中共中央辦公廳 國務院辦公廳印發《關于加快推進鄉村人才振興的意見》

  新華社(she)北京(jing)2月(yue)23日(ri)電 近日(ri),中共中央辦公廳(ting)、國務院辦公廳(ting)印發了《關于加快推進鄉村人才振(zhen)興的意見》,并發出通知(zhi),要(yao)求(qiu)各地區各部(bu)門結合實(shi)際認真貫徹落實(shi)。

  《關于加快推進鄉村(cun)人(ren)才(cai)振興(xing)的意見》全(quan)文如下。

  鄉村振興,關(guan)(guan)鍵在(zai)人。為深(shen)入貫徹落實習近平總書記關(guan)(guan)于推動(dong)鄉村人才振興的重要(yao)指示精(jing)神,落實黨中央、國務院有關(guan)(guan)決(jue)策部署,促進各類人才投(tou)身鄉村建設,現就加快推進鄉村人才振興提出如下(xia)意見。

  一、總體要求

  (一)指(zhi)導(dao)思(si)想。以習(xi)近平新(xin)時代中(zhong)國(guo)特色(se)社會主義(yi)思(si)想為指(zhi)導(dao),全面(mian)(mian)貫徹(che)黨(dang)的十(shi)九大和十(shi)九屆(jie)二中(zhong)、三(san)中(zhong)、四中(zhong)、五中(zhong)全會精神,堅持(chi)和加(jia)強黨(dang)對鄉(xiang)(xiang)(xiang)(xiang)村(cun)人(ren)(ren)(ren)才(cai)(cai)工(gong)(gong)作(zuo)的全面(mian)(mian)領導(dao),堅持(chi)農(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)村(cun)優先發展(zhan),堅持(chi)把(ba)鄉(xiang)(xiang)(xiang)(xiang)村(cun)人(ren)(ren)(ren)力資本(ben)開發放在首(shou)要(yao)位置,大力培養(yang)本(ben)土人(ren)(ren)(ren)才(cai)(cai),引(yin)導(dao)城市人(ren)(ren)(ren)才(cai)(cai)下鄉(xiang)(xiang)(xiang)(xiang),推動專業(ye)(ye)(ye)人(ren)(ren)(ren)才(cai)(cai)服務鄉(xiang)(xiang)(xiang)(xiang)村(cun),吸引(yin)各類(lei)人(ren)(ren)(ren)才(cai)(cai)在鄉(xiang)(xiang)(xiang)(xiang)村(cun)振(zhen)興(xing)中(zhong)建功立業(ye)(ye)(ye),健全鄉(xiang)(xiang)(xiang)(xiang)村(cun)人(ren)(ren)(ren)才(cai)(cai)工(gong)(gong)作(zuo)體制機(ji)制,強化人(ren)(ren)(ren)才(cai)(cai)振(zhen)興(xing)保障措施,培養(yang)造就一支懂(dong)農(nong)(nong)業(ye)(ye)(ye)、愛農(nong)(nong)村(cun)、愛農(nong)(nong)民的“三(san)農(nong)(nong)”工(gong)(gong)作(zuo)隊伍,為全面(mian)(mian)推進鄉(xiang)(xiang)(xiang)(xiang)村(cun)振(zhen)興(xing)、加(jia)快農(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)村(cun)現代化提供(gong)有(you)力人(ren)(ren)(ren)才(cai)(cai)支撐。

  (二)目標(biao)任務。到2025年,鄉村(cun)(cun)人(ren)(ren)才振興制度框架和(he)政策(ce)體系基本(ben)形(xing)成,鄉村(cun)(cun)振興各(ge)領(ling)域(yu)人(ren)(ren)才規(gui)模不斷(duan)壯大、素質穩(wen)步提升、結構持(chi)續優化,各(ge)類人(ren)(ren)才支(zhi)持(chi)服務鄉村(cun)(cun)格局基本(ben)形(xing)成,鄉村(cun)(cun)人(ren)(ren)才初步滿足實(shi)施(shi)鄉村(cun)(cun)振興戰(zhan)略基本(ben)需(xu)要。

  (三)工作原則

  ——堅持加(jia)強黨對鄉(xiang)村(cun)人(ren)(ren)才(cai)(cai)工作的(de)全面領導(dao)。貫徹黨管人(ren)(ren)才(cai)(cai)原則(ze),將鄉(xiang)村(cun)人(ren)(ren)才(cai)(cai)振興(xing)(xing)納入黨委(wei)人(ren)(ren)才(cai)(cai)工作總體部署,引導(dao)各(ge)類人(ren)(ren)才(cai)(cai)向農(nong)村(cun)基層一線流動,打造一支能夠擔當鄉(xiang)村(cun)振興(xing)(xing)使命的(de)人(ren)(ren)才(cai)(cai)隊伍。

  ——堅持全面培(pei)養、分類施策。圍繞全面推進鄉村振興需要,全方位(wei)培(pei)養各類人才,擴大總量(liang)、提高質量(liang)、優(you)化(hua)結構(gou)。尊重鄉村發展規(gui)律和人才成長規(gui)律,針對不同地區、不同類型人才,實施差別化(hua)政策措(cuo)施。

  ——堅持多(duo)元(yuan)主體、分工配合。推動政府、培(pei)訓(xun)機構、企業等發揮(hui)各自優勢,共同參與鄉(xiang)村人才培(pei)養,解決(jue)制(zhi)約鄉(xiang)村人才振興(xing)的問題,形(xing)成工作合力(li)。

  ——堅持(chi)廣招(zhao)英(ying)才(cai)(cai)(cai)、高效用(yong)才(cai)(cai)(cai)。堅持(chi)培養與(yu)引(yin)(yin)進相結(jie)合、引(yin)(yin)才(cai)(cai)(cai)與(yu)引(yin)(yin)智(zhi)相結(jie)合,拓(tuo)寬(kuan)鄉村人才(cai)(cai)(cai)來源,聚天(tian)下英(ying)才(cai)(cai)(cai)而(er)用(yong)之。用(yong)好用(yong)活(huo)(huo)人才(cai)(cai)(cai),為人才(cai)(cai)(cai)干事創業和實現價值提(ti)供機(ji)會條件,最大(da)限度激發人才(cai)(cai)(cai)內(nei)在活(huo)(huo)力。

  ——堅持完善機制、強化(hua)保障。深化(hua)鄉村(cun)人才培(pei)養、引進、管理、使(shi)用、流(liu)動、激(ji)勵(li)等(deng)制度改(gai)革,完善人才服(fu)務鄉村(cun)激(ji)勵(li)機制,讓農(nong)村(cun)的機會吸引人,讓農(nong)村(cun)的環境留住人。

  二、加快培養農業生產經營人才

  (四)培養高素質農(nong)(nong)(nong)(nong)民隊伍。深入實施現代農(nong)(nong)(nong)(nong)民培育計(ji)劃,重點面向從(cong)事適(shi)度規模經營的(de)農(nong)(nong)(nong)(nong)民,分層分類開展(zhan)全產業鏈培訓(xun)(xun),加(jia)強(qiang)(qiang)訓(xun)(xun)后技(ji)術指導和跟蹤服務,支持創辦(ban)領辦(ban)新型(xing)農(nong)(nong)(nong)(nong)業經營主(zhu)體。充(chong)分利用現有網(wang)絡(luo)教(jiao)育資(zi)源,加(jia)強(qiang)(qiang)農(nong)(nong)(nong)(nong)民在線教(jiao)育培訓(xun)(xun)。實施農(nong)(nong)(nong)(nong)村實用人才培養計(ji)劃,加(jia)強(qiang)(qiang)培訓(xun)(xun)基地建設(she),培養造就一(yi)批(pi)能(neng)夠引(yin)領一(yi)方、帶動(dong)一(yi)片的(de)農(nong)(nong)(nong)(nong)村實用人才帶頭人。

  (五)突出抓好(hao)家(jia)庭(ting)(ting)農(nong)(nong)(nong)場(chang)經(jing)營(ying)者(zhe)、農(nong)(nong)(nong)民(min)合作社帶頭(tou)人培育。深入推進家(jia)庭(ting)(ting)農(nong)(nong)(nong)場(chang)經(jing)營(ying)者(zhe)培養,完善項目支持(chi)、生產(chan)指(zhi)導、質量(liang)管理、對接市場(chang)等(deng)服務。建(jian)立農(nong)(nong)(nong)民(min)合作社帶頭(tou)人人才庫(ku),加強(qiang)對農(nong)(nong)(nong)民(min)合作社骨(gu)干的培訓。鼓勵農(nong)(nong)(nong)民(min)工(gong)、高校畢(bi)業(ye)(ye)生、退(tui)役軍人、科技人員、農(nong)(nong)(nong)村實用人才等(deng)創辦領辦家(jia)庭(ting)(ting)農(nong)(nong)(nong)場(chang)、農(nong)(nong)(nong)民(min)合作社。鼓勵有條件的地(di)方支持(chi)農(nong)(nong)(nong)民(min)合作社聘請農(nong)(nong)(nong)業(ye)(ye)經(jing)理人。鼓勵家(jia)庭(ting)(ting)農(nong)(nong)(nong)場(chang)經(jing)營(ying)者(zhe)、農(nong)(nong)(nong)民(min)合作社帶頭(tou)人參加職稱評審、技能等(deng)級認定(ding)。

  三、加快培養農村二三產業發展人才

  (六)培育農(nong)(nong)村(cun)創(chuang)(chuang)(chuang)業(ye)(ye)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)帶(dai)頭(tou)人(ren)。深入實(shi)施農(nong)(nong)村(cun)創(chuang)(chuang)(chuang)業(ye)(ye)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)帶(dai)頭(tou)人(ren)培育行動,不(bu)斷改善(shan)(shan)農(nong)(nong)村(cun)創(chuang)(chuang)(chuang)業(ye)(ye)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)生態,穩妥引導金(jin)融機構(gou)開發農(nong)(nong)村(cun)創(chuang)(chuang)(chuang)業(ye)(ye)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)金(jin)融產(chan)品和服(fu)務(wu)方式,加(jia)快建設農(nong)(nong)村(cun)創(chuang)(chuang)(chuang)業(ye)(ye)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)孵化實(shi)訓(xun)基地,組建農(nong)(nong)村(cun)創(chuang)(chuang)(chuang)業(ye)(ye)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)導師隊伍(wu)(wu)。壯大(da)新(xin)(xin)(xin)一代(dai)鄉(xiang)村(cun)企業(ye)(ye)家(jia)隊伍(wu)(wu),通過專題培訓(xun)、實(shi)踐鍛煉(lian)、學習交流(liu)等方式,完善(shan)(shan)鄉(xiang)村(cun)企業(ye)(ye)家(jia)培訓(xun)體系,完善(shan)(shan)涉(she)農(nong)(nong)企業(ye)(ye)人(ren)才激勵機制(zhi),加(jia)強對鄉(xiang)村(cun)企業(ye)(ye)家(jia)合法(fa)權益(yi)的保護。

  (七(qi))加(jia)強農村電(dian)(dian)商人才(cai)培育。提升電(dian)(dian)子(zi)商務進農村效(xiao)果,開(kai)展電(dian)(dian)商專(zhuan)家下(xia)鄉活(huo)動。依托全國(guo)電(dian)(dian)子(zi)商務公(gong)共服務平臺,加(jia)快(kuai)建立農村電(dian)(dian)商人才(cai)培養載體(ti)及(ji)師(shi)資(zi)、標準、認證體(ti)系,開(kai)展線(xian)上(shang)線(xian)下(xia)相(xiang)結合的多層次人才(cai)培訓(xun)。

  (八)培(pei)育(yu)鄉(xiang)村工匠。挖掘培(pei)養(yang)鄉(xiang)村手(shou)工業者、傳(chuan)(chuan)(chuan)(chuan)統藝(yi)(yi)人(ren),通過設立(li)名師工作室(shi)、大師傳(chuan)(chuan)(chuan)(chuan)習所等,傳(chuan)(chuan)(chuan)(chuan)承(cheng)發展傳(chuan)(chuan)(chuan)(chuan)統技藝(yi)(yi)。鼓勵高(gao)等學(xue)校、職業院校開展傳(chuan)(chuan)(chuan)(chuan)統技藝(yi)(yi)傳(chuan)(chuan)(chuan)(chuan)承(cheng)人(ren)教育(yu)。在傳(chuan)(chuan)(chuan)(chuan)統技藝(yi)(yi)人(ren)才(cai)聚集地設立(li)工作站,開展研(yan)習培(pei)訓、示范引導、品牌培(pei)育(yu)。支持鼓勵傳(chuan)(chuan)(chuan)(chuan)統技藝(yi)(yi)人(ren)才(cai)創(chuang)辦(ban)特色企業,帶動發展鄉(xiang)村特色手(shou)工業。

  (九(jiu))打造農(nong)民工勞(lao)(lao)(lao)務輸出(chu)(chu)品牌。實(shi)施勞(lao)(lao)(lao)務輸出(chu)(chu)品牌計(ji)劃,圍繞地方特色勞(lao)(lao)(lao)務群體,建立技能(neng)培訓(xun)體系和評價體系,完善(shan)創業(ye)扶持、品牌培育政策(ce),通過(guo)完善(shan)行(xing)業(ye)標準(zhun)、建設專家(jia)工作室、邀請專家(jia)授課、舉(ju)辦(ban)技能(neng)比(bi)賽等(deng)途(tu)徑(jing),普遍(bian)提升(sheng)從(cong)業(ye)者職業(ye)技能(neng),提高勞(lao)(lao)(lao)務輸出(chu)(chu)的(de)組織化(hua)、專業(ye)化(hua)、標準(zhun)化(hua)水(shui)平(ping),培育一批叫得響的(de)農(nong)民工勞(lao)(lao)(lao)務輸出(chu)(chu)品牌。

  四、加快培養鄉村公共服務人才

  (十)加(jia)強(qiang)鄉(xiang)(xiang)村(cun)教(jiao)(jiao)師(shi)(shi)(shi)隊伍建設。落實(shi)城鄉(xiang)(xiang)統一的中小(xiao)學(xue)(xue)教(jiao)(jiao)職工編制標準。繼續實(shi)施革(ge)命老區、民族地區、邊疆地區人才支(zhi)持(chi)計(ji)(ji)劃(hua)、教(jiao)(jiao)師(shi)(shi)(shi)專項(xiang)計(ji)(ji)劃(hua)和銀齡講(jiang)學(xue)(xue)計(ji)(ji)劃(hua)。加(jia)大鄉(xiang)(xiang)村(cun)骨(gu)干教(jiao)(jiao)師(shi)(shi)(shi)培(pei)養力(li)度,精準培(pei)養本土(tu)化優秀教(jiao)(jiao)師(shi)(shi)(shi)。改革(ge)完善“國培(pei)計(ji)(ji)劃(hua)”,深(shen)入推(tui)進“互聯網(wang)+義務教(jiao)(jiao)育(yu)”,健(jian)全鄉(xiang)(xiang)村(cun)教(jiao)(jiao)師(shi)(shi)(shi)發展(zhan)體(ti)系。對(dui)長期(qi)在(zai)鄉(xiang)(xiang)村(cun)學(xue)(xue)校任(ren)教(jiao)(jiao)的教(jiao)(jiao)師(shi)(shi)(shi),職稱評審可(ke)按(an)(an)規(gui)定“定向評價、定向使用”,高級崗位實(shi)行總量控制、比(bi)例(li)單列,可(ke)不受所在(zai)學(xue)(xue)校崗位結(jie)構比(bi)例(li)限制。落實(shi)好鄉(xiang)(xiang)村(cun)教(jiao)(jiao)師(shi)(shi)(shi)生活補(bu)助政(zheng)策,加(jia)強(qiang)鄉(xiang)(xiang)村(cun)學(xue)(xue)校教(jiao)(jiao)師(shi)(shi)(shi)周轉(zhuan)宿舍建設,按(an)(an)規(gui)定將符(fu)合條件的鄉(xiang)(xiang)村(cun)教(jiao)(jiao)師(shi)(shi)(shi)納入當地住房保障范圍(wei)。

  (十二)加強鄉村文(wen)化(hua)(hua)旅游體育(yu)人(ren)才(cai)(cai)隊(dui)伍(wu)建設。推動文(wen)化(hua)(hua)旅游體育(yu)人(ren)才(cai)(cai)下鄉服務,重點向革(ge)命老區、民族地區、邊疆(jiang)地區傾斜。完(wan)善(shan)文(wen)化(hua)(hua)和旅游、廣播電視、網絡視聽(ting)等專業人(ren)才(cai)(cai)扶(fu)持政策(ce),培養一批鄉村文(wen)藝(yi)社團、創作團隊(dui)、文(wen)化(hua)(hua)志愿(yuan)者、非遺傳承人(ren)和鄉村旅游示范者。鼓勵運動員、教練(lian)員、體育(yu)專業師生、體育(yu)科研人(ren)員參與鄉村體育(yu)指導志愿(yuan)服務。

  (十三)加強(qiang)鄉(xiang)村(cun)規劃建(jian)(jian)(jian)(jian)設(she)人(ren)才隊伍建(jian)(jian)(jian)(jian)設(she)。支持熟悉(xi)鄉(xiang)村(cun)的首席規劃師、鄉(xiang)村(cun)規劃師、建(jian)(jian)(jian)(jian)筑師、設(she)計(ji)師及團隊參與村(cun)莊(zhuang)規劃設(she)計(ji)、特色景觀(guan)制(zhi)作、人(ren)文風貌(mao)引導,提(ti)高設(she)計(ji)建(jian)(jian)(jian)(jian)設(she)水(shui)平,塑(su)造鄉(xiang)村(cun)特色風貌(mao)。統籌(chou)推進城鄉(xiang)基(ji)礎(chu)(chu)設(she)施(shi)建(jian)(jian)(jian)(jian)設(she)管護(hu)人(ren)才互通(tong)共享,搭建(jian)(jian)(jian)(jian)服務平臺(tai),暢通(tong)交流機(ji)制(zhi)。實施(shi)鄉(xiang)村(cun)本土建(jian)(jian)(jian)(jian)設(she)人(ren)才培(pei)育工(gong)程,加強(qiang)鄉(xiang)村(cun)建(jian)(jian)(jian)(jian)設(she)工(gong)匠培(pei)訓(xun)和管理(li),培(pei)育修(xiu)路工(gong)、水(shui)利員、改(gai)廁(ce)專(zhuan)家、農(nong)(nong)(nong)村(cun)住(zhu)(zhu)房(fang)建(jian)(jian)(jian)(jian)設(she)輔導員等專(zhuan)業(ye)人(ren)員,提(ti)升(sheng)農(nong)(nong)(nong)村(cun)環境治理(li)、基(ji)礎(chu)(chu)設(she)施(shi)及農(nong)(nong)(nong)村(cun)住(zhu)(zhu)房(fang)建(jian)(jian)(jian)(jian)設(she)管護(hu)水(shui)平。

  五、加快培養鄉村治理人才

  (十四)加強鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)黨(dang)政人(ren)(ren)才隊伍建設(she)。選優配(pei)強鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)領導班子特別是鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)黨(dang)委書(shu)記(ji),健全從(cong)鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)事業人(ren)(ren)員(yuan)(yuan)(yuan)、優秀村黨(dang)組(zu)織書(shu)記(ji)、到(dao)村任職過的選調(diao)生、駐(zhu)村第一書(shu)記(ji)、駐(zhu)村工(gong)作(zuo)隊員(yuan)(yuan)(yuan)中(zhong)選拔鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)領導干部常態化機(ji)制(zhi)。實行鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)編制(zhi)專編專用(yong),明確鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)新錄(lu)用(yong)公務員(yuan)(yuan)(yuan)在(zai)(zai)鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)最低(di)(di)服務年限,規(gui)范(fan)從(cong)鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)借調(diao)工(gong)作(zuo)人(ren)(ren)員(yuan)(yuan)(yuan)。落實鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)工(gong)作(zuo)補貼和艱(jian)苦(ku)邊(bian)遠地區(qu)津貼政策,確保(bao)鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)機(ji)關(guan)工(gong)作(zuo)人(ren)(ren)員(yuan)(yuan)(yuan)收(shou)入高于縣直機(ji)關(guan)同(tong)職級(ji)人(ren)(ren)員(yuan)(yuan)(yuan)。落實艱(jian)苦(ku)邊(bian)遠地區(qu)鄉(xiang)(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)公務員(yuan)(yuan)(yuan)考(kao)錄(lu)政策,適當(dang)降低(di)(di)門檻和開考(kao)比例,允(yun)許(xu)縣鄉(xiang)(xiang)(xiang)(xiang)(xiang)兩級(ji)拿出(chu)一定數(shu)量的職位面(mian)向高校畢業生、退役軍(jun)人(ren)(ren)等(deng)具(ju)有本地戶(hu)籍或在(zai)(zai)本地長期生活工(gong)作(zuo)的人(ren)(ren)員(yuan)(yuan)(yuan)招(zhao)考(kao)。

  (十(shi)五)推動(dong)村(cun)(cun)(cun)(cun)黨(dang)(dang)組(zu)織(zhi)(zhi)帶頭(tou)人(ren)隊伍(wu)整(zheng)體優化(hua)提升。堅(jian)持把政治標準放在首(shou)位(wei),選拔(ba)思想政治素質(zhi)好(hao)、道德品(pin)行(xing)好(hao)、帶富(fu)能力(li)強、協調能力(li)強,公(gong)道正(zheng)派(pai)、廉潔自律,熱心(xin)為群眾服(fu)務(wu)的(de)黨(dang)(dang)員(yuan)(yuan)擔任村(cun)(cun)(cun)(cun)黨(dang)(dang)組(zu)織(zhi)(zhi)書(shu)(shu)記(ji)。注重(zhong)從(cong)本村(cun)(cun)(cun)(cun)致富(fu)能手(shou)、外出務(wu)工經商返鄉人(ren)員(yuan)(yuan)、本鄉本土大學畢業(ye)生、退役(yi)軍人(ren)中(zhong)的(de)黨(dang)(dang)員(yuan)(yuan)里培養選拔(ba)村(cun)(cun)(cun)(cun)黨(dang)(dang)組(zu)織(zhi)(zhi)書(shu)(shu)記(ji)。對本村(cun)(cun)(cun)(cun)暫(zan)時沒有黨(dang)(dang)組(zu)織(zhi)(zhi)書(shu)(shu)記(ji)合(he)適人(ren)選的(de),可從(cong)上級機(ji)關、企事(shi)業(ye)單位(wei)優秀黨(dang)(dang)員(yuan)(yuan)干(gan)部中(zhong)選派(pai),有條件的(de)地方也可以探索跨(kua)村(cun)(cun)(cun)(cun)任職。全面落實村(cun)(cun)(cun)(cun)黨(dang)(dang)組(zu)織(zhi)(zhi)書(shu)(shu)記(ji)縣級黨(dang)(dang)委(wei)組(zu)織(zhi)(zhi)部門備案管理制(zhi)度和(he)村(cun)(cun)(cun)(cun)“兩(liang)委(wei)”成員(yuan)(yuan)資格聯審機(ji)制(zhi),實行(xing)村(cun)(cun)(cun)(cun)“兩(liang)委(wei)”成員(yuan)(yuan)近親屬(shu)回避,凈(jing)化(hua)、優化(hua)村(cun)(cun)(cun)(cun)干(gan)部隊伍(wu)。加大從(cong)優秀村(cun)(cun)(cun)(cun)黨(dang)(dang)組(zu)織(zhi)(zhi)書(shu)(shu)記(ji)中(zhong)考(kao)錄鄉鎮(zhen)公(gong)務(wu)員(yuan)(yuan)、招聘(pin)鄉鎮(zhen)事(shi)業(ye)編(bian)制(zhi)人(ren)員(yuan)(yuan)力(li)度。縣級黨(dang)(dang)委(wei)每年(nian)至少對村(cun)(cun)(cun)(cun)黨(dang)(dang)組(zu)織(zhi)(zhi)書(shu)(shu)記(ji)培訓1次,支(zhi)持村(cun)(cun)(cun)(cun)干(gan)部和(he)農(nong)民參(can)加學歷教育。堅(jian)持和(he)完善向(xiang)重(zhong)點鄉村(cun)(cun)(cun)(cun)選派(pai)駐村(cun)(cun)(cun)(cun)第一書(shu)(shu)記(ji)和(he)工作隊制(zhi)度。

  (十六)實施“一(yi)村(cun)(cun)一(yi)名大學(xue)生”培(pei)育計劃(hua)。鼓勵(li)各地(di)遴(lin)選(xuan)一(yi)批高等職(zhi)業(ye)(ye)學(xue)校(xiao)(xiao),按(an)照(zhao)有(you)關規(gui)(gui)定,根據鄉(xiang)村(cun)(cun)振興需求(qiu)開設涉農專業(ye)(ye),支(zhi)持村(cun)(cun)干部(bu)、新型農業(ye)(ye)經營(ying)主體帶頭(tou)人(ren)、退役軍人(ren)、返鄉(xiang)創業(ye)(ye)農民工(gong)等,采(cai)取在校(xiao)(xiao)學(xue)習(xi)、彈性學(xue)制、農學(xue)交替、送教下鄉(xiang)等方式(shi),就地(di)就近接受職(zhi)業(ye)(ye)高等教育,培(pei)養一(yi)批在鄉(xiang)大學(xue)生、鄉(xiang)村(cun)(cun)治理人(ren)才。進一(yi)步加強選(xuan)調(diao)生到村(cun)(cun)任(ren)職(zhi)、履行(xing)大學(xue)生村(cun)(cun)官(guan)有(you)關職(zhi)責、按(an)照(zhao)大學(xue)生村(cun)(cun)官(guan)管理工(gong)作,落(luo)實選(xuan)調(diao)生一(yi)般應占本年度公務員考錄計劃(hua)10%左右的規(gui)(gui)模(mo)要求(qiu)。鼓勵(li)各地(di)多渠道招錄大學(xue)畢(bi)業(ye)(ye)生到村(cun)(cun)工(gong)作。擴大高校(xiao)(xiao)畢(bi)業(ye)(ye)生“三支(zhi)一(yi)扶”計劃(hua)招募規(gui)(gui)模(mo)。

  (十七)加(jia)(jia)強農村(cun)社(she)會(hui)(hui)(hui)工(gong)作人(ren)才隊(dui)伍建設(she)。加(jia)(jia)快(kuai)推動(dong)鄉(xiang)鎮社(she)會(hui)(hui)(hui)工(gong)作服(fu)務(wu)站建設(she),加(jia)(jia)大(da)政(zheng)府購買服(fu)務(wu)力(li)度,吸引(yin)社(she)會(hui)(hui)(hui)工(gong)作人(ren)才提(ti)供專業(ye)(ye)服(fu)務(wu),大(da)力(li)培育(yu)社(she)會(hui)(hui)(hui)工(gong)作服(fu)務(wu)類(lei)社(she)會(hui)(hui)(hui)組(zu)織。加(jia)(jia)大(da)本土社(she)會(hui)(hui)(hui)工(gong)作專業(ye)(ye)人(ren)才培養力(li)度,鼓勵村(cun)干部(bu)、年輕(qing)黨員(yuan)等(deng)參加(jia)(jia)社(she)會(hui)(hui)(hui)工(gong)作職(zhi)業(ye)(ye)資格評價和各類(lei)教育(yu)培訓。持續實(shi)施革命(ming)老區(qu)、民族地區(qu)、邊疆地區(qu)社(she)會(hui)(hui)(hui)工(gong)作專業(ye)(ye)人(ren)才支持計劃。加(jia)(jia)強鄉(xiang)村(cun)兒童(tong)關愛服(fu)務(wu)人(ren)才隊(dui)伍建設(she)。通過項目獎補(bu)、稅收減免(mian)等(deng)方式引(yin)導高(gao)校畢(bi)業(ye)(ye)生、退役(yi)軍人(ren)、返(fan)鄉(xiang)入鄉(xiang)人(ren)員(yuan)參與社(she)區(qu)服(fu)務(wu)。

  (十八)加(jia)強農(nong)(nong)村(cun)經(jing)營(ying)(ying)管(guan)理人才(cai)隊(dui)伍建(jian)(jian)設。依法(fa)依規劃分農(nong)(nong)村(cun)經(jing)營(ying)(ying)管(guan)理的行(xing)政職責(ze)和事(shi)業職責(ze),建(jian)(jian)立(li)健(jian)全職責(ze)目錄清單(dan)。采取招錄、調劑、聘用等(deng)方式,通(tong)過安排專兼職人員等(deng)途(tu)徑,充實(shi)農(nong)(nong)村(cun)經(jing)營(ying)(ying)管(guan)理隊(dui)伍,確保事(shi)有(you)人干(gan)、責(ze)有(you)人負(fu)。加(jia)強業務(wu)培訓(xun),力爭3年內輪訓(xun)一遍。加(jia)強農(nong)(nong)村(cun)土地(di)承(cheng)包經(jing)營(ying)(ying)糾(jiu)紛(fen)調解仲(zhong)裁(cai)人才(cai)隊(dui)伍建(jian)(jian)設,鼓勵(li)各地(di)探索建(jian)(jian)立(li)仲(zhong)裁(cai)員等(deng)級(ji)評(ping)價制度。將農(nong)(nong)村(cun)合(he)作組織(zhi)管(guan)理專業納入農(nong)(nong)業技(ji)術(shu)人員職稱評(ping)審(shen)范(fan)圍,完善評(ping)價標準。加(jia)強農(nong)(nong)村(cun)集(ji)體(ti)經(jing)濟組織(zhi)人才(cai)培養,完善激勵(li)機制。

  (二十五)加(jia)(jia)快發(fa)(fa)展面向(xiang)農村(cun)的職(zhi)(zhi)(zhi)業(ye)(ye)教育(yu)。加(jia)(jia)強農村(cun)職(zhi)(zhi)(zhi)業(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)基礎(chu)能力建(jian)設,優先支持高水(shui)平農業(ye)(ye)高職(zhi)(zhi)(zhi)院(yuan)(yuan)校(xiao)(xiao)開(kai)展本科(ke)層次職(zhi)(zhi)(zhi)業(ye)(ye)教育(yu),采取校(xiao)(xiao)企合(he)(he)作、政府劃撥、整合(he)(he)資源等方(fang)式建(jian)設一批實習(xi)實訓(xun)基地。支持職(zhi)(zhi)(zhi)業(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)加(jia)(jia)強涉農專(zhuan)業(ye)(ye)建(jian)設、開(kai)發(fa)(fa)技術研(yan)發(fa)(fa)平臺(tai)、開(kai)設特色工(gong)(gong)藝班(ban),培養(yang)基層急需的專(zhuan)業(ye)(ye)技術人(ren)才。采取學制教育(yu)和專(zhuan)業(ye)(ye)培訓(xun)相結合(he)(he)的模式對(dui)農村(cun)“兩后生”進行技能培訓(xun)。鼓(gu)勵退役軍人(ren)、下崗職(zhi)(zhi)(zhi)工(gong)(gong)、農民工(gong)(gong)、高素質(zhi)農民、留守婦女等報考高職(zhi)(zhi)(zhi)院(yuan)(yuan)校(xiao)(xiao),可適當降(jiang)低文化素質(zhi)測試錄取分數線(xian)。

  (二十六)依托各級(ji)(ji)黨(dang)校(xiao)(行(xing)政學(xue)(xue)院)培(pei)養基(ji)(ji)層(ceng)黨(dang)組(zu)織干(gan)部(bu)(bu)隊伍(wu)。發揮好(hao)黨(dang)校(xiao)(行(xing)政學(xue)(xue)院)、干(gan)部(bu)(bu)學(xue)(xue)院主渠道、主陣(zhen)地作(zuo)用(yong),分類分級(ji)(ji)開展(zhan)“三農(nong)”干(gan)部(bu)(bu)培(pei)訓(xun)。以縣級(ji)(ji)黨(dang)校(xiao)(行(xing)政學(xue)(xue)校(xiao))為主體,加強對(dui)村干(gan)部(bu)(bu)、駐村第一書記(ji)、基(ji)(ji)層(ceng)團組(zu)織書記(ji)等鄉村干(gan)部(bu)(bu)隊伍(wu)的(de)培(pei)訓(xun)。采取線上(shang)線下相(xiang)結合(he)等模式,將黨(dang)校(xiao)(行(xing)政學(xue)(xue)院)、干(gan)部(bu)(bu)學(xue)(xue)院的(de)教育資源(yuan)延(yan)伸覆蓋至村和社(she)區。

  (二十(shi)七)充分發揮農(nong)(nong)業廣播電視(shi)學(xue)校(xiao)等培(pei)(pei)訓(xun)(xun)機(ji)構(gou)作用。支持(chi)職業院(yuan)校(xiao)、農(nong)(nong)業廣播電視(shi)學(xue)校(xiao)、農(nong)(nong)村成人(ren)文化(hua)技術培(pei)(pei)訓(xun)(xun)學(xue)校(xiao)(機(ji)構(gou))、農(nong)(nong)技推(tui)廣機(ji)構(gou)、農(nong)(nong)業科研院(yuan)所等,加(jia)強對高素(su)質農(nong)(nong)民、能工巧匠(jiang)等本土人(ren)才培(pei)(pei)養。探(tan)索建立(li)農(nong)(nong)民學(xue)分銀行,推(tui)動農(nong)(nong)民培(pei)(pei)訓(xun)(xun)與(yu)職業教育(yu)有效銜接。建立(li)政府(fu)引導、多元參與(yu)的投(tou)入(ru)(ru)機(ji)制,將農(nong)(nong)民教育(yu)培(pei)(pei)訓(xun)(xun)經費按(an)規定列入(ru)(ru)各級預算,吸引社會資(zi)本投(tou)入(ru)(ru)。

  八、建立健全鄉村人才振興體制機制

  (三(san)十)完(wan)善鄉村人(ren)才培(pei)養制度。加大(da)公(gong)費(fei)師范(fan)生培(pei)養力(li)度,實行(xing)定向培(pei)養,明(ming)確(que)基層(ceng)(ceng)服務年限,推動(dong)特崗計劃與公(gong)費(fei)師范(fan)生培(pei)養相結合(he)。推動(dong)職業(ye)(ye)院校(xiao)(xiao)(含技(ji)工(gong)院校(xiao)(xiao))建(jian)設涉農專業(ye)(ye)或(huo)開設特色(se)工(gong)藝班,與基層(ceng)(ceng)行(xing)政事業(ye)(ye)單位(wei)、用工(gong)企業(ye)(ye)精準(zhun)對接,定向培(pei)養鄉村人(ren)才。支持中央(yang)和(he)國(guo)家機(ji)關有關部門、地(di)方政府(fu)、高等(deng)學校(xiao)(xiao)、職業(ye)(ye)院校(xiao)(xiao)加強合(he)作,按(an)規定為艱苦地(di)區和(he)基層(ceng)(ceng)一線“訂(ding)單式”培(pei)養專業(ye)(ye)人(ren)才。

  (三十三)建立縣域(yu)專業人(ren)(ren)才統籌使用制(zhi)(zhi)度(du)。積(ji)極開展統籌使用基層各類(lei)編(bian)(bian)制(zhi)(zhi)資源試(shi)點,探索賦(fu)予鄉(xiang)鎮(zhen)更加靈活的用人(ren)(ren)自主(zhu)權,鼓勵(li)(li)從上往下跨層級調劑行政事業編(bian)(bian)制(zhi)(zhi),推(tui)動資源服(fu)務(wu)管理向基層傾斜(xie)。推(tui)進義務(wu)教育階段(duan)教師“縣管校(xiao)聘(pin)”,推(tui)廣城鄉(xiang)學校(xiao)共(gong)同體、鄉(xiang)村(cun)中心校(xiao)模式。加強(qiang)縣域(yu)衛生(sheng)(sheng)人(ren)(ren)才一體化配(pei)備(bei)和管理,在區(qu)域(yu)衛生(sheng)(sheng)編(bian)(bian)制(zhi)(zhi)總量內統一配(pei)備(bei)各類(lei)衛生(sheng)(sheng)人(ren)(ren)才,強(qiang)化多勞多得、優績優酬(chou),鼓勵(li)(li)實(shi)行“縣聘(pin)鄉(xiang)用”和“鄉(xiang)聘(pin)村(cun)用”。

  (三(san)十(shi)四)完善(shan)鄉村(cun)高技(ji)(ji)(ji)能人才職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能等(deng)級(ji)制度(du)。組(zu)織農民參加職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能鑒(jian)定、職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能等(deng)級(ji)認定、職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能競賽(sai)等(deng)多種技(ji)(ji)(ji)能評價。探索“以賽(sai)代評”、“以項(xiang)目代評”,符合條件(jian)可直(zhi)接認定相(xiang)應技(ji)(ji)(ji)能等(deng)級(ji)。按(an)照有關(guan)規(gui)定對有突出貢(gong)獻人才破格評定相(xiang)應技(ji)(ji)(ji)能等(deng)級(ji)。

  (三十五)建立健(jian)全鄉村人才分(fen)級(ji)分(fen)類評(ping)價體系(xi)。堅持“把論文(wen)寫在大地(di)上(shang)”,完善(shan)農業農村領域高級(ji)職稱(cheng)(cheng)評(ping)審申報條(tiao)件,探索推行技(ji)(ji)術(shu)標準、專題報告、發(fa)(fa)展規劃、技(ji)(ji)術(shu)方案、試驗(yan)報告等(deng)視同發(fa)(fa)表論文(wen)的評(ping)審方式。對鄉村發(fa)(fa)展急(ji)需緊(jin)缺(que)人才,可以設(she)置特設(she)崗(gang)位(wei)(wei),不受常設(she)崗(gang)位(wei)(wei)總量(liang)、職稱(cheng)(cheng)最高等(deng)級(ji)和結(jie)構比例(li)限制。

  (三(san)十六)提(ti)高鄉(xiang)村(cun)(cun)人才(cai)服(fu)務(wu)(wu)(wu)保障能力。完(wan)善鄉(xiang)村(cun)(cun)人才(cai)認定標準,做(zuo)好鄉(xiang)村(cun)(cun)人才(cai)分類統計,加(jia)強鄉(xiang)村(cun)(cun)人才(cai)工(gong)作(zuo)信息化建(jian)設,建(jian)立健全(quan)縣鄉(xiang)村(cun)(cun)三(san)級鄉(xiang)村(cun)(cun)人才(cai)管理(li)網絡。加(jia)強人才(cai)管理(li)服(fu)務(wu)(wu)(wu)工(gong)作(zuo),大力發(fa)展鄉(xiang)村(cun)(cun)人才(cai)服(fu)務(wu)(wu)(wu)業,引導市場主體為鄉(xiang)村(cun)(cun)人才(cai)提(ti)供中介、信息等服(fu)務(wu)(wu)(wu)。

  九、保障措施

  (三十七)加(jia)強組織(zhi)領導。各級黨委要(yao)將鄉(xiang)(xiang)村(cun)人才(cai)(cai)振(zhen)(zhen)興作(zuo)(zuo)(zuo)為(wei)實(shi)施鄉(xiang)(xiang)村(cun)振(zhen)(zhen)興戰略的(de)重要(yao)任(ren)(ren)務,建立(li)黨委統(tong)(tong)一領導、組織(zhi)部(bu)(bu)(bu)門(men)指導、黨委農(nong)村(cun)工(gong)(gong)作(zuo)(zuo)(zuo)部(bu)(bu)(bu)門(men)統(tong)(tong)籌(chou)協調(diao)、相關(guan)部(bu)(bu)(bu)門(men)分工(gong)(gong)負責(ze)的(de)鄉(xiang)(xiang)村(cun)人才(cai)(cai)振(zhen)(zhen)興工(gong)(gong)作(zuo)(zuo)(zuo)聯(lian)席會議制度。把(ba)鄉(xiang)(xiang)村(cun)人才(cai)(cai)振(zhen)(zhen)興納入人才(cai)(cai)工(gong)(gong)作(zuo)(zuo)(zuo)目標責(ze)任(ren)(ren)制考(kao)核和鄉(xiang)(xiang)村(cun)振(zhen)(zhen)興實(shi)績(ji)考(kao)核。加(jia)強農(nong)村(cun)工(gong)(gong)作(zuo)(zuo)(zuo)干(gan)部(bu)(bu)(bu)隊伍的(de)培(pei)養、配備(bei)、管理(li)、使(shi)(shi)用,將干(gan)部(bu)(bu)(bu)培(pei)養向鄉(xiang)(xiang)村(cun)振(zhen)(zhen)興一線傾斜,選優配強涉農(nong)部(bu)(bu)(bu)門(men)領導班(ban)子和市縣分管鄉(xiang)(xiang)村(cun)振(zhen)(zhen)興的(de)領導干(gan)部(bu)(bu)(bu),注重提拔(ba)使(shi)(shi)用政治過硬、實(shi)績(ji)突出的(de)農(nong)村(cun)工(gong)(gong)作(zuo)(zuo)(zuo)干(gan)部(bu)(bu)(bu)。

  (三(san)十八)強化政策保障。加強鄉(xiang)村(cun)(cun)人(ren)才振興(xing)投入保障,支持涉(she)農企(qi)業加大鄉(xiang)村(cun)(cun)人(ren)力資本開發投入。農村(cun)(cun)集(ji)體經(jing)營(ying)性建(jian)設(she)用(yong)地(di)和復墾騰退建(jian)設(she)用(yong)地(di)指標注重(zhong)支持各類鄉(xiang)村(cun)(cun)人(ren)才發展新產業新業態。推進農村(cun)(cun)金融產品和服務創新,鼓勵證(zheng)券(quan)、保險(xian)、擔保、基金等金融機構(gou)服務鄉(xiang)村(cun)(cun)振興(xing),引導工商資本投資鄉(xiang)村(cun)(cun)事業,帶動人(ren)才回流(liu)鄉(xiang)村(cun)(cun)。

  (三十九(jiu))搭建(jian)(jian)鄉村(cun)(cun)引才(cai)聚才(cai)平(ping)臺(tai)。加強現(xian)代農(nong)業產(chan)業園、農(nong)業科(ke)技(ji)園區、農(nong)村(cun)(cun)創(chuang)(chuang)業創(chuang)(chuang)新園區等(deng)平(ping)臺(tai)建(jian)(jian)設(she)(she),支持入(ru)園企(qi)業、科(ke)研院所等(deng)建(jian)(jian)設(she)(she)科(ke)研創(chuang)(chuang)新平(ping)臺(tai),完善科(ke)技(ji)成果轉化、人才(cai)獎補等(deng)政(zheng)策,引進高層(ceng)次人才(cai)和(he)急需(xu)緊缺專業人才(cai)。加強人才(cai)驛站(zhan)、人才(cai)服(fu)務站(zhan)、專家服(fu)務基地、青年(nian)之家、婦女之家等(deng)人才(cai)服(fu)務平(ping)臺(tai)建(jian)(jian)設(she)(she),為鄉村(cun)(cun)人才(cai)提供政(zheng)策咨詢、職稱申報、項目(mu)申報、融資對(dui)接等(deng)服(fu)務。

  (四(si)十)制定鄉(xiang)(xiang)村(cun)(cun)人(ren)(ren)才(cai)(cai)專項規(gui)(gui)劃。對(dui)標實施(shi)(shi)鄉(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興戰略(lve)需要,評(ping)估鄉(xiang)(xiang)村(cun)(cun)人(ren)(ren)才(cai)(cai)供求(qiu)總(zong)量和(he)結構,細(xi)分鄉(xiang)(xiang)村(cun)(cun)人(ren)(ren)才(cai)(cai)供求(qiu)缺口(kou),探索(suo)建立鄉(xiang)(xiang)村(cun)(cun)人(ren)(ren)才(cai)(cai)信息庫和(he)需求(qiu)目(mu)錄。在摸清鄉(xiang)(xiang)村(cun)(cun)人(ren)(ren)才(cai)(cai)現(xian)狀基礎上(shang),制定鄉(xiang)(xiang)村(cun)(cun)人(ren)(ren)才(cai)(cai)振(zhen)(zhen)興規(gui)(gui)劃,明確鄉(xiang)(xiang)村(cun)(cun)人(ren)(ren)才(cai)(cai)振(zhen)(zhen)興的總(zong)體要求(qiu)、重點任務、政策措施(shi)(shi),推動“三農”工作(zuo)人(ren)(ren)才(cai)(cai)隊伍建設制度化、規(gui)(gui)范化、常態化。

  (四十一)營造(zao)良好環(huan)境。完善扶持鄉(xiang)村(cun)(cun)(cun)產業發展的政策體系,建好農村(cun)(cun)(cun)基礎設施(shi)和公共服務設施(shi),改善農村(cun)(cun)(cun)發展條件,提高農村(cun)(cun)(cun)生活便利(li)化水平,吸引(yin)城鄉(xiang)人(ren)(ren)(ren)才留在農村(cun)(cun)(cun)。通(tong)過優秀(xiu)人(ren)(ren)(ren)才評選、創新創業比賽、職業技能大(da)賽等途徑,每年選樹一批鄉(xiang)村(cun)(cun)(cun)人(ren)(ren)(ren)才先(xian)進(jin)典型,按照規(gui)定給予表彰(zhang)和政策扶持,引(yin)導鄉(xiang)村(cun)(cun)(cun)人(ren)(ren)(ren)才增強力爭上游、務農光榮的思(si)想觀念。
