin)3065萬件(jian),占消(xiao)費(fei)(fei)(fei)(fei)(fei)品(pin)召回(hui)(hui)(hui)總(zong)數量(liang)的(de)(de)85%,相當部(bu)分的(de)(de)召回(hui)(hui)(hui)活(huo)(huo)動(dong)仍是在總(zong)局的(de)(de)督促和推動(dong)下進(jin)行的(de)(de)。自2016年(nian)缺(que)(que)陷(xian)(xian)消(xiao)費(fei)(fei)(fei)(fei)(fei)品(pin)召回(hui)(hui)(hui)制度實(shi)施(shi)至今,我(wo)國已累計實(shi)施(shi)消(xiao)費(fei)(fei)(fei)(fei)(fei)品(pin)召回(hui)(hui)(hui)1080次,涵蓋10類產品(pin),涉及產品(pin)數量(liang)已超過6946萬件(jian)。
從(cong)消(xiao)費品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui)涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)類別來(lai)看,2018年上半年召(zhao)(zhao)(zhao)(zhao)回(hui)(hui)數量排名依次(ci)為:食品(pin)(pin)(pin)相關產(chan)(chan)品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui),共(gong)計(ji)53次(ci),涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)2351萬(wan)(wan)件(jian)(jian);其他(ta)交通運輸(shu)設備產(chan)(chan)品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui),共(gong)計(ji)31次(ci),涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)403萬(wan)(wan)件(jian)(jian);電子電器產(chan)(chan)品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui),共(gong)計(ji)73次(ci),涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)368萬(wan)(wan)件(jian)(jian);家用(yong)日用(yong)品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui),共(gong)計(ji)13次(ci),涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)309萬(wan)(wan)件(jian)(jian);文教體育用(yong)品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui),共(gong)計(ji)20次(ci),涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)101萬(wan)(wan)件(jian)(jian);兒童用(yong)品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui),共(gong)計(ji)123次(ci),涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)84萬(wan)(wan)件(jian)(jian);其他(ta)消(xiao)費品(pin)(pin)(pin)召(zhao)(zhao)(zhao)(zhao)回(hui)(hui),共(gong)計(ji)39次(ci),涉(she)及(ji)(ji)產(chan)(chan)品(pin)(pin)(pin)7.7萬(wan)(wan)件(jian)(jian)。
消(xiao)費者對缺(que)陷(xian)產(chan)(chan)品召(zhao)回(hui)關(guan)注度持續提升(sheng)。2018年上(shang)半年,市場監(jian)管(guan)總(zong)(zong)局(ju)缺(que)陷(xian)產(chan)(chan)品管(guan)理(li)中(zhong)心共收到消(xiao)費者關(guan)于產(chan)(chan)品可(ke)能存在缺(que)陷(xian)的(de)(de)投訴報告20888例(li),同比增(zeng)加104%,成為(wei)市場監(jian)管(guan)總(zong)(zong)局(ju)開(kai)展召(zhao)回(hui)監(jian)管(guan)工作(zuo)最重要的(de)(de)工作(zuo)線索(suo),上(shang)述受總(zong)(zong)局(ju)缺(que)陷(xian)調查影響實施(shi)的(de)(de)召(zhao)回(hui)活動中(zhong)絕大部分(fen)是由消(xiao)費者投訴引發的(de)(de)。此(ci)外,總(zong)(zong)局(ju)缺(que)陷(xian)產(chan)(chan)品管(guan)理(li)中(zhong)心共監(jian)測(ce)相(xiang)關(guan)媒(mei)體(ti)輿情信息3006條、國外召(zhao)回(hui)公告2309條,采集車輛交通事故深度調查案例(li)369例(li),在此(ci)基礎上(shang),陸(lu)續組織(zhi)技(ji)術專(zhuan)家開(kai)展產(chan)(chan)品缺(que)陷(xian)綜合信息會商6次、缺(que)陷(xian)技(ji)術會商9次,對可(ke)能存在產(chan)(chan)品缺(que)陷(xian)的(de)(de)問題及時進行分(fen)析(xi)研判,為(wei)缺(que)陷(xian)調查和認定(ding)工作(zuo)提供了(le)有效支撐。
各(ge)省(sheng)(sheng)消(xiao)費(fei)品(pin)(pin)召(zhao)回(hui)工(gong)作(zuo)力度(du)得到(dao)加強(qiang)。今年是《缺(que)陷消(xiao)費(fei)品(pin)(pin)召(zhao)回(hui)管(guan)理辦法》正(zheng)式實(shi)施(shi)的第(di)三(san)年,隨著各(ge)地方質(zhi)監(jian)和(he)市(shi)場監(jian)管(guan)部門(men)相關職能、機構(gou)和(he)技(ji)術能力不斷提升(sheng),缺(que)陷消(xiao)費(fei)品(pin)(pin)召(zhao)回(hui)監(jian)管(guan)全國(guo)聯(lian)動(dong)(dong)工(gong)作(zuo)格局已經初步(bu)形成。2018年上(shang)半年,共有18個省(sheng)(sheng)級質(zhi)監(jian)和(he)市(shi)場監(jian)管(guan)部門(men)開(kai)展(zhan)了消(xiao)費(fei)品(pin)(pin)召(zhao)回(hui)監(jian)管(guan)工(gong)作(zuo),共組(zu)織相關企業實(shi)施(shi)消(xiao)費(fei)品(pin)(pin)召(zhao)回(hui)活動(dong)(dong)310次(ci),涉及(ji)產品(pin)(pin)3555萬(wan)件(jian),占全部召(zhao)回(hui)數量(liang)的98%。召(zhao)回(hui)數量(liang)較(jiao)多(duo)省(sheng)(sheng)份有:安徽省(sheng)(sheng)1475萬(wan)件(jian)、湖北省(sheng)(sheng)738萬(wan)件(jian)、廣東(dong)省(sheng)(sheng)521萬(wan)件(jian)、四川省(sheng)(sheng)287萬(wan)件(jian)、江蘇省(sheng)(sheng)198萬(wan)件(jian)等。
同時,調(diao)查(cha)(cha)約談(tan)和(he)(he)(he)召回(hui)監(jian)(jian)督(du)工作取得良好效果(guo)。穩妥處(chu)理本田CR-V機(ji)油(you)增(zeng)多(duo)召回(hui)事件(jian)。2017年12月(yue)起,國家(jia)市(shi)場(chang)(chang)監(jian)(jian)督(du)管(guan)(guan)理總(zong)(zong)局缺(que)陷(xian)(xian)產品(pin)(pin)(pin)管(guan)(guan)理中(zhong)心(xin)陸(lu)續收到(dao)大(da)量消費者(zhe)關于(yu)東風本田汽車(che)有(you)限(xian)公司生(sheng)產的思威(CR-V)車(che)型(xing)部分車(che)輛出現機(ji)油(you)增(zeng)多(duo)問(wen)題(ti)(ti)的投(tou)訴信息,市(shi)場(chang)(chang)監(jian)(jian)管(guan)(guan)總(zong)(zong)局執(zhi)法督(du)查(cha)(cha)司高度重視,迅(xun)速(su)組織總(zong)(zong)局缺(que)陷(xian)(xian)產品(pin)(pin)(pin)管(guan)(guan)理中(zhong)心(xin)對東風本田進(jin)行了行政約談(tan),從2018年3月(yue)1日(ri)至5月(yue)25日(ri),共約談(tan)5次(ci);同時啟動了缺(que)陷(xian)(xian)調(diao)查(cha)(cha),并(bing)在(zai)充分考(kao)慮(lv)消費者(zhe)關切和(he)(he)(he)產品(pin)(pin)(pin)技(ji)術特(te)征基礎上,通過風險(xian)評估、技(ji)術研判(pan),督(du)促東風本田汽車(che)有(you)限(xian)公司召回(hui)缺(que)陷(xian)(xian)汽車(che)13萬(wan)輛,并(bing)對相關車(che)輛發(fa)動機(ji)主要零部件(jian)提供終身質保(bao)服務。截至目前,根(gen)據生(sheng)產者(zhe)相關報告(gao),該(gai)召回(hui)活動的完(wan)成率已(yi)超過25%,市(shi)場(chang)(chang)監(jian)(jian)管(guan)(guan)總(zong)(zong)局將組織總(zong)(zong)局缺(que)陷(xian)(xian)產品(pin)(pin)(pin)管(guan)(guan)理中(zhong)心(xin)及(ji)地方質監(jian)(jian)和(he)(he)(he)市(shi)場(chang)(chang)監(jian)(jian)管(guan)(guan)部門對該(gai)召回(hui)活動進(jin)行重點(dian)監(jian)(jian)督(du),也請相關車(che)主積極配合召回(hui)活動的實(shi)施,如在(zai)召回(hui)實(shi)施中(zhong)和(he)(he)(he)實(shi)施后(hou)發(fa)現問(wen)題(ti)(ti),請及(ji)時向生(sheng)產者(zhe)進(jin)行反饋(kui),并(bing)向總(zong)(zong)局缺(que)陷(xian)(xian)產品(pin)(pin)(pin)管(guan)(guan)理中(zhong)心(xin)進(jin)行反映。
多措(cuo)并舉鞏固和(he)(he)提升汽車召(zhao)回(hui)實(shi)施(shi)效果(guo)。在(zai)(zai)召(zhao)回(hui)實(shi)施(shi)監督(du)管(guan)理方面,堅(jian)持問(wen)題(ti)導向和(he)(he)靶向處理,多措(cuo)并舉提升召(zhao)回(hui)實(shi)施(shi)效果(guo)。一(yi)是開展(zhan)統一(yi)召(zhao)回(hui)通知(zhi)書信封樣式的(de)(de)試(shi)點工(gong)作,使消(xiao)(xiao)費(fei)者準確識別(bie)召(zhao)回(hui)通知(zhi)信息,提升車輛風險告(gao)知(zhi)的(de)(de)嚴肅(su)性(xing)和(he)(he)敏感度,提高召(zhao)回(hui)通知(zhi)有效性(xing);二是有針對性(xing)的(de)(de)收(shou)集關于(yu)召(zhao)回(hui)實(shi)施(shi)過(guo)程和(he)(he)實(shi)施(shi)效果(guo)相關問(wen)題(ti)的(de)(de)消(xiao)(xiao)費(fei)者投(tou)(tou)訴信息和(he)(he)媒體輿(yu)情(qing)信息,2018年上半年,總局缺陷產(chan)(chan)品管(guan)理中心共收(shou)到相關消(xiao)(xiao)費(fei)者投(tou)(tou)訴1626條,問(wen)題(ti)涉及(ji)39家(jia)生產(chan)(chan)者的(de)(de)86次召(zhao)回(hui)活動;三是根據(ju)上述相關線索,市場監管(guan)總局執法(fa)督(du)查(cha)司組織省、市質監和(he)(he)市場監管(guan)部(bu)門赴生產(chan)(chan)者和(he)(he)經銷商開展(zhan)現場監督(du)檢(jian)查(cha),發現部(bu)分生產(chan)(chan)者存在(zai)(zai)召(zhao)回(hui)通知(zhi)不(bu)(bu)到位(wei)、配件供應不(bu)(bu)足、召(zhao)回(hui)執行進(jin)度緩(huan)慢(man)等問(wen)題(ti),督(du)促相關生產(chan)(chan)者及(ji)時(shi)整改,提升了(le)召(zhao)回(hui)實(shi)施(shi)的(de)(de)實(shi)際(ji)效果(guo)。
