人民日報談部分農民工月薪過萬:漲幅不算猛

  工(gong)資(zi)(zi)跑贏了GDP。5月末公布的數(shu)據顯示(shi),2014年全(quan)國(guo)城(cheng)鎮非私(si)營單(dan)位就(jiu)業人(ren)員(yuan)年平均(jun)工(gong)資(zi)(zi)為56339元,增(zeng)(zeng)(zeng)長9.4%;城(cheng)鎮私(si)營單(dan)位就(jiu)業人(ren)員(yuan)年平均(jun)工(gong)資(zi)(zi)為36390元,增(zeng)(zeng)(zeng)長11.3%;外出(chu)農民工(gong)人(ren)均(jun)月收(shou)入水(shui)平為2864元,增(zeng)(zeng)(zeng)長9.8%。同期GDP增(zeng)(zeng)(zeng)長7.4%。近年來,工(gong)資(zi)(zi)漲幅開(kai)始全(quan)面超過(guo)GDP增(zeng)(zeng)(zeng)速。

  錢包漸鼓的工(gong)薪族正琢(zhuo)磨著明年(nian)后年(nian)工(gong)資(zi)能不(bu)能跑得(de)更快(kuai)(kuai),對(dui)“工(gong)資(zi)過(guo)快(kuai)(kuai)增長”的擔憂很快(kuai)(kuai)涌現出來(lai)。一(yi)些企業(ye)表示,近兩年(nian)勞動力成本上漲太快(kuai)(kuai),企業(ye)不(bu)堪重(zhong)負。一(yi)些官員和學者憂心忡忡,認為當前工(gong)資(zi)“陡然上升”、超過(guo)GDP漲幅以及勞動生產率,會損害(hai)經濟,最終受(shou)影響的還是勞動者。

  工資真的跑太快了嗎?

  判斷(duan)工資(zi)增(zeng)速是否合理,通常對比三(san)個(ge)指標:CPI、GDP、勞(lao)動生(sheng)產(chan)率。

  工(gong)(gong)資跑贏CPI,誰都不會認為“快”,因為這是(shi)工(gong)(gong)資正常增長的底線(xian),否(fou)則(ze)工(gong)(gong)資增幅低于物(wu)價(jia)漲幅,勞動者日子會越(yue)(yue)過越(yue)(yue)差。

  工(gong)(gong)資(zi)(zi)(zi)(zi)跑贏(ying)GDP,算(suan)不(bu)算(suan)過快(kuai)?仔細觀察,“跑贏(ying)”也就(jiu)是近兩年(nian)(nian)的(de)事兒(er),此前(qian)農(nong)民(min)工(gong)(gong)等群體工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)(zeng)(zeng)長一度落后于GDP,比較好的(de)年(nian)(nian)份也只(zhi)是做(zuo)到“基(ji)本同步”。從(cong)工(gong)(gong)資(zi)(zi)(zi)(zi)占GDP的(de)份額看,中(zhong)國近年(nian)(nian)來一直在40%左右(you),并沒有(you)顯著的(de)增(zeng)(zeng)(zeng)長,與美國、歐洲55%左右(you)的(de)占比有(you)相當(dang)大的(de)距離。工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)(zeng)(zeng)速較快(kuai)的(de)群體——私營(ying)單(dan)位(wei)(wei)就(jiu)業(ye)人員和農(nong)民(min)工(gong)(gong),工(gong)(gong)資(zi)(zi)(zi)(zi)絕(jue)對(dui)值偏低(di)。私營(ying)單(dan)位(wei)(wei)就(jiu)業(ye)人員,年(nian)(nian)均工(gong)(gong)資(zi)(zi)(zi)(zi)只(zhi)有(you)非私營(ying)單(dan)位(wei)(wei)的(de)65%;農(nong)民(min)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)(zi),常有(you)人喊“漲(zhang)太快(kuai)”“月嫂、建筑工(gong)(gong)月薪過萬”,但一看數據,農(nong)民(min)工(gong)(gong)仍然是收入較低(di)的(de)人群,漲(zhang)幅也談不(bu)上有(you)多猛。這(zhe)些工(gong)(gong)資(zi)(zi)(zi)(zi)長期偏低(di)的(de)勞動者,近幾年(nian)(nian)工(gong)(gong)資(zi)(zi)(zi)(zi)漲(zhang)得快(kuai)一些,某種程度上是補漲(zhang)。眼下工(gong)(gong)資(zi)(zi)(zi)(zi)跑贏(ying)GDP,應該算(suan)正常,是讓(rang)百姓分享經濟發展成(cheng)果的(de)題中(zhong)應有(you)之義(yi)。

  說工(gong)(gong)(gong)資(zi)(zi)漲(zhang)(zhang)得過快,一些(xie)企(qi)業(ye)和(he)學者強調其超(chao)過了勞(lao)(lao)動(dong)(dong)生(sheng)產(chan)率(lv)的(de)提(ti)(ti)高速(su)(su)度,使企(qi)業(ye)勞(lao)(lao)動(dong)(dong)力成(cheng)本(ben)壓力加大,經(jing)營(ying)遇難。事實上,人社部的(de)研究顯示,2000年到2007年間(jian),勞(lao)(lao)動(dong)(dong)報酬(chou)快速(su)(su)增(zeng)(zeng)(zeng)長,同期勞(lao)(lao)動(dong)(dong)生(sheng)產(chan)率(lv)增(zeng)(zeng)(zeng)長更(geng)快。2008年以來,某(mou)些(xie)年份(fen)、某(mou)些(xie)領(ling)域(yu)存(cun)在(zai)(zai)著勞(lao)(lao)動(dong)(dong)報酬(chou)增(zeng)(zeng)(zeng)長快于勞(lao)(lao)動(dong)(dong)生(sheng)產(chan)率(lv)增(zeng)(zeng)(zeng)長的(de)狀(zhuang)況(kuang),然而(er)(er)(er)總體上二(er)者是同步增(zeng)(zeng)(zeng)長的(de)。企(qi)業(ye)對勞(lao)(lao)動(dong)(dong)力成(cheng)本(ben)增(zeng)(zeng)(zeng)加的(de)抱(bao)怨(yuan),有必要分(fen)析其中有多少合理(li)成(cheng)分(fen)。一來,勞(lao)(lao)動(dong)(dong)力供求狀(zhuang)況(kuang)變(bian)了,農民工(gong)(gong)(gong)連續(xu)多年不漲(zhang)(zhang)工(gong)(gong)(gong)資(zi)(zi)的(de)情形不可能(neng)(neng)再次(ci)出(chu)現(xian),不能(neng)(neng)把過去(qu)那種工(gong)(gong)(gong)資(zi)(zi)偏低的(de)狀(zhuang)況(kuang)當作正常轉而(er)(er)(er)抱(bao)怨(yuan)現(xian)在(zai)(zai)。二(er)來,某(mou)些(xie)領(ling)域(yu)出(chu)現(xian)工(gong)(gong)(gong)資(zi)(zi)快于勞(lao)(lao)動(dong)(dong)生(sheng)產(chan)率(lv)提(ti)(ti)高的(de)勢頭,延續(xu)下(xia)去(qu)的(de)確會影響企(qi)業(ye)運(yun)行乃(nai)至經(jing)濟發展。但要改變(bian)這種趨勢,應(ying)當在(zai)(zai)技術(shu)設備(bei)、工(gong)(gong)(gong)藝(yi)流(liu)程、管理(li)水平、人員(yuan)培(pei)訓(xun)方(fang)面下(xia)功夫以提(ti)(ti)高勞(lao)(lao)動(dong)(dong)生(sheng)產(chan)率(lv),而(er)(er)(er)不是先(xian)想著把勞(lao)(lao)動(dong)(dong)者工(gong)(gong)(gong)資(zi)(zi)壓下(xia)去(qu)或讓工(gong)(gong)(gong)資(zi)(zi)漲(zhang)(zhang)慢點。

  經濟(ji)進入新常態(tai),以消(xiao)耗資源、污(wu)染環境、壓低(di)勞動(dong)力成本(ben)為代(dai)價來謀求增長的(de)(de)(de)路(lu)子走不(bu)通也(ye)不(bu)能走,企(qi)(qi)業對此應(ying)有(you)清醒的(de)(de)(de)認識(shi)。何(he)(he)況,國內外(wai)的(de)(de)(de)多項研究表明,勞動(dong)報酬增加,勞動(dong)者工作積極性(xing)會提(ti)高,相應(ying)地提(ti)高勞動(dong)生產率。國家正(zheng)在大力推進的(de)(de)(de)減輕稅(shui)負(fu)、下調(diao)社保繳費(fei)等改革,很(hen)大程度上也(ye)可以抵消(xiao)勞動(dong)報酬上漲對企(qi)(qi)業的(de)(de)(de)影響。工資增幅略超(chao)GDP、實現穩步的(de)(de)(de)增長,既能夠(gou)提(ti)高勞動(dong)者的(de)(de)(de)獲(huo)得感,也(ye)有(you)利于(yu)(yu)擴大消(xiao)費(fei),促進經濟(ji)的(de)(de)(de)良性(xing)運行——這于(yu)(yu)任何(he)(he)一方,無疑都是(shi)好事(shi)。
