住建部要求防止城市更新變形走樣

  住(zhu)房和城(cheng)鄉建設部(bu)網(wang)站(zhan)10日(ri)消(xiao)息(xi),住(zhu)建部(bu)近(jin)日(ri)研(yan)究起草了《關于在實(shi)施城(cheng)市(shi)更(geng)新行動(dong)中防止大拆大建問題(ti)的通知(征(zheng)(zheng)求意見(jian)稿)》,并向社(she)會公開征(zheng)(zheng)求意見(jian)。征(zheng)(zheng)求意見(jian)稿強調,堅持劃定底線(xian),防止城(cheng)市(shi)更(geng)新變形走樣(yang)。

  征求意見稿明確,一是嚴格(ge)控制(zhi)大(da)(da)規(gui)(gui)(gui)模(mo)(mo)(mo)拆(chai)(chai)除。除違法建(jian)(jian)(jian)筑和被鑒(jian)定為危房(fang)的(de)(de)以外,不(bu)(bu)大(da)(da)規(gui)(gui)(gui)模(mo)(mo)(mo)、成片(pian)(pian)集中拆(chai)(chai)除現(xian)狀(zhuang)建(jian)(jian)(jian)筑,原則(ze)上(shang)老(lao)城(cheng)(cheng)(cheng)(cheng)區(qu)(qu)(qu)(qu)更新(xin)(xin)單(dan)(dan)元(yuan)(片(pian)(pian)區(qu)(qu)(qu)(qu))或項目內(nei)拆(chai)(chai)除建(jian)(jian)(jian)筑面積(ji)不(bu)(bu)應大(da)(da)于現(xian)狀(zhuang)總建(jian)(jian)(jian)筑面積(ji)的(de)(de)20%。二是嚴格(ge)控制(zhi)大(da)(da)規(gui)(gui)(gui)模(mo)(mo)(mo)增(zeng)(zeng)建(jian)(jian)(jian)。除增(zeng)(zeng)建(jian)(jian)(jian)必要的(de)(de)公共服(fu)務設(she)(she)(she)施外,不(bu)(bu)大(da)(da)規(gui)(gui)(gui)模(mo)(mo)(mo)新(xin)(xin)增(zeng)(zeng)建(jian)(jian)(jian)設(she)(she)(she)規(gui)(gui)(gui)模(mo)(mo)(mo),不(bu)(bu)突(tu)破老(lao)城(cheng)(cheng)(cheng)(cheng)區(qu)(qu)(qu)(qu)原有密度(du)(du)強度(du)(du),不(bu)(bu)增(zeng)(zeng)加(jia)資源(yuan)環境(jing)承(cheng)載壓力。嚴格(ge)控制(zhi)老(lao)城(cheng)(cheng)(cheng)(cheng)區(qu)(qu)(qu)(qu)改(gai)擴建(jian)(jian)(jian)、新(xin)(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑規(gui)(gui)(gui)模(mo)(mo)(mo)和建(jian)(jian)(jian)設(she)(she)(she)強度(du)(du),原則(ze)上(shang)更新(xin)(xin)單(dan)(dan)元(yuan)(片(pian)(pian)區(qu)(qu)(qu)(qu))或項目內(nei)拆(chai)(chai)建(jian)(jian)(jian)比不(bu)(bu)宜大(da)(da)于2。三(san)是嚴格(ge)控制(zhi)大(da)(da)規(gui)(gui)(gui)模(mo)(mo)(mo)搬(ban)(ban)遷(qian)。不(bu)(bu)大(da)(da)規(gui)(gui)(gui)模(mo)(mo)(mo)、強制(zhi)性搬(ban)(ban)遷(qian)居(ju)民(min),改(gai)變社會(hui)人口結構,割斷人、地和文化的(de)(de)關系。更新(xin)(xin)單(dan)(dan)元(yuan)(片(pian)(pian)區(qu)(qu)(qu)(qu))或項目居(ju)民(min)就(jiu)地、就(jiu)近安置率不(bu)(bu)宜低于50%。四(si)是確保住房(fang)租(zu)賃市(shi)場(chang)(chang)供(gong)需平穩。不(bu)(bu)大(da)(da)規(gui)(gui)(gui)模(mo)(mo)(mo)、短時(shi)間拆(chai)(chai)遷(qian)城(cheng)(cheng)(cheng)(cheng)中村(cun)等(deng)城(cheng)(cheng)(cheng)(cheng)市(shi)連片(pian)(pian)舊區(qu)(qu)(qu)(qu),導致(zhi)住房(fang)租(zu)賃市(shi)場(chang)(chang)供(gong)需失衡。同步做(zuo)好中低價(jia)位、中小(xiao)戶型長期租(zu)賃住房(fang)建(jian)(jian)(jian)設(she)(she)(she),統籌解決新(xin)(xin)市(shi)民(min)、低收入(ru)困難群眾等(deng)重點群體租(zu)賃住房(fang)問題(ti),住房(fang)租(zu)金年度(du)(du)漲(zhang)幅不(bu)(bu)超(chao)過5%。

  征求意見稿要求,堅(jian)持(chi)應留(liu)盡留(liu),全力(li)保持(chi)城(cheng)市(shi)(shi)記(ji)憶。要堅(jian)持(chi)量力(li)而(er)行(xing),穩妥推進改(gai)造(zao)提升。住(zhu)建部(bu)將定期對城(cheng)市(shi)(shi)更(geng)新行(xing)動(dong)情況進行(xing)調研(yan)指導,及時(shi)研(yan)究(jiu)協調解決難點問(wen)題,積極(ji)推動(dong)出(chu)臺相(xiang)關政策,推動(dong)實施(shi)城(cheng)市(shi)(shi)更(geng)新行(xing)動(dong)。
