銀保監會精準開展監管履職監督問責

  中(zhong)證網訊(記者 歐陽劍環)銀(yin)保(bao)監(jian)會(hui)網站12月9日消息,近年來,銀(yin)保(bao)監(jian)會(hui)以政治(zhi)建設(she)為(wei)統領,深入貫徹《中(zhong)國(guo)共產黨(dang)問責(ze)條例》等黨(dang)內法(fa)規(gui)和(he)法(fa)律規(gui)定(ding)精(jing)神(shen)(shen),依法(fa)依規(gui)、科學(xue)精(jing)準開展(zhan)問責(ze)工作(zuo),推動各級黨(dang)組織、黨(dang)員干部負責(ze)守(shou)責(ze)盡(jin)責(ze),著力培育恪(ke)盡(jin)職守(shou)、敢于監(jian)管(guan)、精(jing)于監(jian)管(guan)、嚴(yan)格問責(ze)的監(jian)管(guan)精(jing)神(shen)(shen),確(que)保(bao)黨(dang)中(zhong)央關于金融工作(zuo)的路線方針政策落實(shi)到位。

  主(zhu)要工(gong)(gong)作(zuo)舉措包括(kuo),一是著(zhu)力提升政治站位,構建(jian)履職(zhi)(zhi)(zhi)(zhi)問(wen)(wen)責(ze)(ze)(ze)(ze)制度體系(xi)。構建(jian)完備(bei)的(de)(de)履職(zhi)(zhi)(zhi)(zhi)盡(jin)責(ze)(ze)(ze)(ze)制度體系(xi),細化“三(san)定”方案,將監(jian)(jian)(jian)管(guan)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)(ze)明確到處室,確保黨(dang)(dang)中央賦予的(de)(de)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)(ze)落(luo)實(shi)落(luo)細落(luo)地。開(kai)展會(hui)機關(guan)(guan)和派出機構改革(ge)后(hou)評估,進一步厘清監(jian)(jian)(jian)管(guan)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)(ze)邊(bian)界。印(yin)(yin)發(fa)監(jian)(jian)(jian)管(guan)運行(xing)操作(zuo)規(gui)(gui)程(cheng),明確各項工(gong)(gong)作(zuo)主(zhu)要職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)(ze)、主(zhu)辦(ban)協辦(ban)部(bu)門、工(gong)(gong)作(zuo)流程(cheng)、報(bao)告路線和決策機制,壓(ya)(ya)緊壓(ya)(ya)實(shi)監(jian)(jian)(jian)管(guan)責(ze)(ze)(ze)(ze)任。構建(jian)完備(bei)的(de)(de)失職(zhi)(zhi)(zhi)(zhi)問(wen)(wen)責(ze)(ze)(ze)(ze)制度體系(xi),在原(yuan)銀監(jian)(jian)(jian)會(hui)、原(yuan)保監(jian)(jian)(jian)會(hui)工(gong)(gong)作(zuo)人員監(jian)(jian)(jian)管(guan)履職(zhi)(zhi)(zhi)(zhi)問(wen)(wen)責(ze)(ze)(ze)(ze)辦(ban)法的(de)(de)基礎上,會(hui)黨(dang)(dang)委與駐會(hui)紀(ji)檢監(jian)(jian)(jian)察組印(yin)(yin)發(fa)《關(guan)(guan)于規(gui)(gui)范和強化銀保監(jian)(jian)(jian)會(hui)系(xi)統黨(dang)(dang)的(de)(de)問(wen)(wen)責(ze)(ze)(ze)(ze)工(gong)(gong)作(zuo)的(de)(de)通知(zhi)》,明確問(wen)(wen)責(ze)(ze)(ze)(ze)主(zhu)體、對象和情形,規(gui)(gui)范問(wen)(wen)責(ze)(ze)(ze)(ze)標準(zhun)、程(cheng)序和方式(shi),為(wei)嚴肅精準(zhun)開(kai)展問(wen)(wen)責(ze)(ze)(ze)(ze)提供基本遵循。構建(jian)完備(bei)的(de)(de)盡(jin)職(zhi)(zhi)(zhi)(zhi)免責(ze)(ze)(ze)(ze)制度體系(xi),印(yin)(yin)發(fa)《關(guan)(guan)于進一步激勵廣大干部(bu)新時代新擔當新作(zuo)為(wei)的(de)(de)實(shi)施意見》《關(guan)(guan)于監(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)中盡(jin)職(zhi)(zhi)(zhi)(zhi)免責(ze)(ze)(ze)(ze)的(de)(de)指導意見(試行(xing))》,明確盡(jin)職(zhi)(zhi)(zhi)(zhi)免責(ze)(ze)(ze)(ze)的(de)(de)情形和程(cheng)序、要求。

  二是著(zhu)力(li)突出政(zheng)治(zhi)屬(shu)性(xing),依規(gui)依紀嚴肅精(jing)準(zhun)問(wen)責(ze)(ze)(ze)。突出問(wen)責(ze)(ze)(ze)政(zheng)治(zhi)屬(shu)性(xing),對貫徹落實黨中央關于(yu)金(jin)(jin)融工(gong)作(zuo)(zuo)的方針政(zheng)策和推(tui)進監(jian)管事(shi)業(ye)不(bu)力(li),在(zai)支(zhi)持金(jin)(jin)融服務(wu)實體(ti)經濟、防范化解金(jin)(jin)融風(feng)險、推(tui)進銀(yin)行業(ye)保(bao)險業(ye)改(gai)革發展(zhan)等工(gong)作(zuo)(zuo)中不(bu)作(zuo)(zuo)為(wei)(wei)、亂作(zuo)(zuo)為(wei)(wei)、慢作(zuo)(zuo)為(wei)(wei)、假作(zuo)(zuo)為(wei)(wei)的黨組織(zhi)和干(gan)部,嚴肅追責(ze)(ze)(ze)問(wen)責(ze)(ze)(ze)。加強(qiang)問(wen)責(ze)(ze)(ze)工(gong)作(zuo)(zuo)協調(diao)聯動(dong),組織(zhi)人(ren)事(shi)部門與(yu)紀檢監(jian)察(cha)部門密切配合,不(bu)斷(duan)健全完善(shan)“一(yi)級管一(yi)級、一(yi)級抓一(yi)級、層層抓落實”的責(ze)(ze)(ze)任管理(li)體(ti)系。研(yan)究(jiu)制定(ding)(ding)組織(zhi)人(ren)事(shi)部門對領導干(gan)部提(ti)醒(xing)函詢誡勉(mian)操作(zuo)(zuo)規(gui)程,將提(ti)醒(xing)、函詢、誡勉(mian)、組織(zhi)處(chu)(chu)理(li)等與(yu)紀律處(chu)(chu)分、法律追責(ze)(ze)(ze)有機銜接,確(que)保(bao)問(wen)責(ze)(ze)(ze)工(gong)作(zuo)(zuo)穩妥適當。統籌風(feng)險處(chu)(chu)置精(jing)準(zhun)問(wen)責(ze)(ze)(ze),銀(yin)保(bao)監(jian)會近年來(lai)承擔的金(jin)(jin)融風(feng)險處(chu)(chu)置任務(wu)較重(zhong),為(wei)(wei)確(que)保(bao)打好防范化解重(zhong)大金(jin)(jin)融風(feng)險攻堅(jian)戰,各級黨委開(kai)展(zhan)問(wen)責(ze)(ze)(ze)工(gong)作(zuo)(zuo)均堅(jian)持集體(ti)決定(ding)(ding)、慎重(zhong)開(kai)展(zhan),在(zai)準(zhun)確(que)全面核查問(wen)題的基礎(chu)上,客觀公正界定(ding)(ding)責(ze)(ze)(ze)任,既做到失(shi)職失(shi)責(ze)(ze)(ze)必問(wen),又防止問(wen)責(ze)(ze)(ze)泛化、處(chu)(chu)理(li)畸重(zhong),堅(jian)決杜(du)絕因問(wen)責(ze)(ze)(ze)不(bu)當導致處(chu)(chu)置風(feng)險的風(feng)險。

  三是著力(li)(li)(li)強(qiang)化政(zheng)治引(yin)領,持續加(jia)強(qiang)對依法(fa)行(xing)(xing)政(zheng)的監(jian)(jian)督(du)。準確運(yun)用(yong)(yong)約談、通報、誡勉、組織處(chu)(chu)理(li)(li)、紀律(lv)處(chu)(chu)分等(deng)(deng)問責(ze)方式,重(zhong)點緊盯(ding)行(xing)(xing)政(zheng)許可、監(jian)(jian)管(guan)評級、現場檢查(cha)、非(fei)現場監(jian)(jian)管(guan)和行(xing)(xing)政(zheng)處(chu)(chu)罰(fa)(fa)中(zhong)的監(jian)(jian)管(guan)權(quan)(quan)力(li)(li)(li)運(yun)行(xing)(xing),督(du)促監(jian)(jian)管(guan)干部嚴格(ge)依法(fa)辦(ban)事,秉公用(yong)(yong)權(quan)(quan),嚴查(cha)有(you)法(fa)不(bu)依、違(wei)(wei)法(fa)行(xing)(xing)政(zheng)、以權(quan)(quan)謀私等(deng)(deng)不(bu)作為(wei)、濫作為(wei)問題。組織開(kai)展(zhan)行(xing)(xing)政(zheng)處(chu)(chu)罰(fa)(fa)不(bu)規范行(xing)(xing)為(wei)專項清(qing)理(li)(li),對該罰(fa)(fa)不(bu)罰(fa)(fa)、濫用(yong)(yong)自由裁(cai)量權(quan)(quan)、違(wei)(wei)反處(chu)(chu)罰(fa)(fa)程序以及處(chu)(chu)罰(fa)(fa)執行(xing)(xing)不(bu)到位的實施“雙責(ze)雙追”。把履(lv)職(zhi)監(jian)(jian)督(du)問責(ze)與問題線索處(chu)(chu)置、案件審查(cha)調查(cha)、巡視巡察、內部審計有(you)機(ji)結合,出(chu)臺(tai)《干部交流工作辦(ban)法(fa)(試行(xing)(xing))》《銀行(xing)(xing)保險(xian)機(ji)構員工履(lv)職(zhi)回(hui)避(bi)工作的指導意見》,彌補制度(du)漏(lou)洞與短(duan)板,從根源上規范權(quan)(quan)力(li)(li)(li)運(yun)行(xing)(xing)。

  四是著(zhu)力優化政(zheng)(zheng)治生(sheng)態,強化廉(lian)潔(jie)風(feng)險(xian)防控(kong)和(he)清(qing)(qing)廉(lian)文(wen)化建設。推進廉(lian)政(zheng)(zheng)風(feng)險(xian)防控(kong)。在全(quan)系統開展廉(lian)政(zheng)(zheng)風(feng)險(xian)排查(cha),編制各部門、崗(gang)位權力流程圖,查(cha)找廉(lian)政(zheng)(zheng)風(feng)險(xian)點,制定并動態完善廉(lian)政(zheng)(zheng)風(feng)險(xian)防控(kong)手冊,提升(sheng)防控(kong)措(cuo)施的針對性(xing)和(he)有(you)效性(xing)。加強廉(lian)政(zheng)(zheng)風(feng)險(xian)動態管(guan)(guan)理(li)。通過(guo)梳理(li)廉(lian)政(zheng)(zheng)檔(dang)案、開展廉(lian)政(zheng)(zheng)“畫(hua)像”等(deng)(deng)方式(shi),了解監(jian)管(guan)(guan)干部廉(lian)潔(jie)從政(zheng)(zheng)、道(dao)德(de)操守(shou)等(deng)(deng)情況(kuang)。持續推進清(qing)(qing)廉(lian)金融文(wen)化建設,進一步培育(yu)和(he)弘(hong)揚廉(lian)潔(jie)價值理(li)念,形成“監(jian)管(guan)(guan)引(yin)領(ling)、協會搭臺、機構推進、高校聯動、社會共建”模式(shi),增(zeng)強規范履職(zhi)自覺性(xing)。

  五(wu)是著力(li)加(jia)(jia)強政治關懷(huai),積(ji)極(ji)營造履(lv)職(zhi)擔當氛圍。加(jia)(jia)強警(jing)示(shi)(shi)教育。堅持以案(an)促教,先后(hou)拍攝2部專題警(jing)示(shi)(shi)教育片,印發20起(qi)典型案(an)件(jian)(jian)(jian)通(tong)報(bao)和13名(ming)涉(she)案(an)人(ren)(ren)(ren)員的(de)懺悔(hui)錄,在全系(xi)統開(kai)展(zhan)包商銀(yin)行嚴重信(xin)用(yong)風險事件(jian)(jian)(jian)背后(hou)系(xi)列(lie)監(jian)管腐敗案(an)件(jian)(jian)(jian)專題警(jing)示(shi)(shi)教育,發揮身邊人(ren)(ren)(ren)、身邊事的(de)警(jing)示(shi)(shi)教育作(zuo)用(yong),提升“問(wen)責(ze)(ze)一(yi)個(ge)(ge)、警(jing)醒一(yi)片”效果。用(yong)好(hao)考(kao)核(he)“指揮棒(bang)”,印發《派(pai)出(chu)機構領導(dao)班子及領導(dao)干部年度(du)考(kao)核(he)辦(ban)法》等,更加(jia)(jia)突(tu)出(chu)實(shi)績實(shi)干導(dao)向,推動履(lv)職(zhi)盡責(ze)(ze)從(cong)“紙面”落(luo)(luo)到“地面”。堅持“三個(ge)(ge)區分開(kai)來”。對(dui)經認定予以免責(ze)(ze)或從(cong)輕(qing)、減輕(qing)處理的(de)干部,給(gei)予客(ke)觀評價(jia)和公平對(dui)待。落(luo)(luo)實(shi)回訪工作(zuo)要求,及時與被問(wen)責(ze)(ze)人(ren)(ren)(ren)員深入開(kai)展(zhan)談心談話(hua),引導(dao)其(qi)正確對(dui)待問(wen)責(ze)(ze)處理,提振干事創業精氣(qi)神。
