全(quan)國政(zheng)協委員、中(zhong)國郵政(zheng)儲(chu)蓄銀行(xing)董(dong)事長李(li)國華建(jian)議,加(jia)(jia)(jia)大力度開展(zhan)對非法集(ji)資活動的(de)全(quan)面排查(cha)、專項(xiang)整治,摸清(qing)風險底數,加(jia)(jia)(jia)大處置力度。重點要(yao)加(jia)(jia)(jia)強對P2P網(wang)貸公(gong)司(si)、投(tou)資咨詢公(gong)司(si)、貸款(kuan)中(zhong)介公(gong)司(si)、理財公(gong)司(si)、房(fang)地產公(gong)司(si)、農民專業(ye)合(he)作社(she)等(deng)易發(fa)生非法集(ji)資行(xing)為的(de)行(xing)業(ye)和領域的(de)排查(cha)。
他建議,嚴格準(zhun)入(ru)(ru),凈化市場(chang)主體(ti)(ti)。對各類(lei)金(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構(gou)要依法審(shen)批、規范(fan)準(zhun)入(ru)(ru)。要增強(qiang)對新型金(jin)融(rong)(rong)(rong)(rong)業(ye)態的(de)(de)敏(min)感性,對以提供信息咨詢、技術服(fu)務為名,實(shi)(shi)(shi)質(zhi)上(shang)從事金(jin)融(rong)(rong)(rong)(rong)業(ye)務的(de)(de)各類(lei)新型市場(chang)主體(ti)(ti),要及時納入(ru)(ru)金(jin)融(rong)(rong)(rong)(rong)監管(guan)范(fan)疇,避免一(yi)些(xie)實(shi)(shi)(shi)質(zhi)上(shang)的(de)(de)金(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構(gou)因游離于監管(guan)之外(wai)“野蠻生長”,滋生風險。對名實(shi)(shi)(shi)不相符、主業(ye)不清晰、經營不規范(fan)的(de)(de)各類(lei)機(ji)(ji)構(gou),要堅決取締(di)并清除出(chu)金(jin)融(rong)(rong)(rong)(rong)市場(chang)。要保障金(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構(gou)準(zhun)入(ru)(ru)的(de)(de)統一(yi)和(he)規范(fan)性,金(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構(gou)設立(li)審(shen)批權限應(ying)集(ji)中在中央金(jin)融(rong)(rong)(rong)(rong)監管(guan)體(ti)(ti)系。同時,在現有部際聯席會議制度(du)基(ji)礎上(shang),將現有監管(guan)模式從機(ji)(ji)構(gou)監管(guan)逐步過渡到(dao)功能監管(guan)、行(xing)為監管(guan)上(shang)來(lai),落實(shi)(shi)(shi)“實(shi)(shi)(shi)質(zhi)重于形(xing)式”的(de)(de)原則,防范(fan)非(fei)法集(ji)資(zi)(zi)行(xing)為利用監管(guan)空白,形(xing)成跨(kua)行(xing)業(ye)跨(kua)市場(chang)傳(chuan)遞的(de)(de)風險。進一(yi)步明確中央和(he)地(di)方監管(guan)責任(ren),整合地(di)方金(jin)融(rong)(rong)(rong)(rong)管(guan)理(li)職(zhi)責。銀(yin)行(xing)、證券、保險等金(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構(gou)要構(gou)建完善的(de)(de)內控合規體(ti)(ti)系,嚴禁向涉嫌非(fei)法集(ji)資(zi)(zi)的(de)(de)投資(zi)(zi)公(gong)司、理(li)財公(gong)司、網貸公(gong)司等機(ji)(ji)構(gou)提供融(rong)(rong)(rong)(rong)資(zi)(zi)、結算等服(fu)務。
