商務部電子商務司負責人介紹1-9月我國電子商務發展情況

  商務(wu)部堅決貫徹落實黨的二十大(da)關于(yu)加(jia)快發展數字經(jing)濟、加(jia)快建設貿易強(qiang)國的決策(ce)部署,大(da)力推動電(dian)子商務(wu)規范健(jian)康持(chi)續發展。2023年前三季度,電(dian)子商務(wu)在(zai)擴內需、穩外貿、深化國際合作方面發揮積極作用,呈現以下(xia)四個特點:

  網(wang)(wang)絡零(ling)售拉動(dong)(dong)消費效應顯著。打造網(wang)(wang)絡消費促(cu)進矩陣,全國(guo)(guo)(guo)網(wang)(wang)上(shang)年貨節(jie)、雙品網(wang)(wang)購節(jie)共舉辦系列活動(dong)(dong)100余場,充分(fen)挖掘和(he)釋放消費潛力(li)。一是網(wang)(wang)上(shang)零(ling)售較快增(zeng)(zeng)(zeng)長(chang)(chang)(chang)。國(guo)(guo)(guo)家(jia)統(tong)計局(ju)數據顯示(shi),1-9月,全國(guo)(guo)(guo)網(wang)(wang)上(shang)零(ling)售額(e)10.8萬億元,增(zeng)(zeng)(zeng)長(chang)(chang)(chang)11.6%,高于社(she)會消費品零(ling)售總(zong)額(e)增(zeng)(zeng)(zeng)速4.8個(ge)百(bai)分(fen)點(dian),實物網(wang)(wang)零(ling)對社(she)零(ling)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)貢(gong)獻(xian)率達33.9%。二是多(duo)種商品線(xian)上(shang)暢銷。根(gen)據商務(wu)大數據監測(下同),金銀珠(zhu)寶、通(tong)訊器(qi)材、酒類增(zeng)(zeng)(zeng)長(chang)(chang)(chang)均(jun)超20%。三(san)是在(zai)線(xian)服(fu)務(wu)高速增(zeng)(zeng)(zeng)長(chang)(chang)(chang)。生活服(fu)務(wu)平臺快速響(xiang)應個(ge)性(xing)化、體驗式消費需求,推出慢旅行、城市(shi)漫(man)步等特(te)色服(fu)務(wu)產(chan)品,帶動(dong)(dong)在(zai)線(xian)旅游服(fu)務(wu)和(he)在(zai)線(xian)文娛銷售額(e)分(fen)別增(zeng)(zeng)(zeng)長(chang)(chang)(chang)241.1%和(he)94.9%,在(zai)線(xian)餐飲服(fu)務(wu)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)27.4%。

  直(zhi)播(bo)(bo)(bo)(bo)(bo)電(dian)(dian)商(shang)(shang)(shang)(shang)等(deng)新(xin)(xin)(xin)業態(tai)發(fa)展勢(shi)頭強勁。充(chong)分發(fa)揮國(guo)家(jia)(jia)電(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)示范(fan)(fan)(fan)基(ji)地和示范(fan)(fan)(fan)企(qi)業引領作用(yong),推(tui)動直(zhi)播(bo)(bo)(bo)(bo)(bo)、短視頻和即(ji)時電(dian)(dian)商(shang)(shang)(shang)(shang)等(deng)新(xin)(xin)(xin)業態(tai)新(xin)(xin)(xin)模式規(gui)范(fan)(fan)(fan)健(jian)康(kang)持(chi)續發(fa)展。一是帶(dai)動消費增(zeng)(zeng)(zeng)量。170家(jia)(jia)國(guo)家(jia)(jia)電(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)示范(fan)(fan)(fan)基(ji)地中(zhong)151家(jia)(jia)建立了直(zhi)播(bo)(bo)(bo)(bo)(bo)基(ji)地,全(quan)國(guo)直(zhi)播(bo)(bo)(bo)(bo)(bo)電(dian)(dian)商(shang)(shang)(shang)(shang)銷售額(e)達1.98萬億元,增(zeng)(zeng)(zeng)長60.6%,占網(wang)絡零售額(e)的(de)18.3%,直(zhi)播(bo)(bo)(bo)(bo)(bo)電(dian)(dian)商(shang)(shang)(shang)(shang)拉動網(wang)零增(zeng)(zeng)(zeng)速7.7個(ge)百分點。二(er)是促(cu)進創業就(jiu)業。活躍電(dian)(dian)商(shang)(shang)(shang)(shang)主(zhu)播(bo)(bo)(bo)(bo)(bo)數(shu)337.4萬人(ren)(ren),增(zeng)(zeng)(zeng)長164.3%。義烏市新(xin)(xin)(xin)增(zeng)(zeng)(zeng)電(dian)(dian)商(shang)(shang)(shang)(shang)主(zhu)體(ti)占新(xin)(xin)(xin)增(zeng)(zeng)(zeng)經營(ying)(ying)主(zhu)體(ti)總(zong)數(shu)的(de)3/4。四川蒲江打造農產品(pin)直(zhi)播(bo)(bo)(bo)(bo)(bo)電(dian)(dian)商(shang)(shang)(shang)(shang)產業鏈,全(quan)縣28萬人(ren)(ren)口中(zhong),從事電(dian)(dian)商(shang)(shang)(shang)(shang)產業的(de)超(chao)過3萬人(ren)(ren)。三(san)是推(tui)動產業轉型(xing)。企(qi)業自(zi)播(bo)(bo)(bo)(bo)(bo)比例提(ti)升至接近一半,店播(bo)(bo)(bo)(bo)(bo)、廠播(bo)(bo)(bo)(bo)(bo)、走播(bo)(bo)(bo)(bo)(bo)等(deng)新(xin)(xin)(xin)場景不斷拓(tuo)(tuo)展,老字號紛(fen)(fen)紛(fen)(fen)通過直(zhi)播(bo)(bo)(bo)(bo)(bo)觸網(wang),拓(tuo)(tuo)展營(ying)(ying)銷渠道。

  數(shu)(shu)實融(rong)合助力傳(chuan)統產業(ye)(ye)轉型(xing)升級。一(yi)是推(tui)(tui)動農(nong)(nong)業(ye)(ye)全(quan)(quan)鏈條數(shu)(shu)字化(hua)(hua)轉型(xing)升級。深入實施“數(shu)(shu)商興(xing)農(nong)(nong)”進(jin)(jin)江西、進(jin)(jin)貴(gui)州(zhou)活動,開展“三品(pin)(pin)(pin)一(yi)標”認(ren)證幫扶,帶動農(nong)(nong)產品(pin)(pin)(pin)生產標準化(hua)(hua)和(he)產業(ye)(ye)化(hua)(hua)。全(quan)(quan)國農(nong)(nong)村(cun)網(wang)絡零售(shou)額1.7萬億元,增長(chang)12.2%。廣東茂(mao)名農(nong)(nong)民參與“十萬電商賣荔枝(zhi)”活動,銷售(shou)收入達23.5億元。二是推(tui)(tui)動電子(zi)商務與制(zhi)造(zao)業(ye)(ye)深度融(rong)合。化(hua)(hua)工、鋼鐵、建材等一(yi)批交易(yi)額過(guo)千億的工業(ye)(ye)品(pin)(pin)(pin)垂直行業(ye)(ye)B2B平(ping)臺涌現,提供全(quan)(quan)流程在線化(hua)(hua)服務。國家電子(zi)商務示范基(ji)地(di)和(he)企業(ye)(ye)積極推(tui)(tui)進(jin)(jin)數(shu)(shu)字技術賦能,在全(quan)(quan)國形成服裝、家具等數(shu)(shu)十個特色數(shu)(shu)字化(hua)(hua)產業(ye)(ye)帶。

  “絲(si)(si)(si)路電(dian)商(shang)(shang)”為(wei)全球數(shu)(shu)(shu)字(zi)經(jing)(jing)濟(ji)發(fa)(fa)展注入動力(li)。一是為(wei)雙(shuang)邊(bian)貿易注入新動能(neng)。與(yu)菲律賓、印尼(ni)簽(qian)署雙(shuang)邊(bian)電(dian)子(zi)商(shang)(shang)務合(he)作備忘錄,“絲(si)(si)(si)路電(dian)商(shang)(shang)”伙伴國(guo)(guo)增至30國(guo)(guo),組織開(kai)展匯聚中亞(ya)云品(pin)、網(wang)羅東(dong)盟(meng)好物等(deng)特(te)色活動,與(yu)東(dong)盟(meng)共(gong)(gong)同通過《中國(guo)(guo)-東(dong)盟(meng)關于加強(qiang)電(dian)子(zi)商(shang)(shang)務合(he)作的倡(chang)議》。海關數(shu)(shu)(shu)據顯示,我(wo)國(guo)(guo)跨境(jing)(jing)電(dian)商(shang)(shang)進(jin)出(chu)口(kou)1.7萬億元,增長14.4%,與(yu)30個“絲(si)(si)(si)路電(dian)商(shang)(shang)”伙伴國(guo)(guo)跨境(jing)(jing)電(dian)商(shang)(shang)進(jin)出(chu)口(kou)占我(wo)國(guo)(guo)跨境(jing)(jing)電(dian)商(shang)(shang)進(jin)出(chu)口(kou)總額超三成。二是共(gong)(gong)享數(shu)(shu)(shu)字(zi)經(jing)(jing)濟(ji)發(fa)(fa)展機(ji)遇。加強(qiang)能(neng)力(li)建設合(he)作,組織“云上(shang)大(da)講堂”中亞(ya)、東(dong)盟(meng)、中東(dong)歐專場,分享電(dian)商(shang)(shang)普惠實踐,共(gong)(gong)計1000余人參與(yu)研討。舉(ju)辦金磚國(guo)(guo)家數(shu)(shu)(shu)字(zi)經(jing)(jing)濟(ji)對話(hua)會、中國(guo)(guo)-東(dong)盟(meng)絲(si)(si)(si)路電(dian)商(shang)(shang)論壇等(deng)活動,促進(jin)產(chan)業(ye)對接和政企交流。幫助(zhu)伙伴國(guo)(guo)完(wan)善數(shu)(shu)(shu)字(zi)基(ji)礎(chu)設施,指導電(dian)商(shang)(shang)企業(ye)“走(zou)出(chu)去(qu)”,帶動智慧物流、移動支付(fu)、云計算等(deng)全產(chan)業(ye)鏈發(fa)(fa)展。三是打造經(jing)(jing)貿合(he)作新引擎。加快(kuai)創建“絲(si)(si)(si)路電(dian)商(shang)(shang)”合(he)作先(xian)行(xing)區,探索體制機(ji)制創新,擴大(da)制度(du)開(kai)放。
