新一輪財稅體制改革2016年基本完成重點工作和任務

中(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)央(yang)政治(zhi)局6月(yue)30日(ri)召開(kai)會(hui)議,審議通(tong)過了(le)《深化財稅體制(zhi)改(gai)(gai)(gai)革總(zong)體方案》、《關于進一步推(tui)進戶籍制(zhi)度(du)改(gai)(gai)(gai)革的(de)意見》、《黨的(de)紀(ji)律(lv)檢查(cha)體制(zhi)改(gai)(gai)(gai)革實施(shi)方案》。中(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)央(yang)總(zong)書記習近平主持會(hui)議。
會議(yi)指出,財(cai)(cai)(cai)政(zheng)是國(guo)家治(zhi)(zhi)(zhi)理的基礎(chu)和重要支柱(zhu),財(cai)(cai)(cai)稅(shui)體(ti)(ti)制(zhi)在治(zhi)(zhi)(zhi)國(guo)安邦中始終發(fa)揮著(zhu)(zhu)基礎(chu)性(xing)、制(zhi)度(du)(du)性(xing)、保障性(xing)作(zuo)用。我們黨(dang)歷來高度(du)(du)重視財(cai)(cai)(cai)政(zheng)工(gong)作(zuo)與財(cai)(cai)(cai)稅(shui)改革(ge),在建立適應(ying)中國(guo)特色社會主義發(fa)展(zhan)要求(qiu)的財(cai)(cai)(cai)政(zheng)制(zhi)度(du)(du)方面進行(xing)了(le)不懈探索。新(xin)一輪財(cai)(cai)(cai)稅(shui)體(ti)(ti)制(zhi)改革(ge)是一場關系(xi)國(guo)家治(zhi)(zhi)(zhi)理體(ti)(ti)系(xi)和治(zhi)(zhi)(zhi)理能力現代化(hua)的深刻變革(ge),是立足全局(ju)、著(zhu)(zhu)眼長遠的制(zhi)度(du)(du)創(chuang)新(xin)。
會議(yi)認(ren)為(wei),深化(hua)(hua)財稅(shui)體制(zhi)(zhi)(zhi)改(gai)(gai)革(ge)(ge)的(de)目標是建立(li)統(tong)(tong)一完整(zheng)、法治(zhi)規(gui)范(fan)、公(gong)開(kai)(kai)透明、運(yun)行(xing)高效(xiao),有利(li)于優化(hua)(hua)資源(yuan)配(pei)置(zhi)、維(wei)護(hu)市場統(tong)(tong)一、促(cu)(cu)進(jin)(jin)社(she)會公(gong)平(ping)、實現(xian)國家長(chang)治(zhi)久安的(de)可持續的(de)現(xian)代(dai)(dai)財政(zheng)制(zhi)(zhi)(zhi)度(du)(du)。重(zhong)點(dian)推進(jin)(jin)3個(ge)方(fang)面的(de)改(gai)(gai)革(ge)(ge):改(gai)(gai)進(jin)(jin)預(yu)算管(guan)理制(zhi)(zhi)(zhi)度(du)(du),強化(hua)(hua)預(yu)算約束、規(gui)范(fan)政(zheng)府(fu)行(xing)為(wei)、實現(xian)有效(xiao)監督,加快(kuai)建立(li)全面規(gui)范(fan)、公(gong)開(kai)(kai)透明的(de)現(xian)代(dai)(dai)預(yu)算制(zhi)(zhi)(zhi)度(du)(du);深化(hua)(hua)稅(shui)收(shou)(shou)制(zhi)(zhi)(zhi)度(du)(du)改(gai)(gai)革(ge)(ge),優化(hua)(hua)稅(shui)制(zhi)(zhi)(zhi)結構、完善稅(shui)收(shou)(shou)功(gong)能(neng)、穩(wen)定宏觀稅(shui)負、推進(jin)(jin)依法治(zhi)稅(shui),建立(li)有利(li)于科學發(fa)展、社(she)會公(gong)平(ping)、市場統(tong)(tong)一的(de)稅(shui)收(shou)(shou)制(zhi)(zhi)(zhi)度(du)(du)體系(xi),充分(fen)(fen)發(fa)揮稅(shui)收(shou)(shou)籌集財政(zheng)收(shou)(shou)入、調節分(fen)(fen)配(pei)、促(cu)(cu)進(jin)(jin)結構優化(hua)(hua)的(de)職能(neng)作用;調整(zheng)中(zhong)央(yang)(yang)和地方(fang)政(zheng)府(fu)間財政(zheng)關系(xi),在保(bao)持中(zhong)央(yang)(yang)和地方(fang)收(shou)(shou)入格局大體穩(wen)定的(de)前提下,進(jin)(jin)一步理順中(zhong)央(yang)(yang)和地方(fang)收(shou)(shou)入劃(hua)分(fen)(fen),合(he)理劃(hua)分(fen)(fen)政(zheng)府(fu)間事權和支出責(ze)(ze)任(ren)(ren),促(cu)(cu)進(jin)(jin)權力(li)和責(ze)(ze)任(ren)(ren)、辦(ban)事和花(hua)錢(qian)相統(tong)(tong)一,建立(li)事權和支出責(ze)(ze)任(ren)(ren)相適(shi)應的(de)制(zhi)(zhi)(zhi)度(du)(du)。新(xin)一輪財稅(shui)體制(zhi)(zhi)(zhi)改(gai)(gai)革(ge)(ge)2016年(nian)基(ji)本完成重(zhong)點(dian)工作和任(ren)(ren)務(wu),2020年(nian)基(ji)本建立(li)現(xian)代(dai)(dai)財政(zheng)制(zhi)(zhi)(zhi)度(du)(du)。
會(hui)議強調(diao),深(shen)化財稅體制改革涉及中(zhong)央和(he)(he)(he)地方、政(zheng)府和(he)(he)(he)企業以及部門間權利調(diao)整(zheng),是一(yi)場牽一(yi)發動全身的硬仗。各級(ji)黨委和(he)(he)(he)政(zheng)府要(yao)全面貫徹黨中(zhong)央決策部署和(he)(he)(he)要(yao)求,增強大(da)局意識(shi),以高(gao)度的政(zheng)治責任感(gan)和(he)(he)(he)歷史使命(ming)感(gan),加強組(zu)織領導,周密安排(pai)部署,注(zhu)重統籌(chou)協調(diao),把握力度節奏,精(jing)心組(zu)織實施,確保(bao)改革取得成功。
會議指出(chu),加快戶(hu)籍(ji)制度改革是涉及億萬農業(ye)轉移(yi)人(ren)(ren)(ren)口的一項(xiang)重(zhong)大措施。要堅持以人(ren)(ren)(ren)為本,著力(li)促進(jin)(jin)有能(neng)力(li)在城(cheng)(cheng)(cheng)鎮(zhen)(zhen)穩(wen)定就(jiu)(jiu)業(ye)和(he)生活(huo)的常住(zhu)人(ren)(ren)(ren)口有序實(shi)現市民化(hua),穩(wen)步推進(jin)(jin)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)基本公(gong)共(gong)服務(wu)常住(zhu)人(ren)(ren)(ren)口全覆蓋(gai)。要堅持積(ji)極(ji)穩(wen)妥、規范有序,既要鼓勵各地(di)大膽(dan)實(shi)踐、積(ji)極(ji)探索,又要指導(dao)地(di)方尊重(zhong)客觀規律,尊重(zhong)群眾意愿,不搞指標分(fen)配,不搞層層加碼。要優先解決(jue)好進(jin)(jin)城(cheng)(cheng)(cheng)時間長(chang)、就(jiu)(jiu)業(ye)能(neng)力(li)強、可以適應城(cheng)(cheng)(cheng)鎮(zhen)(zhen)和(he)市場競(jing)爭環境的人(ren)(ren)(ren),使他們及其(qi)家(jia)庭(ting)在城(cheng)(cheng)(cheng)鎮(zhen)(zhen)扎根落戶(hu),有序引導(dao)人(ren)(ren)(ren)口流(liu)向。要積(ji)極(ji)推進(jin)(jin)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)基本公(gong)共(gong)服務(wu)由主(zhu)要對(dui)本地(di)戶(hu)籍(ji)人(ren)(ren)(ren)口提供向對(dui)常住(zhu)人(ren)(ren)(ren)口提供轉變(bian),逐(zhu)步解決(jue)在城(cheng)(cheng)(cheng)鎮(zhen)(zhen)就(jiu)(jiu)業(ye)居住(zhu)但(dan)未落戶(hu)的農業(ye)轉移(yi)人(ren)(ren)(ren)口享(xiang)有城(cheng)(cheng)(cheng)鎮(zhen)(zhen)基本公(gong)共(gong)服務(wu)問題(ti)。
會議強(qiang)調,戶籍(ji)制度(du)改革(ge)是一項十分復雜的(de)系統工程,要(yao)(yao)堅(jian)持統籌(chou)謀劃,協同推(tui)進(jin)相關(guan)領域配套(tao)政策(ce)制度(du)改革(ge)。要(yao)(yao)完(wan)善(shan)農(nong)村產權(quan)(quan)制度(du),維護好農(nong)民的(de)土地(di)承(cheng)包經(jing)營權(quan)(quan)、宅基(ji)地(di)使(shi)用權(quan)(quan)、集體收(shou)益分配權(quan)(quan)。要(yao)(yao)區(qu)別(bie)情況、分類指導,由各地(di)根據中央的(de)總體要(yao)(yao)求和(he)政策(ce)安排,因地(di)制宜地(di)實行差別(bie)化(hua)落(luo)戶政策(ce)。要(yao)(yao)促進(jin)大中小(xiao)城(cheng)市和(he)小(xiao)城(cheng)鎮(zhen)合理布局、功能互補,增強(qiang)中小(xiao)城(cheng)市和(he)小(xiao)城(cheng)鎮(zhen)經(jing)濟集聚能力,為(wei)農(nong)業轉移(yi)人口落(luo)戶城(cheng)鎮(zhen)創造有利條件。
