北京商報訊(記者(zhe) 錢瑜 石飛月)9月3日,網上曝出的(de)(de)一份《中國聯通瘦身健(jian)體(ti)精簡機構(gou)實施方(fang)案》(以下簡稱《方(fang)案》)顯示,中國聯通將精減近(jin)900個人(ren)員編制。業界(jie)猜(cai)測,這(zhe)次“瘦身”與中國聯通正在進行的(de)(de)混(hun)改有關(guan)。
方(fang)案顯示(shi),此次(ci)機構精簡要求與(yu)設置規(gui)(gui)則上(shang),首(shou)先明(ming)確了集團總部、省級分(fen)(fen)公(gong)(gong)(gong)司(si)(si)、地(di)市分(fen)(fen)公(gong)(gong)(gong)司(si)(si)、縣(xian)(xian)(xian)分(fen)(fen)公(gong)(gong)(gong)司(si)(si)/網(wang)格(基層經營(ying)(ying)單元)四級組織定位。具(ju)體來說,集團總部負責(ze)“戰(zhan)略管(guan)控+集約(yue)運(yun)營(ying)(ying)+支撐(cheng)響應(ying)(ying)”;省級分(fen)(fen)公(gong)(gong)(gong)司(si)(si)負責(ze)“戰(zhan)術制定+運(yun)營(ying)(ying)組織+支撐(cheng)響應(ying)(ying)”;地(di)市分(fen)(fen)公(gong)(gong)(gong)司(si)(si)負責(ze)“市場運(yun)營(ying)(ying)+支撐(cheng)響應(ying)(ying)”;縣(xian)(xian)(xian)分(fen)(fen)公(gong)(gong)(gong)司(si)(si)/網(wang)格(基層經營(ying)(ying)單元)負責(ze)銷售服務,主要承擔縣(xian)(xian)(xian)域政企客戶業務的銷售服務,以及面向(xiang)公(gong)(gong)(gong)眾客戶的銷售。依據當地(di)經濟、人口及縣(xian)(xian)(xian)分(fen)(fen)公(gong)(gong)(gong)司(si)(si)收入規(gui)(gui)模(mo)、員工人數等指(zhi)標,將縣(xian)(xian)(xian)分(fen)(fen)公(gong)(gong)(gong)司(si)(si)分(fen)(fen)為三類進行管(guan)理。
信(xin)息同(tong)時(shi)顯示,中(zhong)(zhong)國聯通集團(tuan)總部(bu)(bu)(bu)機(ji)構精簡已取得初步(bu)成效。部(bu)(bu)(bu)門數量(liang)(liang)從(cong)27個(ge)減(jian)少(shao)(shao)到(dao)20個(ge);處室數量(liang)(liang)從(cong)238個(ge)減(jian)少(shao)(shao)到(dao)127個(ge),其中(zhong)(zhong)凈減(jian)少(shao)(shao)56個(ge),生產(chan)分離55個(ge);人員編(bian)制從(cong)1787人減(jian)少(shao)(shao)到(dao)891人,其中(zhong)(zhong)凈減(jian)編(bian)347人,生產(chan)分離549人。下(xia)一步(bu),將(jiang)根(gen)據業(ye)務(wu)發展需要(yao)持(chi)續進(jin)行調(diao)整優(you)化(hua),在進(jin)一步(bu)精簡部(bu)(bu)(bu)門的(de)(de)同(tong)時(shi),推進(jin)總部(bu)(bu)(bu)部(bu)(bu)(bu)門簡政放權,優(you)化(hua)業(ye)務(wu)流程。總部(bu)(bu)(bu)將(jiang)盡(jin)快研(yan)究制定機(ji)構編(bian)制管理辦(ban)法,對(dui)機(ji)構、編(bian)制、職數的(de)(de)管理原則、程序、標準做出(chu)明(ming)確規定。
對于(yu)省級(ji)(ji)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)機構,該方(fang)(fang)案(an)要(yao)求(qiu),北(bei)方(fang)(fang)省級(ji)(ji)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)本部(bu)管(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)門優化(hua)至182個(ge),南方(fang)(fang)省分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)本部(bu)管(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)門優化(hua)至162個(ge),并(bing)鼓(gu)勵(li)省級(ji)(ji)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)進(jin)一(yi)步主動壓縮(suo)管(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)門數量(liang)。生產單位原則上數量(liang)不得超過8個(ge),直轄市分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)和海南省分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)可適度(du)增加。地(di)市分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)方(fang)(fang)面,方(fang)(fang)案(an)要(yao)求(qiu)各地(di)市分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)本部(bu)設置管(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)門113個(ge)。收(shou)入(ru)規(gui)(gui)模(mo)較小(xiao)的地(di)市分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si),鼓(gu)勵(li)進(jin)一(yi)步壓縮(suo)管(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)門數量(liang)。地(di)市分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)是市場運營(ying)主體,應強化(hua)市場營(ying)銷服(fu)務(wu)工作。縣(xian)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)方(fang)(fang)面,省級(ji)(ji)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)可依據當地(di)經濟、人口(kou)及(ji)縣(xian)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)收(shou)入(ru)規(gui)(gui)模(mo)、員(yuan)工人數等指標,將縣(xian)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)劃(hua)分(fen)(fen)(fen)(fen)為(wei)三種管(guan)(guan)(guan)(guan)理(li)(li)(li)模(mo)式:比照(zhao)地(di)市分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)管(guan)(guan)(guan)(guan)理(li)(li)(li),按(an)照(zhao)縣(xian)分(fen)(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)管(guan)(guan)(guan)(guan)理(li)(li)(li),按(an)照(zhao)網格(基層(ceng)經營(ying)單元)管(guan)(guan)(guan)(guan)理(li)(li)(li)。
北京(jing)商報記(ji)者(zhe)就該(gai)方案的真實性(xing)向中國聯通相關負責人(ren)進行核實,但(dan)截至記(ji)者(zhe)發稿,該(gai)負責人(ren)并(bing)未給(gei)出回復。
資(zi)深(shen)通(tong)信專家項立剛分析指出,中(zhong)(zhong)(zhong)國(guo)聯(lian)通(tong)的機(ji)構(gou)優化調(diao)(diao)整醞(yun)釀已久(jiu),目的在于提高組織(zhi)(zhi)效率,尤(you)其是(shi)精(jing)簡部分非一(yi)線(xian)的機(ji)構(gou),讓更多人集(ji)中(zhong)(zhong)(zhong)于業務與(yu)經營(ying),是(shi)任(ren)何一(yi)個(ge)大型企業的正常行為(wei)(wei)。不(bu)過(guo),項立剛并不(bu)認為(wei)(wei)機(ji)構(gou)精(jing)簡方案(an)的出臺(tai)與(yu)中(zhong)(zhong)(zhong)國(guo)聯(lian)通(tong)的混改舉措(cuo)有直接(jie)的一(yi)對一(yi)關聯(lian),所謂瘦身方案(an),機(ji)構(gou)數目的減(jian)少(shao)和內部組織(zhi)(zhi)的調(diao)(diao)整合并都符合預(yu)期(qi),但大規模的裁員預(yu)計(ji)(ji)不(bu)會發生,調(diao)(diao)整后的人員預(yu)計(ji)(ji)更多傾向于布(bu)置到一(yi)線(xian)。
有(you)中(zhong)國聯通相關人士透(tou)露(lu),這次只是(shi)業務調整(zheng)的“轉崗(gang)不下崗(gang)”,把更多生產力釋(shi)放到一(yi)線,這些減少的崗(gang)位(wei)并不是(shi)真(zhen)的要裁員。上述《方案》表示,這次瘦(shou)身解決兩(liang)個問(wen)題:省份組織機構未能有(you)效承接(jie)戰略(lve);存在職責(ze)邊界(jie)模糊與交叉,行(xing)業內外對標差距明顯。
中(zhong)國聯(lian)通早前(qian)因為(wei)混改引起市場強烈關注(zhu),因為(wei)中(zhong)國聯(lian)通混改是國家發(fa)改委(wei)推動的惟一(yi)(yi)綜合性試(shi)點(dian),方案(an)(an)組織的層次之高、規模之大、影響之巨皆非一(yi)(yi)般國資(zi)委(wei)主(zhu)導的試(shi)點(dian)可(ke)比。目前(qian),中(zhong)國聯(lian)通混改試(shi)點(dian)方案(an)(an)已獲得國家發(fa)改委(wei)批復,非公(gong)開(kai)發(fa)行及股權激勵方案(an)(an)已經公(gong)司董事(shi)會審議(yi),方案(an)(an)總交易對價約(yue)為(wei)780億元,百度、阿里巴巴、騰訊(xun)、京(jing)東、蘇寧云商(shang)將投(tou)資(zi)中(zhong)國聯(lian)通。
